An investigation about how the Moscow City Hall gave almost a billion dollars of a company whose owners no one knows

For several years now, a mysterious company has been operating in Russia with a name of three letters, which one after another gets huge state contracts. In Moscow alone, the group of companies have received state of state departments by almost a billion dollars over the past ten years. At the same time, the owners of this successful business are hidden. Overcoming pressure, surveillance and hacker attacks, the correspondents of the project and Forbes found out how this mysterious company is connected with the president’s environment and influential security forces.

- Listen here carefully! - The late call finds the author of this article at the cash desk in the supermarket, but the voice in the tube sounds persistently enough to postpone purchases. At the other end, an employee of a large state team - “Group of EXC” further - EX - with whom the journalist had a conversation about an hour ago. In the voice of the interlocutor, anxiety is felt: "Forget everything we talked about, and destroy all the notes." The EXC employee makes it clear that his bosses somehow learned about the conversation, and warns against further research: “If you don’t want you, as with Navalny, at that moment the politician Alexei Navalny is treated in a German clinic from poisoning.”

The next day, the journalist’s working mail was subjected to a phishing attack, which did not stop for two days. For the leaders of the EXC, it is not a problem to “notify” anyone, says one of the competitors of the company, who allegedly visited the object of their close attention. When a year ago another journalist who participated in work on this topic only began to understand the confusing scheme of the Eex business, he was installed round -the -clock surveillance. It was in Yaroslavl, where the company "registered" in 2017.

Since the mid-2010s, the company has been actively involved in the state-owned state, and since then the cost of its contracts with structures associated only with the Moscow mayor has amounted to almost $ 1 billion, and the amount of all the state for the entire existence of the CEX exceeds 110 billion rubles-or about $ 1.7 billion.

All these years, the company did not reveal the owners. Only in 2017, as a result of the supplementary shares, some Dmitry Kogtev and Elena Kirillova probably became the co -owners of the hex. However, this fact only added mystery companies, since these two are not similar to business owners with a billionth turnover: Kogtev modestly lives in the Moscow resident of Butovo, and Kirillov is bankrupt to small companies.

But the real owners can still try to find. EXCLUSE employees and counterparties consider the mysterious businessman Maxim Krylov. But who is he and who, perhaps, stands behind him?

The heirs of the empire

The EXC website states that the company was founded in 1970. For competitors and contractors, this date causes bewilderment - the market learned about the existence of the company only in the tenths of the 21st century. As a legal entity-at first under a different name-“GC EX” has existed since 1994, the data of the SPARK-Interfax testify, but, as it turned out, the company still has reason to attribute the Soviet past.

Until 2016, the company was called "Special Primenergo". It was formed back in the 80s and “according to the idea” was supposed to repair boiler equipment in the Moscow region, her former employee recalls. At the beginning of the zero, Special Promenergo had financial problems, and the family of Smolensk businessman Sergei Petrikov bought it, says the same interlocutor. By that time, the former head of the industrial department of the Dorogobuzhsky district committee of the CPSU (Smolensk region), together with partners, consolidated the shares of the Dorogobuzh boiler room (Dorogobuzhkotlomash), where in the 90s he worked as a commercial director.

In 2006, Petrikov unexpectedly decided to build a highway for car races on the territory of the plant. The point was that the youngest son of Petrikov Oleg, carried away by motorsport, almost crashed during an unprofessional race, and, “in order not to lose my son,” the family decided to build a professional route. This story was retold by the acquaintance of the Petrikov family.

The Avtodr, which was called the Smolensk Ring, was handed over in 2010, Oleg Petrikov became the director. Since 2011, the highway began to regularly accept Russian ring championships, and in 2014 a new championship was opened on the Smolensk Ring - the Russian series of ring racing (RSKGs). The tournament appeared after SMP Racing became the promoter of Russian races. It was created by the younger brother of the billionaire and friend of President Arkady Rotenberg, co -owner of the SMP Bank Boris Rotenberg. He himself became interested in racing: Rotenberg was listed among SMP Racing pilots and "burned in the car twice." As soon as the tournament was launched, Oleg Petrikov announced the completion of the racing career and headed the RSKG, and his wife Olga began to conduct a television program about her husband and Rotenberg car racing.

By the middle of the tenth years, the costs of autodrome and the drop in demand subsided "Dorogobuzhkotlomash." The Petrikovs began to sell part of the assets, including Special Primenergo. So Maxim Krylov appeared in this business, a long -standing acquaintance of the Petrikov family, says another acquaintance of them.

At the same time, in open sources there is no information that Krylov has ever owned the shares of the company. Its appearance in the Special Primenergo, as a rule, is associated with the shift in 2016 by the general director of the company to 35-year-old Alexei Vlasov, who, presumably, in one year 2007 with Krylov graduated from the Military University of the Ministry of Defense. Vlasov himself writes about this on his page on VKontakte. From the same moment, the company changed the name to the “GC EX”, stopped publishing reports and conducted a domain in favor of those same Kogtev and Kirillova. “I don’t give comments on this subject,” Kogtev answered and hung up. Kirillova asked to call back in half an hour, citing an “operational meeting”, and no longer answered calls. Kogtev is the husband of Krylov’s sister, the couple live on the outskirts of Moscow in the LCD “Butovo Park”. And the full namesake of Kirillova is part of the Union of Arbitration Managers "Creation" and, in particular, acted as a bankruptcy trustee for Cityndmolz, related to the hex.

Now Krylov is the main person in the leadership of the EXC, several employees and counterparties of the company say. Since 2017, he has been heading the board of directors of the company.

Harism dealer

36-year-old Maxim Krylov is an extremely non-public businessman. He often changes phone numbers and prefers to move with security, his acquaintances say. Multiple attempts to contact him-both through the press service of the Eex, and through his acquaintances and relatives-remained unanswered. On the Internet you can find a dozen of his photographs by force, mainly from two meetings-with the governors of St. Petersburg and Tula (both there and there, large perinatal centers are building a state order). And his only mention not related to the EX, which we found, dates back to June 2002, when the young Krylov spoke on behalf of the cadets on the festive construction on the occasion of the 53rd issue of the Moscow Suvorov School. Among the other 206 graduates were Oleg Petrikov, who graduated from the school in the same year.

The name of the Eex came to the business with Krylov. The first company of the EXC was registered, according to SPARK, Krylov became the owner of the company only in 2015 in 2009 in the Belgorod region, where the young businessman had communications at the local OEP, his acquaintance says. The company became Krylov’s pass to a big business. She was engaged in the supply of pipes that was produced by the Moscow plant "Mosfloralin".

The first serious customer of the EXC was Gazprom. According to a former employee of the gas monopoly, Krylov collaborates with the “national treasure” from the end of the zero. He began as a pipe dealer and was able to agree on supplies for the program for the reconstruction of regional heating systems. So Krylov had contact with Svyatoslav Kichikov, then the head of the Interregionenergogaz - “Daughter” of Gazprom, who was engaged in the heating systems of the regions, who agreed to attract the hex to supply pipes in many regions. The former employee of Gazprom explains Kichikov's advisability to Krylov's incredible charisma.

Power resource

Krylov always wanted to work in Gazprom, says his friend. At the end of 2010, his dreams came true: Kichikov called him to the Interregionergogaz with his deputy to work with authorities. And Krylov actually proved his benefit.

At that moment, Interregionenergogaz experienced problems with the regional authorities, the interlocutor of Forbes recalls, they refused to rent their heating networks for reconstruction: “It was a good source where to write off money and earn money.” Once Kichikov complained to Krylov that he could not find contact with the leadership of the Vologda region, says a former employee of Gazprom.

A few weeks later, Krylov arranged a meeting with the Vologda governor Vyacheslav Pozheliev, the former Gazpromovets said. Pozgalev confirmed Forbes that he was negotiating with Gazprom about the transfer of heating systems, however, he could not recall Krylov personally, although he did not rule out that in ten years he could forget about the meeting. In the future, the “young talent”, as Krylov was nicknamed Gazprom, organized meetings with the leaders of the Volgograd, Voronezh, Kursk regions and Sochi, according to the former employee of Gazprom. According to the ex-employee of Gazprom, the Father Krylov, Nikolai, who, as the interlocutor said, was related to the main reconnaissance (GRU) of the Ministry of Defense, helped with contacts. Judging by social networks, now Nikolai Krylov leads a serene life in the country, where his grandchildren are nursed. He did not answer our message.

Krylov Sr., most likely, is indeed a retired employee of special services. At the beginning of the zero, he was listed as an employee of the OST SPN security company. The Moscow Regional Organization of Veterans of the GRU special forces (SPN GRU) and a number of other companies with SPN in the name was registered at one address with OST SPN. They, like OST SPN, are part of the Association of Security Enterprises of the SPN, the emblem of which (a bat on the background of the globe) is identical to the GRU symbol. In the mid-2000s, Krylov Sr. was headed by another security company-Russich, one of the co-owners of which was Alexander Panin. He and other co -owners of their joint companies are veterans of special forces of the KGB/FSB Vympel.

The possibilities of Krylov Jr. (or perhaps Krylov Sr.) impressed Kichikov that they worked together for about a year. However, at the end of 2011, disagreements were outlined in tandem.

In relation to Kichikov, an internal check began, and he suspected that Krylov wanted to sit down, says a former employee of Gazprom. Krylov could have influential patrons. In conversations, he mentioned the Rotenberg brothers, recalls the former employee of Gazprom, with whom he could be connected not only through his classmate-female Oleg Petrikov, but also personally. The fact is that in 2009, Krylov worked at at least six months in Krasnodargazstroy, a company on the basis of which Arkady Rotenberg created Stroygazmontazh, the basis of his state -Rage Empire.

Be that as it may, Kitchikov decided to act ahead of schedule, and at the beginning of 2012 he parted with Krylov, according to the former Gazprom employee. However, this did not save him - Kichikov himself was fired six months later. Svyatoslav Kichikov confirmed his acquaintance with Krylov and an internal test regarding himself. He also noted that it ended in the spring of 2012 and did not reveal any violations. He refused to reveal the details. The Gazprom Teploenergo (in 2012 joined the Interregionergogaz) refused to comment. But the affairs of Krylov, now overgrown with ties in Gazprom, went uphill.

The mystery of the capital

In the fall of 2018, an unusual raid was held in the center of Moscow. On Mokhovoy Street, right opposite the Kremlin, several traffic police crews were caught from the flow of premium-class car in the coloring of the Ministry of Emergencies. Immediately, the Rossiy 24 television channel shot the plot about how businessmen use rescue services as VIP Taxi. In the frame - tinted Toyota Camry with the color of the Ministry of Emergencies and "Lyustro". The inspector checks the documents from the passengers, the queue reaches the rear chair, where a person is located very similar to Krylova: "Maxim Nikolaevich, you have a warning for the first time." “The entrepreneur is sitting in this car, most likely the owner of several companies,” the Russian journalist summarizes.

By 2018, the Eex really was an informal group of companies. In addition to the “Belgorod” EX and “Group of EXC”, the third company - Nizhny Novgorod LLC “EX” appeared. Initially, the company was called "Ikstraid Energy" and was supposed to supply mobile gas stations for Gazprom. But after the jump in the euro in 2014, the business became unprofitable. Then Ikstraid unexpectedly switched to the contracts of Mosvodokanal.

Alexei Petrikov, the racer of the racer Oleg Petrikov, could help with contact in the Moscowvodokanal. Petrikov worked in the Khimki heating system and knows well the head of the Mosvodokanal Alexander Ponomarenko. Until 2012, Ponomarenko headed the Moscow Heating Company and interacted with Petrikov on heating systems. In 2016, Eex won several contracts for the improvement of VDNH. The Moscow City Hall started a large -scale reconstruction there, in which Arkady Rotenberg also participated - he became one of the beneficiaries of the oceanarium. Its representative refuted this, but the co-owner of the Oceanarium was the Invest Holding CJSC with the same address of registration as several Rotenberg companies and the structure of the SMP Bank. The hex continued the procession in Moscow, by becoming one of the largest contractors of the capital's improvement by 2019. “You fight, you get into the clip, and then you get the contracts,” one of the EXCLOY employees describes the formula of success.

However, the most common version of the successes is still related to the Rotenbergs-their name is called several employees of the company and its competitors. In addition to the racing friendship and work of Krylov in the company of Rotenberg, this is indicated by the fact that the Eex laid its state contracts in the SMP-bank belonging to the Rotenberg more than other banks, the data of SPARK indicate. The representative of the Rotenbergs denies their connection with the hex and does not comment on whether they are familiar with Krylov and Petrikov.

Krylov is always looking for new connections, his acquaintance says: “Diving everywhere, just to build relationships and gain a foothold.” In addition to the connection with the family of Rotenberg and Friendship with Gazprom, EX has another no less resource for working with Moscow and many other regions.

Gentlemen officers

Graduates of the Suvorov schools have a ritual - during the traditional march on the day of release, the cadets take a handful of coins in the hand and throw them into the air. At the time of the throw, it is necessary to shout “I swear”, says Suvorovets from among the employees of the EX. So the cadet oath gives that it will help the rest of the Suvorovites, whom he will meet on the life path at allores.

It is possible that it was the help of the Suvorovites to each other that became the motive for the “registration” from Moscow to the Yaroslavl region. This happened in 2017, after the region was headed by Dmitry Mironov, a native of the KGB, FSO and the former guard of Putin. Following Mironov, another former FSO officer Dmitry Stepanenko moved to the Yaroslavl region - he became the head of the regional government. It was with Stepanenko, who graduated from the Moscow Suvorov School in 1993, that the re -registration of the Eex was connected, that Project wrote earlier and confirms a source close to the Yaroslavl government. Six months after the crossing, EXCHOUNTS Awarded Krylov with an honorary diploma of the governor.

The change of “registration” is by no means a charity gesture. Since re -registration, the sum of the contracts that the EX received from the Yaroslavl state structures exceeded 10 billion rubles, follows from the data of the SPARK.

Between themselves, EXC employees call the company "Cadet Brotherhood." It happened that the main motive for hiring a top manager was his studies at the Suvorov School. This is understandable, because Maxim Krylov is a hereditary Suvorovets. Before the alleged service in the GRU, his father also studied at the Suvorov School and graduated from Vice Prime Minister Yuri Borisov. Before becoming Deputy Prime Minister, Borisov was the deputy minister of defense-from 2012 to 2018. A short period fell on this period - from June 2013 to April 2014. -The work of Krylov Jr. at JSC Oponhtroy, the largest construction holding of the Ministry of Defense.

The leadership of the regions where the Eex succeeds is also entirely connected with the law enforcement agencies. One of the first initiatives of the Governor of the Tula region Alexei Dyumin, Comrade Mironov and also a native of the FSO, was the revival of the Tula Suvorov School. Наконец, у суворовцев есть единомышленники и в семье столичного вице-мэра по ЖКХ Петра Бирюкова, в ведении которого находятся основные московские госзаказчики ЕКС — Мосводоканал и Мосэнерго : Петр Бирюков входил в советы директоров обоих предприятий. Брат Бирюкова Алексей, который сейчас занимает пост вице-ректора МГУ, входит в попечительский совет организации «Московские суворовцы» . Бирюков не заканчивал суворовское училище, но «как неравнодушный человек всегда участвует в его жизнедеятельности», сообщил председатель «Московских суворовцев» Дмитрий Нестеров. По его словам, училище поддерживает и Максим Крылов, который «общается с выпускниками, дорожит дружбой с ними». Борисов не имеет отношения к деятельности ЕКС, заявила его представитель. То же самое в своем ответе сообщила и компания ЕКС. ЕКС стала подрядчиком перинатального центра в результате торгов, подчеркнули в пресс-службе правительства Тульской области. Там также отметили, что руководству региона неизвестны бенефициары ЕКС: «В этом нет нужды для эффективного сотрудничества. Все рабочие вопросы успешно решаются с директором и руководителем проекта». Представитель комплекса городского хозяйства Москвы, которым руководит Петр Бирюков, тоже не знает бенефициаров ЕКС. В правительстве Ярославской области не ответили на запрос.

Из ЕКС «постоянно пытаются сделать что-то блатное», возмущается в ответ на расспросы соратник Крылова. На самом деле, компания просто по-военному четко выполняет «государево задание», говорит он: «Мужикам можно доверять: мы все офицеры».

Самосожжение

Второго октября нижегородская журналистка Ирина Славина подожгла себя перед зданием областного управления МВД. От полученных ожогов она скончалась. Гибель Славиной потрясла всю страну, вероятной причиной трагедии называли давление со стороны правоохранителей. Последней каплей мог стать обыск, который накануне самоубийства полицейские провели дома у журналистки по уголовному делу против оппозиционера Михаила Иосилевича. Сам он связывал давление следствия с протестами против реконструкции парка «Швейцария», в которых участвовала и Славина.

Этот крупнейший в Нижнем Новгороде парк спроектировала компания ЕКС, контракт на 160 млн рублей она выиграла, став единственным участником конкурса. Благоустройство парка за 3,7 млрд рублей тоже досталось ЕКС, хотя здесь конкурс не был безальтернативным. Изначально тендер выиграла петербургская «ССУ-5», но ФАС после жалобы ЕКС отменила итоги конкурса. «Практика двоякая, плюс конкурент серьезный. Решили не оспаривать», — как будто соглашается с собственным поражением владелец «ССУ-5» Сергей Хомяков. Правда, взбунтовались местные жители, которые заявили, что смета завышена, а разработка проекта и выбор подрядчика проходили с нарушениями. Это, по одной из версий, могло привести к обыску в квартире Славиной.

У Крылова хватает врагов, отмечает его знакомый: «Обиженных много, он же тендеры забирает». Забирает он действительно много. В начале мая, в самый разгар первой волны пандемии коронавируса, ЕКС заключила с Мосводоканалом новый и один из крупнейших своих контрактов — 14,5 млрд рублей на реконструкцию Люберецких очистных сооружений в Москве. Конкурентом на торгах выступала фирма «Геострой», которая целым рядом нитей связана с самой ЕКС и семьей Крыловых . У владельца этой компании Максима Горностаева была совместная компания с ООО «Энергокапитал». Оно принадлежало нынешнему владельцу нижегородского ЕКС, а сейчас Елене Крыловой, предположительно матери Максима Крылова.

«Эпидемиологическая обстановка не оказала негативного влияния на деятельность ГК «ЕКС», — сообщила пресс-служба компании: она «строит социально-значимые и инфраструктурные объекты, реализация которых не приостанавливалась». На вопросы о бенефициарах и истории создания компании там не ответили, как оставили без комментариев и связи с силовиками, семьей Ротенбергов и «Газпромом».
