
The Council of Deputies of Kaliningrad adopted the early resignation of the head of the city of Alexei Silanov, Interfax told in the apparatus of the representative body.
"Silanov’s resignation was just accepted at an extraordinary meeting of the City Council. The mayor left his post of his own free will. All 26 deputies voted unanimously for resignation," the agency’s interlocutor said.
According to him, the head of the city ahead of schedule left the elected position, to which he was elected in April 2018 by the deputies of the Council for the term of powers of the representative body. The powers of this composition of the Council end in September 2021.
Earlier it was reported that the resignation of the head of the city is associated with a number of changes that have recently occurred at the city hall. So, in September, the regional law entered into force, according to which the head of the Kaliningrad Municipal District or the mayor will be elected by deputies of the city council from its composition, in addition, he will also fulfill the powers of its chairman. The executive branch in the city will be in the hands of the city manager or the head of the administration, the position of which will also be elected.
In October, Elena Dyatlova was appointed First Deputy Head of Kaliningrad, who had long been the Minister of Infrastructure of the Government of the region for a long time. After the mayor’s resignation, she will fulfill his duties in full.
Prior to his appointment to the post of head of the city in 2018, Silanov was a deputy of the State Duma of the Russian Federation, and even earlier he worked at the City Hall of Kaliningrad and the government of the region, heading social blocks and medicine.
Rumors about the upcoming resignation of Silanov went in the summer along with information about the return of the Institute of the City Manager, from whom Kaliningrad refused the departure of ex-governor George Boos under the pretext of inefficiency. On September 9, the question of the separation of powers of the head of the administration and the head of the regional center suddenly appeared on the agenda of the regional Duma. On September 24, she adopted the relevant law without special discussions, and the governor Anton Alikhanov later signed it. "Public hearings on this subject took place in the city only a month later, their formality was as flagrant as the rush with which everything was done looked obvious," writes New Kaliningrad .
The publication characterizes Silanov as an obedient performer without corruption ties: "For the first time in a long time, the city was ruled by a person who had no own business interests. At present, such an expensive one is worth it."
