The text below we address to you for a number of reasons: firstly, you are the only one of the leaders of the country to which we, the editors of the Chernivik newspaper, did not turn in connection with the criminal case of Abdulmumin Gadzhiev.

We wrote in the name of the President of the country Vladimir Putin . We turned to the chairman of the State Duma Vyacheslav Volodin and the chairmen and deputies of the fractions of the lower house of parliament. They wrote to the Prosecutor General. They wrote to the Investigative Committee of Russia. We conducted active correspondence with the office of the Ombudsman of Russia Tatyana Moskalkova . We even contacted the human rights center at the United Russia party! And Abdulmumin Gadzhiev himself addressed his article, the name of the director of the FSB of Russia Alexander Bortnikov . It did not help ...

Secondly, you are now a high-ranking security officer, capable of, if you wish, to voice the questions that we pose in this publication, at a high and architectal level for us.

Well, thirdly (in fact, this is the main reason why we are addressing this article to you), you are the only one of the leadership and power block of the country who saw us, talked with us, drank grape juice in our company and admitted that you read the draft “draft” and believes that our work was at a serious level (see photo).

This was in January 2014, when the Media Prize for the Media in the field of media outlets for 2013, a commemorate for the Chernivik newspaper. You then said: “Journalism is always a search for truth and always defending the interests of people. Among the laureates and the collective of the Dagestan publication “Chernivik”, one of the largest republican newspapers, ”and awarded us awards, and in the nomination“ for contribution to the fight against corruption and crime in the region ”.

Dmitry Anatolyevich , we publish our joint photograph not only in the name of the illustrativeness of this article, but also to remind you that day and try to achieve you personally that the law enforcement system looked at us and at the work of Abdulmumin Gadzhiev from neutral positions, that is, from the standpoint of impartiality and objectivity. And to us, the newspaper “Chernivik” and personally to Gadzhiev, with this - the objectivity and impartiality of power structures and judges - very much is not very lucky.

But about everything in order ...

The beginning of history

It all started with the fact that early morning on June 14, 2019, power structures detained the editor of the Religion department of the Chernivik newspaper Abdulmumin Gadzhiev (in Makhachkala), lawyer Abubakar Rizwanov (in the Ahhakh district of Dagestan) and entrepreneur Kemal Tambiev (in Moscow).

All three were accused of participating in the activities of a terrorist organization, and are also busy organizing financing terrorism. As evidence, the investigation presented the operational certificates of the Ministry of Internal Affairs for the Republic of Dagestan and the Federal Security Service of the Russian Federation for RD, in which a certain person announced with reference to third parties that something heard that these persons were involved in criminal activity.

The “seriousness” of these operational certificates was “reinforced” by the testimony that Kemal Tambiev signed after the threats and beatings. The investigation did not let him in a hiring lawyer, and all the testimonies made out in the presence of his lawyer, who, while his client was intimidated, sat on the phone and watched the film.

Even a superficial study of the “evidence” presented by the investigation would be enough to terminate the criminal case, and the persons who concocted it are held accountable.

The investigation during the year of his work presented as “evidence” the guilt of Gadzhiev, Tambiev and Rizvanov’s testimony of secret witnesses (and not direct, but indirect), the usual opinions of some persons who declare banality like “yes, terrorism is bad,” and ... that’s it!

The whole crime of our colleague, as it turned out, lies in the fact that in 2013 he interviewed the Dagestan preacher Abu Umar Savitlinsky ( Israil Akhmednabiev ), where he spoke about the activities of his fund in restrained tones. It should be noted that at that time Saitlinsky was not declared a criminal: he calmly spoke on republican (state) television, and his fund interacted tightly in his projects with the spiritual department of Muslims of Dagestan.

In other words, Gadzhiev is persecuted for simply doing his work of a journalist.

Dmitry Anatolyevich, we are deliberately here, at this stage of the narrative, we do not list the entire evidence base of the investigation in detail. We will certainly do this a little later: we will tell you about “secret” witnesses, and “specialists”, and about other circumstances. And you, a highly professional lawyer, yourself will make sure that 39 volumes of the criminal case collected for our colleague and his “accomplices”, in the best case, may be awarded the title of “waste paper”.

In the meantime, our editorial office wants to draw your attention to the following: for our statement about why we are not lucky in this matter.

The only reason is: in this case, and at all levels, there is not a single more or less influential security forces who would not be personally offended by the “draft”. Hence the indictment in the case.

Our newspaper is 17 years old. All these years, we have been doing only what you have given us a prize: we write about corruption and organized crime. And is this our fault that, as a rule, among corrupt officials and representatives of organized crime, there were senior representatives of the republican authorities, as well as some influential security forces?

The “draft” sharply raised questions about the activities of corrupt officials not only before society, but also to the leadership of the power structures of Dagestan. Naturally, no one in the republican authorities (and relevant structures) did not like and did not like it.

Ultimately, the parish to Dagestan Vladimir Vasiliev (ex-head of the Republic of Dagestan) and stripping with the movement in Leforto of a number of officials showed that the “draft”, describing their life path, was in many ways right ...

But back to the case of Abdulmumin Gadzhiev. Are there many in the power structures of those who would like to, if they had an excuse, harm a “draft”? We will not list everyone, since you can form a small regiment from them, but we will dwell on the main surnames.

Bastrykin

Let's start with the chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin . He has something to not love for us.

Well, firstly, we are journalists. And Bastrykin’s journalists, as far as we recall from the 2012 events, when his guard (not) took to the forest to “talk” to the deputy head of Novaya Gazeta, Sergei Sokolov , does not like. Our fraternity is noisy, he asks uncomfortable questions. Simple questions like, but it's hard to answer ...

So. Bastrykin. The last 15 years (from 2000 to 2015) in Dagestan have been very difficult: lawless people, lawlessness lawlessness, no less unlimited corruption caused by these difficulties in the regional economy. In parallel with this, attempts to leave the whole republic from the specified hell, attempts to prove and show that our Dagestan does not consist of bandits alone, and if you give him a chance, it can attract with its culture, history, unique places.

But these are beautiful words. And in legal reality, everything is dry: a crime has occurred - a criminal case is initiated - it should end efficiently. Either go to court and resist there (a conviction), or there should be a piece of paper in the case that the suspect (accused) person died (killed during the detention).

It is clear that the bulk of the criminal cases of terrorism and extremism were investigated by the subordinates of Bastrykin, in the Investigative Department of the Investigative Committee of the Republic of Dagestan. And the vast majority of these criminal cases ended “efficiently”: the main suspect (accused) was either dead, or was convicted.

The “draft”, like many other media, tracked the investigation of only a small part of such criminal cases and often stumbled upon the fact that during the investigation or at the stage of work of the operatives there were violations. There were statements of the defendants about the application of torture to them. There were complaints of close relatives of the detainees that ammunition or other substances prohibited in circulation were thrown. There were statements that the detainees were forced to take on those crimes that they did not commit.

And there were not one or two such statements! There were a lot of them! But the investigating authorities of the IC of Russia did not pay attention to this. However, like the prosecutor's office and courts. I was annoyed, of course. Who likes it when your mistakes and violations are taken out, but ...

Newspapers and information agencies write about this, relatives of the arrested or convicts write, and write to higher authorities, apply to the ECHR (which, as a rule, supports them). And then the Prosecutor General Yuri Chaika (as of 2010) states that "representatives of law enforcement agencies often write off unsolved crimes on the dead members of the gangs in the absence of evidence of their involvement in them."

“Unsuccessful serious and especially serious crimes were often unreasonably qualified as less serious. It is not enough effort to focus on eliminating the financing channels of terrorism both from abroad and within the country, ”the seagull made by him in 2010 in the Federation Council, Rapsey, quoted. Not a "draft"!

Similar statements, including noting the negligence in the work of employees of law enforcement agencies, regularly made the deputy seagull - Ivan Sydoruk .

This, of course, was beating Bastrykin’s image! And to increase it, it was already not enough to come to Dagestan in camouflage form. Victories were needed - a demonstration disclosure of high -profile crimes. But it did not work out with them ...

Here, for example, the criminal case of the murder of the Minister of Internal Affairs of Dagestan Adilgerey Magomedtagirov in 2009.

The crime was resonant! What versions were not put forward in connection with his murder. And the then President of Dagestan , to Mukha Aliyev, did not exclude that the murder of the minister could be involved (as informants) and law enforcement officers.

You, Dmitry Anatolyevich, probably remember this tragic incident: on June 9, 2009, you, then the president of the country, arrived in Makhachkala and announced that the late general will be awarded the title of Hero of Russia (posthumously).

One way or another, but already in the fall of 2009, Sydrook demanded from the security forces the results of the murder of Magomedtagirov, and in February 2010 the results appeared. “Chernivik” wrote about how torture was applied to the detainees in this case, and a military personnel Andrei Rezanov was named the crime by the crime. He and other defendants in the case were convicted by the North Caucasus District Military Court (the case was considered in a special order), but neither the sentence nor the results of the investigation were satisfied ... the brothers of the murdered General Magomedtagirov.

As Kommersant wrote then, the brother of the deceased minister Khairul Tagirov called the trial of the Rezanov circus, doubted the results of the investigation, since real customers of the crime were not established, and defiantly left the courtroom.

It should be noted that the resources close to the FSB of the Russian Federation in the Republic of Dagestan laid out audio recordings and other evidence that Magomedtagirov was involved in the murder of the Adilgerey not as a customer, but as a direct executor of one of the groups of the Band of the Republic of Ibrahim Gaddadaev (killed in the course of who in 2013).

And such a discrepancy is who specifically killed the Adilgerey of Magomedtagirov, as they say, strongly offended operational structures: they wanted to bring real culprits to justice. But it did not happen: there was a team “from above” to finish the case to the military court in this form. Moreover, there are confessions. And who is interested in how exactly these indications were received? That's right, no one ...

Again, according to rumors, such an outcome in the case of Magomedtagirov was due to the fact that a kind of high -ranking official went to the Russian president and reported that the killer was precisely Rezanov. When this official came out of the head of state, then after some time he received information from his colleagues that he was killing Minister Gajaddaev , but it was too late: “I had already reported to the president about this case. And I'm not going to finish it ... "
Dear Dmitry Anatolyevich! At that time, you were the president of the country and are sure that you can conclude that these rumors are true or not, and also to remember what kind of official is meant. But, be that as it may, this person should be subordinate to Bastrykin.

Another high -profile case, the investigation of which was doubtful by the media and society that the investigating authorities are able to qualitatively do their work, is the so -called Abashilov work. This business, we dare to assume, caused Bastrykin’s subordinates, and then he himself had a frank hatred of the “draft”.

Haji Abashilov , former editor-in-chief of the newspaper Youth of Dagestan, chairman of the Dagestan State Construction and Technical University, ex-USM minister, national policy and external relations of the Republic of Dagestan, was killed in Makhachkala on March 21, 2008.

This crime remains unsolved. At first, the Dagestan investigation, undergoing pressure from Bastrykin, demanding to quickly open the case, even “found” the killers. They tried to expose some Elchin Hasanov and Ruslan Gitinomagomedov .

The way the investigation was carried out, and what methods were applied to the detainees, so that they plead guilty to the murder of Abashilov, we will leave without details. We will only say that in general, this investigation caused a bitter laughter in society, and the then mayor of Makhachkala Said Amirov even stated: “They arrested two Azerbaijanis there and forced them to take up the case. Where did you see Jews and Azerbaijanis to be killers? " ] § [
