The Moscow District Court of Kaliningrad showed two videos shot in the police department on Kievskaya Street on the night of October 20, 2019, where the detained 36-year-old Ivan Vshivkov tore off the battery and scolded the boiling water, after which he died of burns. The content of the videos presented at the meeting on November 5 was retold by Komsomolskaya Pravda and New Kaliningrad .
The video contains both former police officers who are accused of exceeding official powers due to the death of Ivan Vshivkov. This is the former senior police lieutenant Nikolai Plesbukh, who headed the change of duty unit in the Department of the Ministry of Internal Affairs, when Leshivkov spoke boiling water, as well as the former operational duty officer of this department, Alexander Ivanov.
Former footballer of the Kaliningrad team, Progress, Ivan Vshivkov, detained for petty hooliganism, died in the police department in the Moscow District of Kaliningrad - 95% of the body was caused by the death of a burns . According to the police, he behaved aggressively in the lice camera, broke the video camera of surveillance, and later tore off the heating battery and scalded boiling water. Relatives of the deceased believe that police officers are involved in his death.
Leshivkov tore off the plastic pipe of the heating radiator after one of the police officers, now the former commander of the platoon of the police patrol service, Maxim Markichev, looked at him into the cell. This follows from the video shown in the court on October 13. Markichev spoke in court as a witness and said that he went to Lesivkov to take his aggressive behavior on the video camera. Judging by the video, Snowovkov tore off the pipe after Markichev by mistake several times called it “Valera” (Markichev himself claimed that Snzivkov was so introduced to him).
Judging by the new videos, presented on November 5, before entering the camera to Lesivkov, the patrol Maxim Markichev threatened that he would beat the detainee. He said this in a conversation with the operational attendant Alexander Ivanov (one of the accused) and an electronics engineer of the Ministry of Internal Affairs of Inna Zakharova, who were in the duty unit. There was such a dialogue between them:
Maxim Markichev: I’ll go to him now - I’ll go a couple of times along ***** [face]. ****** [got] already, the clown is fucking. The battery is torn off!
Inna Zakharova: Well, the camera broke off. Now the battery.
Maxim Markichev: Now I will come and he ****** [OFO OFO].
Inna Zakharova: Listen, give him already ***** [Tumakov], a.
Alexander Ivanov: ******* [beat him, Max. How do you like to do it.
Then Markichev left the office and went to the camera of Vshivkova. Zakharova joked that Leshivkov was holding a crane from the battery “just as hostages”, to which Ivanov replied to her: “And he says“ I will kill him, ”right? I say I will kill the crane? " “Komsomolskaya Pravda” indicates that “conversations of a group of police officers with a detainee who end in a metal click are also heard on the record.” The publication suggested that at this moment, Losovkov broke the radiator pipe.
Soon after this, the shift chief appeared in the duty unit, Lieutenant Nikolai Plebukh (one of the accused), who said that this moron broke the battery. Having taken a few documents, he left the office. At the chambers of the detainees there were male voices, laughter and replicas of the police: “This is a bathhouse, damn it!”, “Bring”, “***** [wow], there is a steam room!”.
In the duty unit, Zakharov asked the police how hot water enters the camera, after which she said: "Well, let it be cooked there." In an interview with Alexander Ivanov, she said that Nikolai Plesbukh was trying to turn off the heating, and complained that because of this the police would “freeze to hell”. For a few seconds, Zakharova left the room, and when she returned, she began to joke with Ivanov:
Inna Zakharova: Got it, Sanya? "Water knows the way out, and it will come to you now."
Alexander Ivanov: He [plebukh] said so, right?
Inna Zakharova laughs.
Inna Zakharova: She [water] is already like this ... This is a "destination." Watching?
Zakharova and Ivanov laugh.
Inna Zakharova: I like to be on duty with you. But fun.
Alexander Ivanov: In general, ****** [guard]. We always have fun.
Then Zakharova accepted the appeal from the visitor, and Ivanov gave out the patrol keys to the arms room and discussed the causes of the accident with other police officers. From his words it turns out that this happened after the pleaobukh took off the handcuffs from Vshivkov. At some point, Ivanov said: "The ship goes to the bottom."
After some time, the shift chief Nikolai Plesbukh demanded that the police call the head of the district police officers of the Ministry of Internal Affairs in the Moscow district Vitaly Malyutin. Inna Zakharova tried to get through, but to no avail. Alexander Ivanov went to the exit from the room and said: “Well, Kolyan, ****** [guard]? They sailed. " As the plebuche answered, it is incomprehensible. Then Ivanov again said: "The ship goes to the bottom." Zakharova laughed and repeated this phrase.
Then the pleoud contacted someone on the phone, and Ivanov called the single dispatch service on duty and announced the breakthrough of the pipe. As Komsomolskaya Pravda noted, Ivanov did not say that what happened threatens the detainee. While the police talked on the phone, Snzivkov began to knock on the door and scream. Journalists of the New Kaliningrad were able to make out one of his phrase: “Help, *****!”
At this moment, the patrol Alexander Koltunov looked into the duty officer, who proposed to turn on the ventilation.
Inna Zakharova: What is he yelling?
Alexander Koltunov: *** knows him. Where is he there? There is like in a fog. Cannot navigate.
Alexander Ivanov: Like a hedgehog in the fog, ***** [damn].
Inna Zakharova: cooks there, you know how in hell: "aaaaa!"
A few minutes later, the shift supervisor Nikolai Plesbukh demanded that the legs and arms of Vshivkov be handcuffed. When the police began to comply with the order, the plebuche asked: “Is he alive there? Is he alive there? " Then he suggested calling an ambulance, but Zakharova replied that the doctors would not accept Shvivkova, because he was drunk. A dispute occurred between the police, during which Ivanov said that the pleaobukh was to blame for the accident.
After some time, the pleoud phoned the head of the district district police officers, but, as the KP indicates, he said only about the flood, and kept silent about the injured person. At this time, Zakharova said: "We are poured as a" titanium "." Ivanov repeated: "We slowly go to the bottom." When a howl was heard in the next room, Ivanov said: “U-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo-oo On the moon. " Zakharova asked if the detainee was crying, to which Ivanov replied: "Crying and laughing."
Then the pleaobukh went to the Dshivkov camera, unlocked the door and demanded that the detainee go out. Zakharova and Ivanov began to joke about the hedgehog in the fog, after which the pleaobukh said that they call an ambulance. Zakharova began to call, but did not answer in the ambulance. At the same time, the pleaobukh demanded that Ivanov stop sitting in the duty officer and began to work.
Alexander Ivanov: What should I do? Provide him help? If he is a moron, bitch.
Nikolai Plesbukh: Report, *****, [chief of the district department of the Ministry of Internal Affairs Sergey] Chuykin. He burned - he has skin there, *****, all gets off.
Alexander Ivanov: Is he alive at least there?
Nikolai Plesbukh: It seems to be breathing, *****.
As a result, they managed to call an ambulance. The police, who entered the duty unit, asked what happened, to which the pleaobukh replied that Szhwyvkov broke the pipe and "sat under the boiling water." When the ambulance arrived, the pleaobukh tried to persuade other police officers to help him transfer Lesivkov to the doctors' car.
Alexander Ivanov: Let these wear.
Inna Zakharova: I am now Blove.
Alexander Ivanov: I don’t even want to watch, ****** [guard], I am not interested.
Inna Zakharova: This is not even a matter of what to look ... for some reason I ****** [bad].
Alexander Ivanov: Yes? Because the humanity smelled.
Ivanov begins to talk on the phone.
Alexander Ivanov: What am I? I generally ***** [anyway]. Yes *** knows, took it. ***** [it was not worth] in boiling water. <...> Well, I fuited up normally. <...> Sanya, listen, I am honest - it’s not interesting. I generally ***** [anyway]. Let Kolyan steer there - his topic. Well, it happens! How did he want? Is it all easy and simple? ***** [No]!
According to the Investigative Committee, both of the accused-Nikolai Plesbukh and Alexander Ivanov-reliably knew that Vshivkova was flooded with hot water due to a broken battery, but continued to keep the detainee there for about half an hour.
