This time, by decree of Sobyanin, all city universities and secondary schools should switch to distance learning. At the same time, most of the largest universities are federal institutions (the mayor's office also recommended remoting) - and will obey the individual decisions of the Ministry of Education, if such followed. The Russian State Humanitarian University has already emphasized that so far they do not go to the remotes.

By the same decree, the catering establishments will not be able to accept visitors from 23 hours to 6 in the morning, they will be able to work for the delivery and discharge of cafes and restaurants - previously similar decisions have already been made in some other regions, for example in St. Petersburg.

It is also temporarily prohibited from visiting "cultural, exhibition, educational events." The decree emphasizes that museums and exhibition halls fall under this restriction. Sports events with spectators (for example, football matches) are possible only after coordination with the Moscow authorities. In theaters, cinemas and concert halls, the maximum number of spectators will limit - no more than 25% of the total capacity of the hall. Children's game rooms and entertainment centers will be closed. In addition, all organizations who work with Muscovites in the premises were recommended to introduce a Chekin system.

All restrictions will be valid for two months - from November 13, 2020 to January 15, 2021. That is, Muscovites will not be able to spend New Year's Eve in a bar or restaurant - if the authorities do not cancel or soften the restrictions. Judging by the decree, children's New Year Christmas trees can theoretically pass during the day. At the same time, RBC, citing its sources at the city hall, already said that this year, New Year's citywide festivities, including Christmas fairs and festivals, will be canceled in Moscow.

Despite the serious increase in incidence in the fall, the Moscow authorities with caution introduce restrictions in the city. In early October, the city hall ordered business and state-owned companies to transfer 30% of employees to remote work and blocked the social transport cards of pensioners, and in the middle of the month she sent students 6-11 grades for distance learning.
