Citizens are afraid of deforestation of hundreds of large pines and significant growth of anthropogenic load on Bor: this can lead to the degradation of its ecosystems.

Chelyabinsk. Saturday, November 7th. Fifty residents gather at the site of the future construction on the border of the city boron. The sixth week in a row. Once again - under the sight of the chambers of the center "E".

The goal is to reach the residence of the governor, which is also in the city borus. The Chelyabinsk people planned to spend the march to the head of the region last week. But then the deputy chairman of the regional legislative assembly Oleg Golikov and the chairman of the Ecology Committee Mikhail Makhov intervened. They promised to organize negotiations. But they did nothing. The townspeople considered themselves deceived.

Deputy Makhov and a member of the Public Chamber Oleg Dubrovin appear on the spot now. They ask people not to go to the governor - to join another action in defense of Bora, which is organized by the Mundee Elena Vakhtina and public activist Andrei Kostenko.

People do not listen. The string is sent deep into the relict forest, to the high fence of the governor's residence. In your hands - posters: "Come or leave", "Hands off the boron."

“These are the real lungs of Chelyabinsk,” says Vasily Moskovets, the leader of the Stopgok movement. - A large array of pine forest in the very center of the city. This is a very beautiful forest. And, of course, he is a relict, a real monument of nature.

They reach the residence in 20 minutes. Deaf concrete fence. Before the closed gate, they begin to chant: "Lesha, do not be Natasha!" This is a reference to the mayor of the city - Natalia Kotova, who, according to the protesters, is trying to simply ignore the problem.

They stand in front of a checkpoint with single pickets. Then they try to transfer the guard for the owner of the residence. The guard refuses to even go out to people.

The next time, the townspeople intend to go to another residence of the governor, which is located in the center of Chelyabinsk.

The beginning of the conflict

The battle for Chelyabinsk Bor lasts from September 30. On this day, residents of Lesoparkova Street noticed the workers, and began to alarm. For dinner, eco -activists and police came to the place. The workers explained that they are preparing a construction site of a residential complex with a height of 23–26 floors. Vitaly Bezrukov, deputy minister of ecology of the region, hastened to join for them: “The site is not part of and was never part of the natural monument“ Chelyabinsk City Bor ”.

It is curious that before becoming an official, Bezrukov headed the environmental fund “My Planet” and defended the same site.

In 2016, in an interview with the local VGTRK, he opposed the transfer of the site into the status of “multifunctional”, which would allow to build skyscrapers and office centers on it.

The townspeople did not reassure the flexibility of the bureaucratic spine.
On October 3, more than a hundred Chelyabinsk residents gathered at the site of the future construction. Residents of the nearest houses, municipal deputies, members of the Stopgok, Chelyabinsk, breath, “townspeople” movement. The tenant of the site came to the gathering. According to Vadim Shabalkin, the director of the Tekhnis company, he is not going to build anything on the site, he will not saw the trees, only “fences the territory” so that they “do not take construction garbage here”. After the cold greeting of the gathering participants, the man hastened to retire.

“You live here in a couple of minutes to walk and suddenly find out that everyone has already decided for you,” the local resident Olga is indignant. -For the first time, I hear that there is some tenant, the owner, always thought that it was urban territory.

Folk gatherings at the site of the construction became weekly, the townspeople began to collect signatures against the construction of high -rise buildings. On the night of October 14 to 15, the fired from the Armed Forces of Russia for participating in promotions in support of protests in Khabarovsk Sergey Blyshchik put a tent on the site of the future construction and stated that if the construction continues, he would stop it.

Surprisingly, the construction at that moment really got up.

Negotiations and split

The protest around elite apartments increased every week, and its radicalization attracted the attention of deputies of the regional legislative assembly. At the traditional Saturday meeting of activists, the deputy chairman of the parliament Oleg Golikov and the chairman of the Ecology Committee Mikhail Makhov came. They offered a platform to discuss the issue.

Negotiations were indeed held in the Legislative Assembly. And the deputies managed to split the protest: some of the activists, after a conversation with them, decided to hold the shares in the distance from the construction site, announcing the “truce”. The leader of the public movement “Citizens” Andrei Kostenko appealed to the supporters: “I propose to change the format of Saturday meetings a little. Promotions during the period of truce and dialogue should not be protest. Let it be our polite concession to power. ”

Kostenko was supported by the opposition municipal deputy Elena Vakhtina. About a hundred citizens left with them.

How to get a "tasty" site

The New Gazeta sent a request to the Chelyabinsk administration to find out how the Earth, visually not separated from the city boron, turned out to be “not part of it” and fell under buildings.

The administration sent a detailed answer according to which public hearings on the planning of the territory were held back in 2013. At the same time, for some reason, the construction documents were issued for some reason on December 29, 2017. The developer, the company "Technoservice", was allowed to build a "multifunctional complex with sports facilities, public catering facilities, hotel -type apartments and underground car parking near Bor. The validity of these permits is until March 30, 2025.

Technoservice is affiliated with State Duma deputy Oleg Kolesnikov. Until 2014, her only founder was the daughter of Alexander Parliamentation.

The owner of the land on which the apartment is planned is to be Chelyaba LLC. This company was previously led by the assistant deputy Kolesnikov Sergey Tseplukhov. A few years ago, the entrepreneur was found dead, died under unclear circumstances. According to the official version, he committed suicide. The founders of Chelyaba LLC also listed Rashid Malakhov, the brother of Elena Kolesnikova, the wife of Oleg Kolesnikova.

According to the extract from the USRN, four sections on the border of the city boron went to Chelyaba LLC in 2014. The company acquired them from a certain Vitaly Anatolyevich Mordovtsev. It remains unknown how Mordovtsev himself received these sites - for what money? According to Interfax-Park, Mordovtsev is a private entrepreneur with two no longer existing individual entrepreneurs. The first was engaged in retail trade in books, the second - renting and managing its own or leased real estate. In 2014, together with Vadim Shabalkin, Mordovians established the territory of real estate LLC, the office of which is the emergency address at which angry eco -activists are gathering today.
