Minzifra plans to oblige operators of communication to block telephone scammers

Mincifers have developed a bill proposing to oblige operators to establish systems to counteract telephone fraud. Users will be able to complain about fraud and spam, and the numbers from which the corresponding calls received will be blocked after a preliminary verification, Kommersant reports with reference to the text of the document.

According to the publication, it is proposed to understand the traffic under which the subscriber is called through a submissive number, having received unauthorized access to operator equipment or special technical means and software, by telephone fraud (Frod) on communication. This leads to a violation of the security of the network and the rights of third parties, the publication notes. It is also planned to consider messages or calls as spam, the purpose of which is to disseminate advertising without the consent of the subscriber.

Kommersant clarifies that over the third quarter of the year, the Bank of Russia provided operators with information about 9.6 thousand numbers that were identified on suspicion of fraud. However, only 66 numbers were blocked of them. In addition, in the second quarter, about 29 thousand banking operations were identified, which were completed without the consent of customers, and 87% of them were made using a mobile phone, follows from the data of the Central Bank.
