This hole was closed by Vyacheslav Gladkov. What is known about this official?

Vyacheslav Gladkov is 51 years old, he was born in the village of Kuchki Kamensky district of the Penza region. According to first education, he is an economist, a specialist in the field of municipal management and master's management. But Gladkov defended the candidate dissertation in Chechnya: in 2012, his work “Formation and development of regional agricultural cooperative markets (based on the Penza Region)” was adopted at the Grozny State Oil University named after Academician M. D. Millionshchikov.

In 2000, the entrepreneur Gladkov got a job in the administration of the closed “atomic” city of Zarechny - one of the ten, which is officially the territory of the Rosatom corporation. At the beginning of the zero, the Rosatom corporation, by accidental coincidence, was headed by the current deputy head of the AP Sergey Kiriyenko. In 2009, Gladkov became the head of Zarechny precisely at the proposal of Rosatom - this is the legal procedure for choosing the chapters of the bitterness.

Under Gladkov, Zarechny, surrounded by barbed wire, carefully patronized by Rosatom, living without migrants, nouveau riche and acute social problems, suddenly becomes perhaps the most protest city of the Penza region. In 2011, in the State Duma elections, United Russia, whose member is Gladkov since 2008, has been gaining only 37.1%of the vote in the city, and the Communist Party of the Communist Party - 26.7%, although in the Penza region the United Russia was able to gain 56.3%. In March 2012, Gladkov also “spent” the presidential election not brilliantly: in the Penza region, Vladimir Putin scored 64.3%, and in Zarechny - 59.4%.

- As a political manager, Gladkov seemed extremely weak to me. People from the Government’s apparatus and United Russia, who worked tightly with Gladkov, characterized it to me as a man absolutely not flexible, not mobile, not creative, but at the same time self -sized and vindictive, ”says Anton Chablin, political scientist, candidate of political sciences. - Gladkov is a typical apparatchik who sees the situation only within his shorts. Well, there is no need to talk about his economic skills at all, he did not even try to show himself in this area in this area.

But the political scientist notes Gladkov's “convenience” as an instrument in the hands of three large federal political players:

He considers the main curators of the newly -made acting governor of the Belgorod region, the deputy head of the AP Sergey Kiriyenko, the head of the department of the State Council Alexander Kharichev and the head of the Ministry of Defense of Denis Manturov.

In 2015, Gladkov entered an open confrontation with the then Minister of Economic Development Alexei Ulyukaev. The minister demanded the abolition of the bit. With the support of Alexander Kharichev, who since 2013 oversee the issues of interaction with municipalities in Rosatom, Gladkov sent a letter to local deputies addressed to the head of Rosatom with a request to maintain the status of closed cities. From 2016 to 2018, Gladkov was the deputy of the Governor of Sevastopol, and then was appointed vice-governor of the Stavropol Territory with the same set of powers as in the previous region-he was responsible for domestic policy. Working in the Stavropol Territory, journalists note that this appointment did not cause enthusiasm among the current head of the region Vladimir Vladimirov.

- It turned out very quickly that in the Governor’s team he has his own game: the walkers, who tried to come to him “to resolve” issues, was surprised to note that their issues were subsequently resolved precisely thanks to Gladkov’s participation. It was like an attempt to configure people against the governor, as if he was experiencing the strength of Vladimirov’s position and tried on his chair. But in the end, the patrons of Vladimirov, obviously, turned out to be stronger, ”says the source of the“ new ”in the government of the region.

Everyone notes the closeness of the new vice-governor, his alertness and the complete lack of desire to establish relations with the “local”. They recall an interesting feature: he tried not to meet with the visitors of Gladkov in the walls of the government, preferring an informal atmosphere or walking around the square.

-If, under his predecessor, the authorities tried to lead at least some dialogue with the opposition and civil society, then under Gladkov this practice was probably recognized as ineffective and disappeared in principle. There are practically no serious independent media to the governor's elections in the region. Moreover, without special scandals and pressure. One editor was simply lured for a good position-in a government media-holding, someone just fell silent.

The Stavropol elites did not accept him, he worked for two years and worked as a “Varangian”. He treated them, accordingly, says the public activist of Stavropol Andrei Kozlov.

According to political scientist Chablin, the figure of Gladkov does not correspond to the scale of the Belgorod region, which the efforts of Yevgeny Savchenko turned into a window region.

- My first thought when I found out about the appointment: poor, poor Belgorod!
