The Federal Tax Service creates a new digital system that will make business operations so transparent to the state that tax authorities will be able to calculate the taxes of companies themselves and meet them. The administrative load and expenses of companies will decrease, but not “free”: the flip side of reduction of costs is an increase in control, which will become almost universal. “We plan to create a system that will lead to the introduction of one hundred percent electronic document management in the B2B system,” said Daniil Egorov, head of the Federal Tax Service, said at the TPP tax forum. At first, the business will be able to abandon paper document management in its work, and then switch to the electronic regime of interaction with the tax service and other regulatory authorities. This means that companies will open the state complete access to their operations and many will have to get out of the gray zone. For this, the tax service has been going on for many years, introducing different control tools: online cash desks, an automated VAT control system, online monitoring of the work of the largest companies. Reform can also lead to the emergence of new tax regimes.

How it will pass and when it can begin, Yegorov did not tell. But, according to the federal official, the system can earn a representative of the Federal Tax Service from 2024 not responded to VTIMES.

A large business is ready for reform, electronic document management will simplify the work of many companies, says EY partner Alexei Nesterenko. But for small businesses, such a transition may be difficult, and it will need support.

The payment for a convenient tool will be transparency, warns Zaripov. And the introduction of total control, notes Kostalgin. But the creation of an ecosystem, which displays all transactions of companies and their primary documents, inevitably, says Zaripov.
