No requirements of the legitimate owners of the site stopped at the excavator, then the son of Makushenko simply got into his car and drove into an excavator.

The caused traffic police inspector recorded in the protocol: “When the owner of the land plot is trying to prevent unlawful activities to send the ladies of Lake Ladoga, which was carried out from its land, an accident occurred with the participation of the excavator owned by Nordinter House CJSC.”

With CJSC Nord Inter House and one of its owners Andrei Bukov, Evgeny finds out the relationship for almost a year. At first, he did not pay attention to earthwork on the shores of the bay, but then he saw that KamAZ, dump trucks, graders and excavators fall asleep Ladoga so intensively that this spring the “land” approached the border of its site.

Businessman Andrei Bukov in Lahdenpokhia is well known. Successful, even in the 90s, was a city-forming production, and ensured the earnings of almost 800 inhabitants. Bukovs are now sold to Finland. In 2009, Bukov transferred the legal address to St. Petersburg (according to the Unified State Register of Legal Entities), depriving the local budget of a significant share of income.

In 2013, 25 votes of the inhabitants Andrei Bukov was elected deputy of the Elisenvaar rural settlement. A few days ago, Yevgeny Makushenko and other landowners wrote an appeal to the deputy of the Parliament of Karelia Emilia Slabunova, which reported that “in the water area of ​​the Yakimvari Gulf of Lake Ladoga near the city of Lahdenpokhya, he created an artificial land plot with an approximately 6,000 square meter. m, not receiving permission to create an artificial land plot at a water body that is in federal property without developing the documentation ... on the planning of the territory without fulfilling engineering surveys. ”

“This is another example of barbaric attitude to the natural wealth of Karelia. We are preparing requests to all instances, responsible persons will have to answer, ”commented the new Slabunova.

By the way, the water use agreement implies exclusively the improvement of the coastline, the creation of more comfortable conditions for the rest of citizens. But on the “land” 50 meters from the shore there are already houses and a capital structure, which the locals nicknamed the “Bounds of Ark”. Hotels appeared on two pontoons, each for 10 tourists. For several years now, “Hausbot“ Ark ”(as they are called in advertising) are surrendered to tourists, but no one knows where the sewer drains of these aquaists are gone.

“The process of creating artificial land plots has a significant impact on the environment,” explains Yevgeny Baklagin, lawyer of the International Bar Association. - It is no accident that the legislation of the Russian Federation regulates this type of activity in detail. - In 2015, the cadastral engineer from Petrozavodsk Yegor Ivanov, by order of Nord Inter House CJSC, drew up the “land plot” scheme. The status of the territory is indicated in the cadastral map of the Russian Federation as “the land of settlements”, although if you enter the number of the cadastral site into it - 10: 12: 0000000: 5164, make sure that it is 60% in water. - After the procedure of “landslide”, the CJSC appealed to the administration of the Lakhdenpokh municipal district with a statement on the lease of this “dry section”. And the administration put him on cadastral registration as land. Then the officials decided to transfer the “site” for lease by concluding a lease agreement with a contract for a period of 20 years. ”

According to a similar scheme, immediately eight “land plots” were formed and put on the cadastral registration of the Gulf of the Gulf of the Gulf. Work on sending the soil into the water area of ​​Lake Ladoga is intensively conducted now - apparently, a new section of 38 thousand square meters is created. m.

“Experiments in Lahdenpokhier are risks for Ladoga inhabitants, a coastal zone rich in life, shallow places of fish spawning are destroyed,” says an ecologist, a member of the Public Council under the Ministry of Natural Resources of the Russian Federation, Alexander Fedorov. - Bird nesting are deprived of places that take the chicks in coastal vegetation. Violations without punishment

In November 2017, the Office of Rosprirodnadzor in the Republic of Karelia conducted a raid check in connection with the complaints of residents. The Karelian Rosprirodnadzor did not return to this issue.

In the April of this year, already, according to Yevgeny Makushenko, the prosecutor's office of the Lakhdenpokh district and the Baltic and Arctic Marines of Rosprirodnadzor, who also recognized the offense, were forced to join the case. And the prosecutor’s office appealed to the Lahdenpokhi city court, having succeeded both the offenders and their allies. The prosecutors demanded that the formation of a bulk land plot with a cadastral number 10: 12: 0000000: 5164, remove it from the cadastral registration, exclude information from the Unified State Register of Real Estate, recognize the transactions under lease agreements.

However, the judge of the Lakhdenpokh district court, Elena Suspevskaya, refused a lawsuit on the grounds that “it is still unknown where the coastline passed in 2015. And quite possibly, the contested area was five years ago by land. ” Now the task of the prosecutor’s office and Makushenko is to find convincing evidence that in 2015 Ladoga was disastrously not crazy.
