Timur Maksimov, Deputy Minister of Finance of the Russian Federation, delivered a welcoming speech.
The new service enables individuals to compare and purchase offers from various issuers online, providing remote interaction between the investor and the issuer, secure transaction, payment and delivery of a financial product. All settlements on the platform will go through a special nominal account, and payment to the issuer will be received only after the financial product is credited to a separate special account in the register of owners.
When creating this platform, VTB Registrar was guided by the following principles: the consumer should be able to purchase securities that are not traded on the stock exchange, the supplier can offer any amount of securities, the availability of simplified identification for users, accessibility for consumers of any income and age, orientation towards a “long-term” consumer, but with the possibility of a quick “buy-out” by the supplier, no additional costs for the consumer to account for their rights, a single window for access to related services, including the exercise of rights for the purchased product (for example, registration of rights, electronic voting, income generation).
The first available product on the platform was over-the-counter bonds of a Russian subject, the Tomsk Region, which were previously placed only offline. In the future, it is planned to expand the product line, as well as the range of issuers and consumers.

We express our gratitude to the legislators for the work done with such a complex law and bringing the legislation in the right direction. For us, this project is an opportunity to diversify the registrar business, create a single set of paperless digital space and use new digital practices. It is also important that the project provides an opportunity to gradually create a trusted environment for the consumer, investor and issuer. The Marketplace project appeared at the right time - especially in the current situation of the spread of coronavirus. When working on the project, many shortcomings of the current legislation were identified, which were resolved thanks to the initiative of the Bank of Russia and the support of legislators. We see that our clients have a need for marketplaces and we are confident that, like electronic voting, this project will soon be a success with issuers and investors.”
We remind you that before the entry into force of the law regulating the activities of financial marketplaces, VTB Registrar took part in a pilot project as a pilot electronic platform for the sale of over-the-counter bonds under the Marketplace project of the Bank of Russia, and on August 27, 2020, the Bank of Russia included VTB Registrar in the register financial platform operators.
