On November 23, the Vakhitovsky District Court of Kazan ordered the owners of the house to refute the banner with the inscription "Rosreestr Executive Committee of the Kazan Department of Internal Affairs Mafia." This was reported by Idel.Realii with reference to the author of the banner, Mars Khairullin.
The court satisfied the claim of Rosreestr, the Executive Committee of Kazan and the local Ministry of Internal Affairs. The court recognized the owners of the house on which the poster hangs, and not its author, as the defendants in the case. This contradicts the decision of the plenum of the Supreme Court "On judicial practice in cases of protecting the honor and dignity of citizens, as well as the business reputation of citizens and legal entities." The owners were obliged to give a refutation in local publications.
Khairullin also noted that the plaintiffs did not send statements of claim to the defendants, but despite this, the court accepted the claims for proceedings, thereby violating the Code of Civil Procedure. Also, the defendants were not properly informed about the meeting, the court ruled in absentia.
The court ruling gives the meaning of the word "mafia" according to the Explanatory Dictionary of Ozhegov S.I.: "Secret branched terrorist organization of major criminals." The judge concluded that the information on the banner is false and discrediting.
