Mediazona gained access to data from the Information Center for Monitoring the Coronavirus Situation (ICC) of the Ministry of Health. An ICC user who wished to remain anonymous contacted Mediazona. He provided the editors with evidence that he actually had access to the system, and sent an archive with files downloaded from the ICC.

“Mediazona” divided all regions into four groups according to how their data in the ICC correlates with information from operational headquarters. In 31 regions, the data from the operational headquarters and the ICC completely coincided. At the same time, in the Omsk region, a noticeable discrepancy appeared after November 6: there was a sharp increase in mortality, which was not publicly reported.

It turned out that the authorities of 19 regions underestimate statistics using a coefficient. For example, in St. Petersburg, the operational headquarters has been reporting daily for seven months the number of deaths, which coincides with the data from the ICC, multiplied by ⅔.

In another 29 regions, the data from the operational headquarters and the ICC turned out to be in no way connected. Mediazona was unable to detect any patterns between these values. Thus, the Chechen authorities initially publicly underestimated the data on the dead by tens of times, and since July they have almost stopped updating the ICC.
