Hiding behind Pandemia, officials began to select a concert activity in St. Petersburg.

The order was released on November 12, and the scandal erupted on the 28th-officials ran into concerts of the Chizh and Brigade groups. At the same time, the performances of “Bi-2” and the Basta, where the people were clearly more, passed without any interference. The conclusion suggests itself: the electoral principle is valid - one is possible, but the others are not.

The club business continues to be one of the most unprotected in the country. The concert and before the pandemic could be closed for a thousand different reasons. Fire safety, sanitary standards, verification of extremism, a signal of an allegedly laid bomb ... And this is not about real threats, but about obvious nit -picking. A typical scene: at the entrance to the hall there is a fireman and a doctor. Talking with the owners. They don’t go into the club, because everything is clear: “You know that we will find something.”

Now coronavirus restrictions have been added to this. And here, too, you can find fault with anything. So, the St. Petersburg club “A2”, where the Chizh’s concert was held, was accused of the application incorrectly indicated the meter. This is a clear description, but nevertheless.

Or chairs. According to the new norms, they should be isolated from each other, and were linked. There is logic here: it affects the observance of the distance between the audience. But this is how the chairs are arranged in any of the Moscow cinemas, not to mention the metro. And this does not bother anyone, because it is important not how the chairs are, but how people sit. This is the main thing. Coronavirus is a terrible disease, there are no words, but why break chairs?

In "A2" it all ended with threats. Officials demanded to correct the identified violations and threatened to annul the QR code, without which it is impossible to conduct concerts. So maybe it will cost. Or maybe not. How to work in such conditions when the rules of the game are unknown and can anything happen tomorrow?

The power that the pandemic was clothed with city officials is enormous.

Everyone remembers how in 2018 a wave of prohibitions flashed throughout the country, one after another concerts from rappers and punk groups were canceled. Then the reasons were different. Complaints of mythical parental committees, claims of the EE center, terrorist threat, or just telephone law. The club called and persistently advised the event to abandon. So it was with the "porn films", with the "ice" and a dozen other artists. All this is on the verge of the law, and often behind its line. And it’s good if the clubs were not closed, but sometimes they were closed. So, at the end of last year, the “paper factory” was closed to Baumanskaya - until the eliminated violations were eliminated - and has not yet opened. Although everyone understood that the matter was not violations, but that protest events took place there too often.

Now it’s easier. It is enough to burst into the club, count the livestock, and if one more, cover the concert. Seat, masks, gloves, chairs - the reasons for a lot, I don’t want to choose. And you can simply refuse to resolve or give it too late. When permission comes two hours before the concert, it is already pointless to give advertising and collect the public, the hall will be almost guaranteed to be empty.

If the concerts were totally prohibited, we would be upset, but we realized that the time is difficult now. But they are not prohibited, but equated to rallies agreed and inconsistent. And in this - a sea of ​​cunning.

And of course, this is a story first of all - about money. The stars of the Bi-2 level, Basta, Alice are obviously high fees, no one wants to sharply reduce them. And here are two exits: either abandon concerts, transfer them, as Alice did, or clog the hall with a bit. Because otherwise it is unrealistic to reach good profits in large halls. Large hall - high rental, a lot of security, tickets, technicians, maintenance staff, a large advertising budget. All this needs to be recording at least. But the minimum of stars does not suit, they want to make money, clubs too. But who can earn money and who is not - officials are being decided now.

Representatives of the committees for culture and control of the property of St. Petersburg did not present the opportunity to make a copy, extract or fully familiarize themselves with the order (order) on the conduct of an unscheduled on-site inspection. The fact that it was an out-of-off unscrupulous audit on the monitoring of the implementation of the government of the Government in St. Petersburg No. 121, we learned only from the words of representatives of the committees. At the same time, an out -of -off unscheduled audit was carried out without the necessary approval with the prosecutor’s office and without notify the A2 club 24 hours before the start of the audit.

The challenge of the Russian Guard was carried out due to the fact that representatives of the committees refused to leave the club’s territory after 23:59 on 11/28/2020, that is, at the end of the established audit time. Moreover, the A2 club event by that time had long been over. Only after the requirements of the Russian Guard and the re -call of the police, representatives of the committees began to prepare for the exit. And then, only after an explanatory conversation between the Russian Guard and representatives of the committees (then it turned out that the order (with whom they did not familiarize themselves) establishes a restriction on the time of the audit - until 23:59 on 11.11.2020).

The committee really refused about an hour before the start of the audience starts. In the club’s work, this is the most active period and employees did not check e -mail at this time.

They learned about the existence of email failure when the artist was on stage and performed half the program.

Meanwhile, the application for its approval was submitted in a timely manner (no later than 5 working days before the event). That is, a violation of the established deadlines for the coordination by the Committee on Culture of St. Petersburg have a place to be.

Along with the committees, officials of Rospotrebnadzor go to the raid. Committees and Rospotrebnadzor take interim measures to temporary prohibition of activities, and after sending materials to the court.

A2 lawyer who came to the place began to celebrate and record each procedural violation from the committees. The witnesses were not allowed, since we believe that they came with representatives of the committees and were interested. All minor remarks (nit -picking) eliminated violations on the spot. In our opinion, the conclusions set forth in the protocols were written to all unreasonable, in our opinion, motivated remarks were written. At the same time, the preparation of protocols from the committee took about 3 hours, and the club was provided only 10 minutes to familiarize themselves with the protocol and provide comments. Committee officials were constantly distracted by calls or messages. In our opinion, they consulted or agreed with the authorities on how to “correctly” everything and how to be with our comments. It was possible to fight off the committees due to the fact that they did not meet the established time periods.

It should be noted the conscientious performance of official duties by representatives of Rospotrebnadzor, in contrast to the officials of the committees. In our opinion, the inspection carried out by this body was carried out impartially, not with the aim of “catching” for anything or “complain” to something. As a result of this inspection, the activities of one of several bars in the club were temporarily suspended, and all the comments were eliminated immediately, as indicated in the protocol.
