The deputy who escaped from the co -founder of Dissernet in 2013 may reach the next convocation of the State Duma

Deputy Vyatkin is a serious person, unlike a number of Duma balabols. The irresponsible character would not have entrusted with such laws as the law on the stabbed “inagents” by checks, the criminalization of slander, the “Anti-Magnitic law”, the law on the ban on Navalny, the Law on “sanctions” in relation to the United States, multiple laws on toughening the prohibitions on rallies, laws on the restriction of information to disseminate information, “Lex Laesae Majestatis ”(“ Law on insulting greatness ”).

Few legislative initiatives that determined the moral and political climate of the last decade passed by this deputy.

But his main achievement, in my opinion, is that he lost quotes in the scanner.

... In 2013, I saw him in the building of the Senate and the Synod in St. Petersburg, his name was Dmitry Vyatkin. Then I, together with a colleague, co -founder of Dissernet, Sergei Parkhomenko, participated in a meeting of the Constitutional Court on my complaint about the court’s refusal to consider my claims about invalidating the results of the 2011 and 2012 elections. In those areas where egregious violations took place. Deputy Dmitry Vyatkin represented the State Duma in this meeting.

Shortly before that, I began to study the dissertations of State Duma deputies for plagiarism. My motive was extremely simple-I wanted to force those who voted for the law of the "anti-Magnet" (he is the "law of King Herod", he is the "law of Dima Yakovlev").

To suffer deservedly: for those sins that are easy to prove and easy to present to the public that cannot be denied and which do not depend on subjective assessments. The easiest way is to find plagiarism in the dissertation. 10 minutes of the googling of phrases enclosed in quotation marks - and lifelong shame is guaranteed. I relied on German experience: in Germany, I was just sent to the lifelong exile from the policy of Baron von UN Tsu Guttenberg for plagiarism, and I naively counted on the like in Russia.

However, I did not assume that there would be so many plagiators in the Duma. Already later, working on the investigation of the “mandate with plagiarism” for Novaya Gazeta, which systematizes all the cases of plagiarism in the Duma of the VI convocation, we found out that Khulikov - about half of the number of proven ones. And then, at the very beginning of the project, I was sure that we would find 4-5 beautiful cases at best.

And what was my surprise when the first phrase from the first deputy dissertation, scored on the Internet, brought a catch of a couple of hundred pages. Deputy Abubakirov fell victim to the Russian alphabet - the letters “A” and “B” in his surname provided him with first place in the list of detonated and in the list - with battles, we still deprived him of his academic degree.

Slowly advancing along the Cyrillic alphabet, I reached the letters "VY". In the dissertation of deputy Dmitry Fedorovich Vyatkin, I found fragments, very similar, in my opinion, to the scientific work of the Omsk official Mikhail Dityatkovsky. In the absence of quotes and links, you can see by looking at the illustration. As if nothing had happened in the dissertation, as it were, Vyatkina, the section “Principles of endowing local government bodies by individual state powers” ​​(pp. 82–86) is very strange.

The text of the section, it seems to me, coincides literally. But one editing to the text of Dityatkovsky was still made. Where Dityatkovsky writes: “Most of the constituent entities of the Russian Federation are limited to a simple transfer of relevant principles [by sharing local authorities with state powers], and only some of them, for example, Vologda , Smolensk, Tomsk regions, give a deciphering of specific principles”, in the dissertation of Vyatkin is indicated: most of the constituent entities of the Russian Federation are limited to the transfer of relevant principles, and only some of them (only some of them (only some of them (only some of them (only some of them (only some of them (only Volgograd , Smolensk, Tomsk regions) give the decoding of specific principles ”( highlighted by us . - Ed. ).

It reminds a student joke when the phrase “And the core in the transformer will make a wooden one in the text of the thesis, since no one will read the diploma anyway”.

A bashful link to Dityatkovsky, attributed to one paragraph - out of five pages of the text - appears on page 86, without quotation marks and without indications that the entire previous section could be earned. I will refer to the authority of the head of the Higher Attestation Commission Vladimir Mikhailovich Filippov and the recommendations of the Higher Attestation Commission of 2015 “On plagiarism in dissertations for a degree”, published in the form of a book, where page 19 shows the following case: “Thus, a scientifically unfair viewer formally indicated both the author and the book. However, rearranging the sign of the footnote, he actually appropriated the quoted text for himself, violating the author's customs.

Often, such a “focus” is done to visually reduce the volume of borrowed text in the work (especially if such borrowings take up a lot of space on the page), artificially relocating the text written by the applicant independently. In our case, it doesn’t matter whether the footprint was transferred intentionally, or out of ignorance, as a result, there is a fact of plagiarism. ”

Further - more. A similar story with pages 69–71, 74–78, moreover, all links to the primary sources that Dityatkovsky worked in the same sequence, in the same volume, coincide. The same thing happens with student abstracts: even if the work is in the nature of a literary review, the selection of sources, their study, analysis, comments are a lot of author’s work, therefore it is no better to write off someone else's literary review than to write off the original research.

A link to Dityatkovsky appears in Vyatkin only on page 78, attributed, again, to no more than one paragraph.

And I did not expect at all that it was Vyatkin that I familiarized to me would represent the State Duma in the Constitutional Court. I was lucky: we drank coffee in the buffet with St. Petersburg journalists and were late, because we sat in front of the screen where the meeting was broadcast. Which allowed me to extend my vision to the dissertation of Vyatkin.

In the meantime, the deputy was the vitative-I will quote Sergey Parkhomenko LJ. “The position of Vyatkin is simple, like a shovel of shovel: citizens who appeal to the courts regarding election violations pursue, they say, exclusively their political interest, because they are dissatisfied with the election results and want to oppose them. So he says: "When the vote has already ended, interest in its results can only be political. I do not like the winners - there is interest. There are winners - there is no interest." And then, he says, if everyone who did not like the elections will turn to the courts - this is how many years there will be a proceedings with these Suthegs. ”

When Vyatkin left the audience, I do not think that he expected questions about the dissertation. Therefore, he slightly green, put a cigarette by the ear and, having muttered something awkward, began to go down the stairs and disappeared in the corridors of the Senate-I-Sinod (this story was reflected in the note by the correspondent of Novaya Gazeta, Alexandra Garmazhapova, “Bega, Vyatkin, Begs”).

After the meeting, Vyatkin came up to me with Parkhomenko and began to say that he had evidence of the correctness of borrowing and that he would provide them to us, that the scanned copy of the dissertation that we used could have technical flaws and that, perhaps, quotes and exiles were gone during scanning. I left Vyatkin my contacts, but I did not receive a “free from technical errors” a copy of the dissertation. Neither then, nor when we sent Vyatkin the official request of Novaya Gazeta.

Seven years were enough to find a copy of the dissertation with “inedible” quotes and links, but it was never found.

But the electoral-sabotage insane printer (aka scanner losing quotes) still exists, and all these years, Mr. Vyatkin has been filling it with paper and ink. So the fresh law, de facto prohibiting more or less all rallies, is introduced to them.

Seven years have passed, and we see that the same people vote for more and more delusional laws. They are very painful from journalistic investigations, but they stoically continue to press the buttons.
