Human rights activists demanded decriminal shares

The coalition from eleven human rights organizations appealed to the Ministry of Justice of Russia with a request to decriminalize the peaceful shares of protest. According to human rights activists, this is necessary for the execution of the Decree of the European Court of Human Rights in the Lashmankin case and others against Russia, which concerns systemic problems with the right to freedom of assembly. Human rights activists also offer to radically reduce the size of fines for shares participants, exclude arrests for participating in peaceful actions, improve the procedure for coordinating public events, and exclude the possibility of recognizing a series of single pickets with a unified collective action. In addition, applicants demand to introduce the concept of “spontaneous public event” into the legislation, which does not need to be coordinated with the authorities.

The coalition included the Human Rights Center "Memorial", the ATS-Info, "Apology of Protest", "Team 29", the Moscow Helsinki group, the Center for the Protection of Media Rights, "Amnesty International" and others.
