Rosstat plans to launch a platform for providing business data on citizens

Rosstat until 2023 will finish the development of the Central Analytical Platform (CAP) "Population", which should become "window data" for citizens and business. This is stated in terms of the digital transformation of the department aimed at the government. A review of the document is given by the Kommersant newspaper.

After the implementation of the plan, the cost of which is estimated at 719 million rubles, the companies will be able to get free access to the DAC and request various data. “We have a lot of data. DACs will automate all the calculations for the population: birth rate, mortality, marriage and divorces,” said Pavel Smelov, deputy head of the department. It is assumed that the new platform will form indicators in real time, and not monthly, as it is now.

As for the use of data from business, at present, companies request data from Rosstat, but it takes a long time to interact with the department, and the data is provided in the form of tables. According to Smelov, the DAC will display the data in the form of graphs, pictures, diagrams and cards with geolocation, and access to the system can be accessed through the API.

“If you want, for example, open a store in a certain place - you can see the characteristic of the population that lives here,” said Smelov, saying that Yandex and Sberus (former Sberbank ”have already expressed interest in the project. Yandex informed the publication that the company is not yet familiar with the capabilities of the DAC, but the business can make products and services "more convenient for users due to accumulated information."

At the same time, the head of the Association of Computer and Information Technologies, Nikolai Komlev doubted the prospects of the DAC. "The logic of the state: we must see everything about everyone. But then the realization comes that transparency works in both directions. The population, opposition, spies will also receive information about officials, about the situation with diseases, birth rate, poverty. And then they will begin to limit the interaction of the business with this platform," he said.

Recall, at the end of October, the Association of Big Data (ABD, unites Yandex, MTS, Megafon, Mail.ru Group, Sberbank and other companies) approved the appeal to the government with a request to develop a “road map” to develop electronic interaction between the state and business, which will allow companies to access the state collected by this on a paid basis.

As follows from the document, ABD asks the Cabinet of Ministers to facilitate business access to state information systems (GIS), information resources and register. This, among other things, will solve regulatory problems associated with the use of GIS data, and large companies will be able to integrate the public services portal with their ecosystems.

In this regard, the Minzifra appeal to the problem with the provision of access to data. The department reported plans to create a "state data factory", with which the company will gain access to data from GIS. “In our understanding, this is not just a technological platform, but a set of rules and a methodology for preparing for the provision of such information, as well as uniform requirements for technological stack on working with these data,” said Oleg Kachanov, deputy head of the Ministry of Cycle. The press service of the department added that officials already have an understanding of "architecture of interaction with business."
