True, a billion gave covid, or rather, to the opening of a mobile hospital - just in the Kola region. The video is not a coronavirus patient, but this plot is directly related to how the regional Ministry of Health organized anti -oral work in the region.
The case takes place in the administrative building of the hospital, where there really is no elevator or a ramp for ambulance. In April, patients of the Palliative Department were transferred to it, a year earlier for 31 million equipped in the Kola Central District Hospital. And the Ministry of Health reported that according to the program “Creating an effective system for providing palliative medical care in the region”, the department was equipped in accordance with all the norms - with the redevelopment of the premises, the installation of a modern air disinfection system, and the purchase of modern equipment. This is the only hospice in the field. There was a turn there.

In early April, patients of patients began to receive calls from the hospital with a proposal to take relatives home. The leadership of the Central District Hospital then stated that Covid had nothing to do with it, the institution is not going to accept coronavirus patients at all, it is constantly impossible to be in the department: there is temporary care, only 23 beds. And two weeks later, the deputies of the regional Duma found out that the room was given under Covid and the remaining patients were temporarily moved to another, much less adapted room. In parallel under the covid observator, they gave the nursing department, which was located in the neighboring village. Patients howl from pain were handed out home. Die.
At the meeting of the Duma Health Committee, a scandal happened then, deputy Andrei Chernev demanded that he be called responsible for the adoption of such an “inhuman and criminal decision”. He also demanded the report of the Minister of Health of the region Dmitry Panichev to parliamentarians.
Panichev was seen in the Duma only after 7 months. By that time, everyone forgot about the hospice, and the elections loomed on the nose of the deputies. But since the main voters of most of them are clearly in the “yellow house”, as the people are called the building of the regional government, the questions to the minister were innocent, the answers were met by applause. Panichev came out of the water dry, and telling about the “Vinyl hospital” - the main scandal of the region of the Pandemia. The "New" wrote about the vinyl tent with medical equipment, almost a billion was allocated from the federal budget. The mobile reserve hospital, as officials called the construction, accommodated 700 beds and was located 40 km from Murmansk, but did not open the door to patients. In June, it was shown to reporters, and in September they began to disassemble.
At the same time, Governor Andrei Chibis persistently denied that the reason for the non -insurance of the hospital could be violations of the fire safety rules discovered in the project by specialists - the construction had a fifth, lowest, a class of fire resistance, and such buildings are not intended for the constant location of people, storage of combustible and explosive materials and for the use of electrical appliances there. In addition, a tent with an area of 10 thousand squares was assembled from materials of the KM5 class (these are strong -firing materials, easily igniting, extremely toxic and with high smoke -forming ability).

But the head of the region assured that the firefighters managed to remove the claims, and the hospital was versed in unnecessary - they say, they built it for extreme cases, which never came. True, the decision on dismantling as a reason indicates another - “climatic conditions and design characteristics”.
This means that, designing a hospital for a billion state money for the Far North, no one took into account local weather conditions.
It is curious that the decision was signed on November 30. But four days earlier, Minister Panichev already told the journalist Novaya to the journalist that all equipment from the hospital was exported and transferred for storage “with the right to operate” to the Murmansk Regional Clinical multidisciplinary center (MOKMC). And just an hour earlier, he also informed the deputies of the regional Duma (recording - at the disposal of the editorial office) that, for example, a tomograph from the hospital is in the city of Olenegorsk, 120 km from the MOKMC, and is being prepared there for operation. At the same time, the vice-governor Oksana Demchenko is reliably known that the equipment suppliers at that time had not yet been calculated and even intended to shoot down the price, since, in the opinion of many experts, it was overstated at least 150 million: in October, the regional capacity control reported that the act of acceptance of the hospital was not signed in July. Operation. I would like to ask: and so it was?
What does the vinyl story have to do with how and where are palliative patients delivered? Direct. The collapse, in which the region’s medicine was located by the beginning of the pandemic, could be compensated by federal financing. It was required to equip a covid hospital. Large, multidisciplinary, which would not only treat coronavirus pneumonia, but would also provide emergency care, for example, with heart attacks, strokes, injuries and bleeding to patients with a positive covid test. And the hospital, suitable for re -equipment, was in mind - just 700 beds. She would save other hospitals in the region from turning into a continuous “red zone”, and patients from lack of places. It was necessary to equip it a little less than a billion. But a billion was knocked out of Moscow completely differently.
What is the end? It is hardly either all hospitals in the region who are “civic-positive” patients, often the infection is detected already in the process of treatment from other diseases-in the general ward. Sometimes neighbors in the ward are infected - and die, such cases are known to us (documents - at the disposal of the editorial office). There are not enough beds, people are carried on an ambulance from Severomorsk - to apatites, for more than 200 kilometers. Under the covid beds are given extremely in demand, key departments: the best in the hospital, cardiac surgery, palliative department. Their patients are transported to other buildings, where they are in the conditions that they have already “turned out”. An eloquent illustration is a published video. The organizers of healthcare in the field were predicted by experts. But they went their own way.
The prosecutor's office has not yet seen in their actions neither negligence nor abuse of authority. However, as you know, a mistake is worse than a crime. And in epidemiology, erroneous solutions are visual - their consequences are measured in accurate numbers. The Murmansk region on the morning of December 7 was in 13th place in the country in terms of the number of infections from the beginning of the pandemic and the seventh-in terms of 100,000 people. Also, in the projection for 100,000 people, the region has been occupied by a sustainable 3rd place in the Russian Federation for the number of coronavirus deaths for several months.
