
The military investigators of the Investigative Committee began an investigation on the facts of purchasing by the Russian Guard at high prices of various uniforms, including very low quality. The alleged damage caused by the department from transactions with the only supplier oversaw Lieutenant General Sergei Mileiko may exceed 680 million rubles, Kommersant writes.
According to the sources of the publication in law enforcement agencies, the criminal case of particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) was opened in the Main Military Investigation Department of the Investigative Committee. So far, it is being investigated without specific accused on the facts of numerous procurement of clothing property for the personnel of the Russian Guard at prices, which were overstated several times.
We are talking about the contracts that were concluded in 2017-2019, the Ufa company Specialshweisnab was the supplier of uniforms and related equipment. After the creation of the Russian Guard in 2016, it was assumed that purchases for it would be carried out at open competitions. However, the first deputy head of the Russian Guard, Sergei Melikov, and the deputy director for rear issues, Sergei Mileiko were able to bypass this restriction. With the help of a special order of the government, which actually canceled the previous orders of the leadership of the Russian Guard, almost all the “clothing” issues managed to transfer to the “specialshweisnab”.
For three years, the company received 134 contracts totaling 3 billion 643 million rubles, many of them were concluded without proper financial and economic justification at high prices. In particular, a pair of gloves at a cost of 580 rubles. Bought for 720 rubles, waist belts - for 600 instead of 395, trouser belts - for 280 instead of 117, female leather waist belts - for 450 instead of 250, ceremonial belts - for 900 instead of 566 rubles.
Approximately the same was the situation with the supply of T -shirts and uniform vests. The latter cost 470 rubles. At the point, instead of 220, instead of the vests, according to preliminary estimates, the Russian Guard lost 17.5 million rubles, about 86 million on t -shirts and belts, and the total damage of the department is estimated at 676 million rubles.
At the same time, the Special Swedisnab was a rather small company that did not have serious production capacities, and for the manufacture of the necessary property he had to attract subcontractors and subsubricates. As a result, according to some reports, prisoners of the colonies turned out to be real manufacturers.
The products themselves were very low quality, however, there were no tests and experimental operation of uniforms. So, for calculating the Russian Guard at the parade on May 9, 2018, 450 half -wool sets were delivered. However, 200 of them did not pass acceptance and they had to urgently display and correct them.
Now investigators are studying all the documentation related to deliveries, and check the price ratio at which the thousands of the Russian Guard and their “mixers” from other law enforcement agencies bought uniforms. So, field summer camouflaged sets for the guards cost 4950 rubles, and for FSO employees - only 1800, winter police suits - 8111 at a price for the Ministry of Internal Affairs of 4636 rubles, summer police suits - 4950 at a price for the Ministry of Internal Affairs of 1537 rubles. The Russian Guard bought half -woolen tunkers and woolen trousers for 9890 and 3759 rubles. Accordingly, although the average price of the military -industrial complex for them was 3933 and 1916 rubles. respectively. According to some estimates, the total amount of damage during prices can be approximately 1 billion rubles.
The Russian Guard recalled that on August 18, 2019, General Mileiko was dismissed in connection with the early termination of the contract, although it was concluded until 2021. The reason was the results of the audit, which later formed the basis of the criminal case. Investigators of the capital's head of the Investigative Committee of the Investigative Committee immediately investigate 11 criminal cases on the facts of the alleged thefts of budget funds and abuse of procurement from Special StewiSnab. The general director of this company Igor Shalnov is now under house arrest. According to the sources close to the investigation, he gave detailed indications of cooperation with General Mileiko.
The criminal prosecution of Mileiko for abuse of authority, which resulted in serious consequences (part 3 of article 285 of the Criminal Code of the Russian Federation), and receiving a bribe on an especially large amount (part 6 of article 290 of the Criminal Code of the Russian Federation). The chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, Alexander Hinshtein, said that Sergei Mileiko actually deceived the leadership of the Russian Guard, convincing the director that the Special Swakesnab would cope with the tasks. According to him, the initiation of a criminal case was the result of the joint efforts of the Russian Guard, the military prosecutor's office and the FSB. The official representative of the Russian Guard Valery Gribakin also confirmed TASS that the contract with General Mileiko was prematurely terminated precisely on the initiative of the leadership of the Russian Guard, and the reason for the criminal case was the materials collected by the Rosguard security service.
