It’s not to recall the other Afront to the Minister of Foreign Affairs of the Russian Federation: two of the three members of the Presidium (collective presidency) of Bosnia and Herzegovina refused to talk with him during a visit to Sarajevo this week.
The trip itself, which has been postponed since October, is such an audit of relations with Russia remaining in the Balkans by allies: Serbia and the Republic of Serbian. They started with the latter: its presence in Bosnia and Herzegovina (BIG) is interesting to the Kremlin as a loyal asset in the confrontation of Euro -Atlantism in the Balkans. It coincided that the visit began on the day of the 25th anniversary of the signing of the Deyton agreements that provided its current place on the political map of the Balkans.
At the same time, this document is just becoming an increasing stimulus for those whose fate he determined.
A quarter of a century ago, Deuton stopped the Bosnian war. People of the same Slavic blood, but sharing themselves with faiths - Orthodox Serbs, Muslims Boshnyaks and Catholics Croats, selflessly exterminated each other in search of new boundaries for their peoples in the territory of the decayed Yugoslavia. The eternal engine of history, nationalism, killed one hundred thousand people in the course of the Bosnian war and deprived the home of the hearth another million. These are the artillerymen of the Serbian Napoleon Ratko Mladich, now a decrepit prisoner of the Hague, shot from the hills of Sarajevo in kindergartens in opponents; Then his soldiers, already at the outcome of the war, were destroyed by eight thousand Muslim Bosemans in the miner's town of Srebrenitsa ...

The Western powers managed to gather at the Wright Patterson air base near Deuton, Ohio, the leaders of Bosnia, Croatia and Serbia-Alia Posterovich, Frano Tudzhman and Slobodan Milosevich. After three -week exhausting negotiations, they para), and the official ceremony of its signing took place in Paris on December 14, 1995. The scale of the event is evidenced by the fact that it was attended by global policies: US President Bill Clinton, British Prime Minister John Meijor, French President Jacques Shirak, German Chancellor Helmut Kol. Russia was represented by the head of government Viktor Chernomyrdin.

The actually confederate state of Bosnia and Herzegovin, consisting of two entities: the Muslim-Khorvat Federation of Bosnia and Herzegovina (51% of the territory) and the Republic of Serbian, was born. The territory of the latter with the administrative center in Banya-onion was bizarrely flattened, in the manner of butterflies, along the northern and eastern borders of the state. Yes, and divided into two parts small, in 500 square meters. kilometers, Brchko district; De Jure, he is part of both the Republic of Serbian and the Federation of Bosnia and Herzegovina, but the BIG is not controlled by international administration. Deton entrusted the control over the observance of peace in the new state of NATO peacekeepers, and the supervision of civilian civilian aspects - the new special body, the management of the supreme representative (sometimes incorrectly called “high”) in Bosnia and Herzegovin, who has the powers from the UN.
This forced, in some ways far-fetched design, which also relying on a fairly vague and contradictory constitution, played an undoubtedly historical role, but to today's day he worn out. The main contradiction: Bosnian Croats and Muslims (together - almost two -thirds of the population of 3.3 million) seek NATO and the European Union, and the Serbs impede this.
Political parties of all ethnic groups and directions, one analyst noted, relate to the Deyton agreements and the constitution as a restaurant menu, choosing in them what is convenient and profitable for them.
The European Union cropped the hopes of Big for membership in Big Europe due to the fact that it is not compatible with the presence of the Supreme Representative apparatus, and the United States and Great Britain, on the other hand, believe that the powerful mandate of the latter may be needed if the crisis in Bosnia gets out of control. It is characteristic that Serbia, the main support of Banya-Luki both in politics and in the economy, in the person of President Vuchich, prefer to avoid specific statements.
In this situation, the Minister Lavrov is defiantly found in East Sarajevo, symbolizing the Serbian presence in the country, first only with the Serbian member of the Presidium, the Cavalier of the Russian Order of Friendship Milorad Dodik (there is no state flag at the meeting). It praises him for the commitment of the Republic of Serbian military neutrality, knowing that the regional power of the state policy cannot determine. It insists that in no case can I touch the Deyton agreements. And he claims that the Supreme Representative has exhausted his positive function and turned into a restraining factor.

Dodik, who, by the way, repeatedly called for the department of the Republic of Serbian from the Croatian-Muslim federation and the exit from the BIG, triumphs, and the next morning, members of the Presidium from Boshnyaks and Croats, Shefik Dzhaferovich and Zhelko Komshich, they refuse to meet with the Minister. Of course, we are small and weak, but we don’t want to be hostages in Russia's games against the European Union and NATO, Komshich explains:
“Sergey Lavrov does not respect Bosnia and Herzegovin. We want friendly relations with Russia, but we also ask us to respect the BIG institutions. ”

However, the Minister of the Russian Federation is not embarrassed. “The refusal of the two members of the Bosnian Presidium to meet due to the position of Russia under the Deyton Agreement is not significant for the relationship of Moscow and Sarajevo,” Lavrov says to reporters. Probably, the minister assumes, they acted non -properly, following the interests of not their voters, but to indication from the outside.
For what reason does Russia act even in those countries and regions where it is good, counterproductive? Here we must recall the participation of Russian agents recorded by the court in an attempt to a coup in Montenegro; Endless expulsions of diplomats from Bulgaria for espionage, including in the military sector, and even disastrous intelligence in Serbia, about which President Vucich said at the time: “I ask Russian friends - why?” ... In a general denominator, which is already going into history, is an attempt to prevent the country of NATO.
It is supported by another most important trend: the desire to preserve everything that is fraught with changes not in favor of the Kremlin.
From Sarajevo, Minister Lavrov proceeded to Belgrade. Directly with this part of the visit, the “Eternal Flame Parts (formulation of the Russian Military Historical Society) for transferring the unknown soldier to the memorial to the liberators of Belgrade to the capital of Serbia” was associated directly with this part of the visit. With all pagan care, the particle was transported in a special lamp to the destination. And those present at the Belgrade part of the ceremony, as it were, began the celebration of the 76th anniversary of Victory.

I must say that Serbia President Alexander Vucich has the ability to masterly mirror the proposed rhetoric. If he hears “in a number of European countries, attempts are made to justify the crimes of the Nazis. Russia and Serbia do not accept any reviews, and today's event is a vivid confirmation of this, ”he replies:“ Eternal Flame will remind us that we have no right to forget. This is what we will never forget about. When freedom is lost, a person loses memory, loses everything. That is why our task today is to fight against rewriting history. ”
Vucich has the opportunity and the right to argue.
