Billingley, who at the end of October said that the nuclear deal with Moscow was “very, very close to completion”, also responded to twitter messages from the accounts of the Kremlin and the Ministry of Foreign Affairs of the Russian Federation.

“The validity of the DSNV expires in February. We are ready to continue the dialogue with the United States, but for this our partners must answer. ”

Trump needed this deal, but especially it was needed before the presidential election. Against the backdrop of trading wars with China, zero results with the DPRK after two meetings with Kim Jong -un, the exit from the Iranian transaction, the Paris Climate Agreement and WHO, periodic demarchees regarding NATO, a ridiculous proposal of Denmark on Greenland, etc., even a simple extension of the contract with the Moscow strategic nuclear warheads and 700 Expanded strategic missiles and heavy bombers would be a real success and a certain turn against the backdrop of endless anti -Russian sanctions.
The agreement, signed in April 2010 in Prague B. Obama and D. Beijing resolutely refused and was no longer mentioned in the draft new agreement, noted by The Wall Street Journal.
Then, at the end of October, the press secretary of the State Department Morgan Ortagus said: “We highly appreciate the readiness of the Russian Federation to achieve progress in the issue of control over nuclear weapons.

The United States is ready to immediately meet in order to complete the work on the verification of the agreement. We expect that Russia will enable its diplomats to do the same. ” As a high -ranking American diplomat told WSJ, the agreement could be concluded within a few days.
This is where everything became more complicated. Russia did not say anything that the agreement is to be verified.
Rather, this is: in Washington they say that the Russian side called the audit "additional conditions." Billingley in an interview with the American public TV PBS News Hour explained the problem that has arisen: “Russia stated that it would not agree to additional measures. But I would simply say that the audit is not an addition when it comes to control over weapons. This is an integral, fundamental part of any deal to control weapons, and so it was always. ” And yet. “The new START agreement limits 92% of the total American arsenal and covers only 45% of the Russian arsenal,” Billingley said in an interview with PBS, referring to the huge reserves of Russian “tactical” nuclear weapons of a smaller range that are not covered by a document.
