
22 years torture, genocide, repressions-this is how the 78-year-old Muscovite Svetlana Pashnik describes the life and death of her family in an emergency apartment with raging mold

The desktop of an old computer is completely, to the last slot, it is packed with files with anxious, caplist names: conclusion, criminal case, forensic examination, appeal.
“It happens that I wake up at night, I think what the law should be applied and what kind of authority to write to,” the 78-year-old pensioner admits. In the corner of the room, the iconostasis: the faces of the saints are standing with photographs of family members, husband and son. They are dead, the son died of a stroke at the age of 58, the husband is from complications related to mold, which started in this apartment 22 years ago.
The places where it is rampant is visible with the naked look - at the door of this room (next to an impressive crack), in the corridor on the wall adjacent to the elevator shaft, under the ceiling in the kitchen and in the neighboring bedroom. Everywhere grayish-green holes: wallpaper is not glued to mold. “No matter how smeared, nothing happens. It [mold] has a volatile form of two microns and the fourth degree of danger to life, ”Svetlana warns with a tongue twister while we examine the foci.
Svetlana worked as a kindergarten teacher, a nanny before retirement. We arrived with my husband-military and small child to Moscow from Kyiv in 1963. “Like chickens in the touch”, in the last apartment in Babushkina, it was difficult to drag the stroller to the fifth floor, there was no elevator. They turned to the husband’s place of service - they gave this apartment before the 1980 Olympics.

It began from the flood - the water flowed from the neighbors above almost ten hours in a row, from 9:30 to 22:00, when the neighbor came home. The head of RAPA Nazarov, who lived in the same house in the first apartment, refused to block the riser or open the apartment.
“On the other side of the bathroom, all the tiles flew off. The entire corridor flooded, it stuck into the kitchen [water], flowed everywhere. Linoleum was then laid on a wet concrete floor - it always dispersed, I always fell. They were obliged to dry all apartments at least [air] guns. But they didn’t do this, ”recalls Svetlana. The neighbor at the top was even on the phone.
For several days the family spent "in a wet apartment without light." Then mold arose. “It appeared first like dirt. And then she grew up, covered everything like a velvet. ” The first disputes of her fungi was the husband of Svetlana Ivan, then she herself.
For a while with this mold it was even possible to fight and hope that it would disappear completely. But not after 2000. All the same head of RAP Nazarov made a personal cellar on the end side of the house and simultaneously removed the longitudinal supporting structures of the end wall. Cracks, which are now covered with the walls of the apartment of Svetlana and several other apartments of the house, are a consequence of that restructuring. “In all apartments on this part of the end wall there are similar cracks: I hear the neighbors talk,” says Svetlana.
It was not possible to seal these cracks for three years. All this time, rain and melt water penetrated through them in the panel - the fungus in the humid environment turned into something indestructible. The inspection of the Mosilproekt then submitted an unambiguous recommendation: dismantling and replacing the panel inside the apartment and in the end wall of the house. The authorities have not followed her so far.

The last collective appeal was in January 2020. The new housing of all the residents of the first entrance along Pestel Street, 8v, provided only one neighbor-she said a printer, there was a relative-prosecutor. Prices per square meter of housing in houses on this street range from 190 to 230 thousand rubles.
Nazarov died two years ago - according to a printer, also from a fungal infection. In the first apartment of the house, no one opened the TD correspondent.
“My parents and we, their children, fought with the invaders, but it was easier to win the Nazis than to defend their constitutional rights. 22 years torture and violence. 22 years of genocide. 22 years of repression. Enemies of the people they will say one thing. Since 2002 she sat in the reception of the presidential administration - and all to no avail! " - Svetlana is indignant.
“There were no traces of freezing and wetting the walls at the time of the audit,” Petr Biryukov wrote to her in the zero, now the vice-mayor, then the prefect of the CAO. “In accordance with paragraph 3.2. The husband of Svetlana became a disabled person of the group II back in 2001 - chronic bronchitis, emphysema of the lungs, Ivan shared in one ear, quickly bald. In 2007, the Diagnostic Center of UZ NEAO confirmed that her husband’s health worsened precisely because of this. When he died two years later, in his body they found colonies of three of the six mushroom families indicated above.
Before retirement, her husband was a personnel officer, "developed space-based centers-systems." “This is not even air defense. And this is how the state reacted to us. ” Svetlana lived with him for 49 years. In recent years, herself developed ailments of the heart, nerves, urinary incontinence - she is forced to keep piles of diapers for adults in the apartment.

The problem with mold Svetlana was proposed to be solved by ventilation. And in the end, they even split and agreed to make cosmetic repairs at their own expense. But Svetlana refused. “Then the new residents will be instilled, get sick, and I will still pay people for damage. I do not allow repairs. Here the wall threatens the collapse, there are removed longitudinal supporting structures from under the end wall of the house! ” She insists.
Svetlana managed to achieve the criminal case against the Moscow government and the Prefecture of the Swa -UAO - only a direct action - in 2011, with a portrait of the late husband, she jumped out to Alexander Bastrykin when he left the motorcade and did not let him go to the Investigative Committee. Bastrykin led the woman inside, listened to her and ordered his subordinates to initiate a criminal case.
From the investigation of Moscow, the case was transferred in the trail of the NAO. In terms of examination, investigators confirmed that the mold is corroded by reinforced concrete panels of the house, that the longitudinal supporting structures of the end wall were removed and that the building has a “crack of interpanel connecting medium and longitudinal load -bearing walls”. And despite several applications for the reverse inclusion of all examinations rejected by the court.

This examination cost 30 thousand rubles. Mycological examination - 9 thousand. More dozens, even hundreds of thousands, Svetlana spent on lawyers to protect her basic law - not even for dignity, for life.
“I am 78 years old, and I have to do this,” she sighs. Now Svetlana sued, this time for the management company. The next meeting on it took place on December 3.

In 2018, Svetlana spent 300 thousand rubles for lawyers. Svetlana and her husband had some savings: "My husband and I are not a drunkard, nothing." In addition, the state nevertheless paid the family 282 thousand rubles - after three years of red tape (and initially promised 326 thousand).
But now there is no ruble left of all savings. “I have a fun life, a whole movie. There is nothing to live on. I am sitting without money. I have a pension of 20 thousand, ”Svetlana complains. Her second son, Vyacheslav, by education, a system administrator, has not been working for more than 10 years: he looked after a sick father until he died in 2009, then for a disabled mother-now she, for example, cannot dress on her own. Both live on one of her pensions. This year, according to Svetlana, he "lost the goal in life." He has no family for his 46 years.
Svetlana’s health is getting worse-recently replaced the hip joint, now she is threatened with surgery, all bone tissues are destroyed, the shovel-breed joint is destroyed-due to arthrosis of the shoulder joint (for the study of which it also had to be paid 2.5 thousand). Svetlana’s one hand was almost taken away, "as if the powder was poured there." “I am 78 years old,” the arable land repeats. “And I, instead of being treated, engage in my health, I am engaged in this whole garbage.”
Why didn’t the family go and move out of such a dangerous dwelling? Nowhere, the pensioner says: the relatives of her and her deceased husband are too far, in Kyiv, for the salary of a researcher and teacher of the kindergarten (and even more so retirement) they could not buy new housing. The family made a bet on defending their housing rights - and lost.
“I will die [struggling with them],” Svetlana suggests. “I am doing this for the sake of my son, not for myself.” Now the desperate pensioner is going to write to the UN Human Rights Committee. But for this, lawyers require the next 30 thousand. Where to get them, Svetlana does not know. And where to write more, further.
