On the morning of September 15, almost all of the Russian media came out with headlines like "an official from Vyborg stole the city’s annual budget." According to the testimony of the head of the Finance Committee of the Administration of the Vyborg District of Brake, he stole 700 million rubles for a bribe for a high position to the Moscow City Hall. He gave half the intermediary with the ties that deceived him. For a week, the whole country laughed at an unlucky corrupt official. Soon, arrests began in Vyborg. And on October 24, Alexander Petrov was shot dead, the most important figure in the cloud of influence in the region and the city. And everyone was not laughing. New Gazeta investigated this chain of events in the large industrial and logistics center of the Leningrad region.

On December 13, in Vyborg, the XXVIII Film Festival “Window to Europe” ended, which was moved from August due to Pandemia to Koronavirus, but in the end he still passed without spectators.

One of the most loyal admirers of the film festival was the Vyborg businessman and municipal deputy Alexander Petrov. Since 1993, he has not missed a single review. In recent years, he spent a lot of time, effort and money on the organization of the cultural and entertainment program of the festival participants. Three years ago, Petrova was even awarded: "For constant support and help of the film festival."

The last Russian film at the window “Window to Europe” was the last year’s Grand Prix-the film “Death to Face” was the last Russian film. Comedy melodrama: the main character has cancer, and she is preparing for her own funeral.

Alexander Petrov also diagnosed an incurable disease. And he also thought about his own funeral.

But he died not from illness. On October 24, he was killed by a shot from a sniper rifle.

In the early days, serious attention was attracted to the murder of Petrov: both law enforcement officers and the media. The investigation seemed to go almost online. Just a few hours after the crime in the public, information appeared that the head of the Department of the Investigative Committee of the Leningrad Region, Lieutenant General Sergey Sazin, and the head of the criminal investigation department of the Main Directorate of the Ministry of Internal Affairs, arrived at his estate in the village of Velikoy, arrived at the place of the murder of Petrov. Both were accompanied by deputies. And they personally came to control the actions of one and a half dozen investigators, operatives, forensics who had already begun to work at the crime scene.

The next morning it became known that the head of the Investigative Committee, Alexander Bastrykin, took under personal control the investigation of the Vyborg murder.

However, it soon became clear that the investigation was in some mysterious way. Many details that investigators and operatives were hardly interested in betraying to be publicized. And someone, obviously, thus prompted the investigation of the version.

"Master of Vyborg"

The municipal deputy Alexander Petrov was about what an outstanding figure could be judged at least by the way his funeral passed.

These funerals were at all at all in the town order. The Governor of the Pskov Region Mikhail Vedernikov, and large officials of the Leningrad Region and Vyborg, arrived at the Panchida, which was served in the Spaso-Prevrizhensky Cathedral, the Bishop of Vyborg and Priozersky Ignatius. There were those who could not personally honor the memory of the deceased.

A billionaire and passionate motorist Boris Rotenberg in his youth went to one Sambo section with Vladimir Putin. Alexander Petrov came together with Boris Rotenberg , when his son Vitaly became interested in car racing and even made his way to Formula 1. Rotenberg even introduced Petrov Jr. to the head of state. In July last year, during a joint trip to Valaam, the heads of Russia and Belarus met with Russian highways. Then all the sports publications circled the photograph in which Vitaly Petrov turned out to be the two presidents - Putin and Lukashenko.

Alexander Petrov was striking with other representatives of the “close circle” of President Putin. So, together with Vasily Shestakov , a friend of the youth of Vladimir Putin, a friend of the Leningrad sports section, the father of the head of Rosrybolovstvo, Petrov became a co -founder of the regional public organization of hunters and fishermen “Hunting in Karelian”.

The names of several other founders of “hunting in Karelian” will say little to the general public, but all these people personally are familiar either with Shestakov or with the president. Like, for example, Vladimir Yakovla , the former Putin colleague for the Leningrad Administration of the KGB.

With another old comrade of the head of state since the cooperative "Lake", Nikolai Shamalov , Alexander Petrov came together in those years when he was a shareholder and member of the board of directors of the Vyborg Shipbuilding Plant (VSZ).

Petrov owned the Stocks of the All -in -law until 2012, when this enterprise was transferred to the control of the United Shipbuilding Company (OSK). By the way, the Board of Directors of the OSK since 2018 has been headed by Georgy Poltavchenko , who in 2011-2018 worked as the Governor of St. Petersburg. Petrov met Poltavchenko back in the early 90s, when he headed the Vyborg Goroddel of the FSB.

Alexander Petrov was friends with Ilya Traber , who is often called an antique dealer and attributed the glory of one of the most influential businessmen of St. Petersburg (details-in “New” No. 119 of October 28, 2020). At the funeral of Petrov, there was a man who was called the criminal leader of St. Petersburg-Gennady Petrov, a namesake of the deceased (passed through the famous "Spanish case"). And on the eve of the funeral in the restaurant of the Druzhba Hotel, which belonged to the murdered deputy, there was even a major conflict between authoritative entrepreneurs. Yuri Paimulin, a close friend and business partner of Petrov, clad himself with Andrei Chloev, better known in criminal circles as a homeless or nephew. (It seems that Chloe’s “nephew” was called Vladimir Kumarin, Russian criminal authority, the leader of the Tambov organized crime group, in the old years-the “night governor” of St. Petersburg.)

About this conflict, which grew into a fight, was told to me at once three different sources. One of them claimed that

The homeless man accused Paimulin: "You yourself were overwhelmed by Petrov, he prevented you from limiting you all."

The second said that, on the contrary, Paimulin called the street child a “uninvited guest” involved in the murder. The third said that no one accused anyone, "just the boys drunk with grief." One of my interlocutor said that the street girl stuck the fork in the head of Paimulin. The second claimed that, on the contrary, this Paymulin beat a guest from St. Petersburg. The third source insisted that both got it ...

But all three noticed that the protection of authoritative persons behaved conceptually. Having received the team “not to climb”, the guys, playing with nodules, looked after each other, but did not climb into the disassembly of their employers.

And the fact: the next day there was neither Paimulin nor Chloe at the funeral of Petrov.

The stealing case of 700 million rubles

The very next day after the murder of Petrov, photographs from the scene of crime, clearly made before examining the corpse of forensics, flowed into the public. The press talked about the fact that Petrov came to his suburban estate, went to the bathhouse, got caught, went out to plunge into the river when he was overtaken by a bullet. Although in the photographs the murdered was in clothes and in boots.

Petrov friend, deputy of the Leningrad Legislative Assembly, Mikhail Makarov spoke about his last minutes of his life:

-He called me at 17.05, when he had just drove up to the house, asked if we would get together to watch the fight of Khabib ( in the evening of October 24, 2020, the battle of Khabib Nurmagomedov and the American fighter Justin Gage.-I. M.) took place in Abu Dhabi). I replied: Koronavirus, they say, did not plan to gather specially. Then he said that he would look at the fight at home, and before the broadcast he went to the bathhouse ...

Makarov estimated: to jump home, change clothes, reach the Bani River located on the banks of the Bani-this is two hundred meters-it takes about fifteen to twenty minutes.

- Alexander Petrovich only went to the bathhouse ... at 17.24 he was gone.

In addition to leaks on the work of the investigation, in the very first days after the murder in the press, the version of the possible causes of the crime appeared: the media persistently wrote that the elimination of Petrov could be associated with his involvement in the case of the theft of 700 million from the budget of the Leningrad region.

Allegedly on Monday, October 26, he was planned to be interrogated in this criminal case. But until Monday Petrov did not live.

Let me remind you.

At the beginning of 2020, the chairman of the Vyborg Administration Alexander Brandoyevsky , chairman of the Finance Committee of the Administration, fell into the field of view of the Office of the FSB and the Leningrad Region. He attracted the attention of the special services by collecting documents for traveling to permanent residence in Canada. Then the security forces received information that Bomelievsky began to look for buyers on their property. And these are two three -room apartments, 7 land plots (5 for individual construction, 2 for agricultural activities), 3 residential buildings and 4 vehicles with a total value of 13 million rubles.

Interestingly, the official made the main expensive purchases in the last two years. Moreover, he was paid not by bank cards, but by cash.

The Chekists began to check the activities of Bomelievsky in the administration. And they found the theft (details - in "New" No. 105 of September 25, 2020). On September 7, the prosecutor’s office sent a request to the administration of the Vyborg district demanding to provide certain documents. The prosecutor's request was alarmed by the head of the administration of the Vyborg district Gennady Orlov . On September 11, he signed the order “On the conduct of the audit”, and on September 12, on the day of the election of the Governor of the Leningrad Region, he called the Bomedevsky, turned on the recorder and personally interrogated his subordinate.

Unknown people later sent the decoding of this audio recording to the editorial office of many media, and it is difficult for me to vouch for its authenticity. However, the very fact of this conversation, like its content, was later confirmed personally.

The decoding is full of dramatic passages.

“Sanya, you stole from the budget, from the holy budget! You are not that you trampled everyone in the feces, you still jumped from above! - Grapps Orlov. - Come on, sit down, write, Sasha. To say that this is a shame on the district is to say nothing.

The budget is sacred! And here ... I'm in shock! I have no words. I believed you, do you understand?! And understand: we will have to advertise it! "

Bomelievsky sits down to write an explanatory. And Orlov, meanwhile, calls the district prosecutor, the police chief, acting Head of the investigation department of Vyborg and acting The head of the UFSB of the district and invites them all to his office. Bomelievsky is arrested.

On Monday, September 14, Orlov tried to present the situation so that he disclosed the theft of money and handed over the twist to the security forces. “Today is the moment of truth for me, the moment of the next truth,” he said at a press conference. - I admit that I made a big mistake. It consists in too much confidence in my subordinate, to the man whom I trusted unlimitedly. The man who betrayed me, the whole team of the administration, the entire Vyborg district. "

During the “interrogation” at Orlov, as well as in explanatory Bomedevsky, he said that he fell under the “psychological pressure” of a certain Marina Nikolaevna , who supposedly promised the district official a career rise, first in the vice-mayor of Moscow, and from there “up to the position of minister of any”. For the sake of which he withdrew 700 million budget money through naked firms. However, later, having been in a prison cell, Brakevsky did not adhere to the version voiced in the office of the head of the district administration.

And at a confrontation with Orlov, Brakevsky even stated that he was aware of crimes.

Orlov was outraged, accused his former subordinate of "trying to shift his guilt of budget funds, stipulates, says a lie ...". But on October 18, Orlov was taken into custody, the court chose him a measure of restraint in the form of house arrest. According to the investigation, Orlov and Brandoyevsky entered “knowingly false information to documents on the overhaul of buildings, which was not actually carried out, and the funds written off for this were transferred to the accounts of legal entities controlled by the defendants, and then distributed between the participants in the criminal group, which, as the investigation, included Vyborg officials.”

By the way, I managed to find the mysterious “resolver” Marina Nikolaevna (for ethical reasons, I cannot give her surname). In 2018-2019, she was the founder and chairman of the board of a small bank. Before - led the financial service in one of the areas of Moscow and even left for 159 Art. Criminal Code of the Russian Federation. She has an influential spouse, and she is really entering the rooms of many Moscow and federal large officials.

When I showed her a decoding of a conversation in the office of the head of the administration of the Vyborg region, she laughed sincerely: “It is impossible to transfer such amounts from the budget to naked firms.

And if the money was still transferred, then at least two more people are “in the subject”-the head of the regional treasury and the governor. ”

Investigation of Petrov

I was not able to find confirmation that on October 26, Petrov was indeed summoned for interrogation in the case of 700 million. However, the fact: before the investigation did not show any curiosity for his figure, and his behavior does not give any reason for suspicions of involvement in the theft.

I have already said that the businessman and the deputy had serious health problems. From September 20 to October 1, he was prescribed examination and treatment in one of the Swiss clinics. Petrov flew out of Russia a week after the detention of Bomeuevsky, September 19. After the examination in the Swiss clinic, Petrov flew out on vacation to the Maldives, where he spent two weeks.

Lawyer Ivan Pashintsev, who has long represented the interests of the Petrov family, told Novye that after rest, his principal had to fly to Switzerland again for a planned operation. But on October 14, Petrov returned to Russia.

“Switzerland was closed in connection with a quarantine in coronavirus, the operation had to be postponed, because of which he returned to Russia two weeks earlier than the planned period,” Pashintsev said.

I checked. Indeed, on October 9, Switzerland again introduced a two -week quarantine canceled in August for foreigners arriving in the country.

However, if Petrov were involved in the theft of 700 million budget money, would he really return to Russia under such scandalous circumstances?

Moreover, on September 12, barely learning about the theft of budget money, Petrov, as I knew, began his own investigation. It is easy to assume the motives - losing control over the situation that he did not create, the businessman wanted to understand whose theft he will have to answer. The capabilities of the “owner of Vyborg” quite allowed to do this no less effectively than the investigation made.

Lawyer Ivan Pashintsev told the "New":

- I personally heard from Alexander Petrovich that he was conducting an independent investigation about theft of funds ... Moreover, he said that he had become a bottom of the truth, and everyone will find out everything soon, more specifically he did not disclose the information.

Son Petrov Vitaly added details:

“Dad actively began the investigation, the whole family knew about this, all close ones,” Vitaly Petrov said “New”. - He wanted to understand this matter, he was not going to leave it just like that. Dad even wanted to postpone the planned trip for treatment and rest. And I insisted on his trip.

During the investigation, which was started by Petrov, in his office on the second floor of the Vyborg Hotel (which also belonged to him) there were many people, including officials of the regional finance committee, who told and wrote when they fulfilled the orders of Branduevsky, why they did not refuse to perform obviously illegal actions, without which it would be impossible to abduct budget money.

Petrov carefully listened, recorded something, took the notes with him.

SEFT Petrova

During the business trip, I had many meetings in Vyborg and St. Petersburg. One of my interlocutors, the ex-official of the regional administration, who wished to maintain anonymity, explained why Petrov began his own investigation of the theft of 700 million rubles.

- They said: “The owner of Vyborg” - but Petrov did not control “street”. In the city periodically, some criminal law enforcement agencies appeared, which the law enforcement agencies had to fight, as they say, in a working order. But Petrov controlled power. He was a sort of "guardian of customs."

А рынок как новостроек, так и реставрации старинных зданий в Выборге огромный. Где-то до 2007–2008 года город стремительно развивался. «В это время квартиры тут стоили до 5000 у.е. per square meter. Это же космос, а не цены. Но в городе было много богатых людей. И их эти цены вполне устраивали».

Но где-то с 2008 года, по мнению моего собеседника, началось торможение развития Выборга. И в первую очередь потому, что Петров был противником того, чтобы пускать в город варягов. «Александр Петрович создал в Выборге авторитарную систему правления, эдакую маленькую модель России. И это стало мешать развитию. И все понимали, что Петров начал мешать. И своим, и тем более чужим».

Другой мой собеседник, известный в Ленинградской области адвокат Евгений Тонков, одно время представлявший интересы Александра Петрова, в разговоре, напротив, выразил крайнее удивление тем, что Петров мог кому-то помешать:

— Все последние годы Александр Петров не делал резких шагов, все возникающие проблемы пытался решить мирным путем. Он был очень договороспособным. Взвешенно подходил к любому решению. Не могу представить ситуацию, при которой единственный способ решения проблемы — убийство Петрова.

Тем не менее Петров убит, и все обстоятельства последних дней его жизни никак не указывают на то, что убийцы могли надеяться решить вопросы мирным путем.

17 октября, через три дня после возвращения Петрова в Россию, из его дома в поселке Великое был украден сейф. Известно об этом стало только после убийства — заявления о краже он не подавал.

— В этом сейфе хранилось что-то такое, что очень сильно интересовало заказчика этой кражи, — поделился своими мыслями один из оперативников ФСБ.

Правоохранители быстро установили одного из работников имения Петрова, который сделал слепки с ключей и передал их злоумышленникам. Подозреваемого в соучастии в краже задержали, но суд не дал санкции на его арест. Злоумышленника отпустили под подписку о невыезде, и он тут же исчез.

— Похоже, не было и нет заинтересованности в том, чтобы раскрыть кражу сейфа, — подытожил мой собеседник из ФСБ. — Может, следаки опасаются узнать, что же находилось в этом сейфе?

А также, вероятно, кто-то опасается и того, что кража содержимого сейфа напрямую может быть связана с убийством.
