
The Presidium of the Government Commission for the Development of the production and distribution of domestic audiovisual content approved a list of services for mandatory pre-installations in Russia for smart television and television-TVs from April 1, 2021. This was reported by TASS in the press service of the Ministry of Cyphra of the Russian Federation.
As specified in the department, a total of 28 applications were received on the introduction of audiovisual services to the list for pre -installations, but in the end 10 applications were selected. The final list includes Wink, IVI, Okko, More.tv, Premier, Start, Kinopoisk, We look, NTV and the First.
In the selection process, services were evaluated according to three main criteria: popularity (by a daily audience), state participation in the ownership structure of the owner of the service, as well as the presence of domestic audiovisual content of their own production and/or custom -made, added to the mincifers.
Recall that the law on the mandatory pre-installation of domestic software to electronic devices sold in Russia was to enter into force on July 1 of this year, but due to the pandemic of the coronavirus, the entry into force of the law was postponed until January 1, 2021, and now it will enter into force three months later.
On November 23, the government adopted a decree on the procedure for the pre -installation of domestic software. The document states that manufacturers or sellers should pre -establish Russian applications to devices. The list of types of software for pre-installation includes programs of 16 classes: browsers, search engines, cartographic and navigation applications, electronic mail application, data for cloud storage of data, voice assistants, messengers, news aggregators, applications that provide access to online broadcasts, social networks, audiovisual services, antiviruses, and officers. Applications, applications for the use of the Mir payment system, applications for access to the public services portal, as well as applications for access to socially significant sites.
The resolution indicates that it will be necessary to prefer all of the listed applications on smartphones and tablets, on PC - browsers, office software and antiviruses, and browsers, search engines, social networks and audiovisual services on smart televisors. At the same time, the document states that the pre -installation is possible by fully loading the application, placing a label, by pressing the user to load the program or through the initial settings of the new device.
In early December, the mincifers prepared a preliminary list of applications that will need to be pretended to the devices sold in Russia. “In total, the ministry received about 100 statements from manufacturers software. After analyzing applications, a list of products recommended for pre -installations was formed. In the category of browsers, search, navigation systems and cloud services for storing data, Yandex products, in the categories of“ Electronic Mail ”,“ News Aggregator ”,“ Social Networks ” - Mail.ru, among anti -virus systems - Kaspersky, office software, “my office”.
Of the 29 classes of 12 classes, five belong to the Yandex and 13 - Mail.ru Group. At the same time, in their categories, the four Yandex Minxes and six Mail.ru Group applications (email, ICQ messenger, the Marusya Messenger, the OK Live Humbling Service, and the VKontakte social network, did not include services for access to socially significant significant significant significant significant significant significant significant significant significant significants. It should be noted that a number of manufacturers of Android devices previously agreed to comply with the requirements of Russian legislation on the pre-installation of applications (some of the applications included on the smartphones of some companies), however, it is still unclear whether the Apple company, which does not prescribe third-party applications to its devices. However, recently, in the IOS 14.3 beta version, a function was found that will allow users to install third-party applications at the stage of setting up the new iPhone smartphone or iPad tablet.
