Where can you definitely go now?

In St. Petersburg from 23:00 to 6:00 you can’t visit cafes, bars and restaurants. The catering establishments in shopping centers, food courts and food halls fell under a complete ban (except for those at the stations, at Pulkovo Airport and at the gas station). Due to coronavirus in all catering establishments and public places, it is also forbidden to smoke a hookah. The restriction is valid until January 15. Can a theater or cinema be fined for visiting the theater or cinema?

The work of cinemas, theaters and concert halls in St. Petersburg is allowed, but only with special seedlings. The hall should be filled with no more than 25 %. The authorities allowed film screenings in Aurora, Rainbow, Cinema Park, Karo, Pica, Cinema Formula, Continent, Miragem, as well as performances in almost all theaters, subject to the requirements. And what about street events?

No more than 50 people can participate in open air and premises. Everything else should be agreed with the city authorities. For example, Smolny allowed to hold a Christmas fair on Manezhnaya Square, and also considers the possibility of opening the winter pop-up space in the Nikolsky ranks. Any concerts or parties agreed?

Officially in St. Petersburg it is forbidden to visit nightclubs and karaoke only if parties or music concerts in them are not agreed with the government. Until the end of December, the authorities have so far agreed only two concerts: 1. Aquarium group in the Morze club on December 27 for 499 people; 2. Tatyana Bulanova and Sergey Rogozhin, Svetlana Lazareva on Tinkoff Arena on December 26 per 500 people. As the visitor to the coordinated concert of the Golder Contractor, who took place on December 20 at the Morze club, told Paper , people there really sat on masks. The employees of the site approached those who removed them and asked to put on it back. This is also confirmed by photographs of eyewitnesses.

Bars and clubs still violate restrictions?

Yes, some establishments really work at night, despite the ban. As the “paper” found out, there are bars where only familiar visitors are allowed, while they lock the doors and hang the curtains on the windows. Others work openly and even post announcements on social networks. Judging by the photographs, dozens of people gather in such bars. Some of the institutions were on the “ Resistance Map ”: the participants in the action planned to work, including on New Year's holidays, contrary to the restrictions of Smolny. Part of the nightclubs also continues to work, arranging small parties. As the owner of one of these institutions anonymously told the “paper” , mainly clubs are open until 23:00, as a catering. The interlocutor believes that this is a safe option for both the site itself and for guests: "We do not control the number of visitors, but we do not arrange anymores." According to him, open clubs are now working "at their own peril and risk: there is no roof and guarantees from checks and raids."

Violators are fined?

Smolny reports on dozens of raids almost every week in different areas of St. Petersburg. In relation to the owners of the intrigues, protocols are drawn up under articles on violation of regulatory legal acts of the Government (Articles 8-6-1 of the Law of St. Petersburg) or under an article on non-fulfillment of the rules of conduct in the threat of emergencies (20.6.1 of the Code of Administrative Offenses of the Russian Federation). Legal entities face a fine of up to 300 thousand rubles, with a second violation - up to 500 thousand rubles. To some institutions - according to the statements of the authorities, “malicious violators” - Rospotrebnadzor prescribes to suspend activities for up to 90 days. For example, this happened with the Laboratory 31 on Gorokhova Street, the "gloomy" on Lidein and "Ue! Bar" on the street of uprisings. Institutions are fined for other violations. The most frequent of them are the lack of a QR code, marking and non-use of PPE personnel, the “paper” was told in a situational center for compliance with safe activity standards. According to the Center, from October 26, when the institutions were forbidden to work at night, on December 17 in St. Petersburg, 1472 protocols for various violations against legal entities or individual entrepreneurs were drawn up. Materials on business are considered up to 2-3 months, so the decision was made not by all.

Is something threatening visitors too?

Yes. Decree No. 121 prohibits the public catering after 23:00, and to visitors to be inside. How often do Petersburgers are fined?

Protocols under Articles 8-6-1 of the Law of St. Petersburg and 6.3 of the Administrative Code of the Russian Federation are issued not only for visiting the bars at night, but also for other disorders of anticoneavirus restrictions. Therefore, it is impossible to find out exactly how many people were fined for visiting the bars. At the same time, in winter, when in St. Petersburg they began to check the bars more often, the number of fines increased sharply. From November 1 to December 17, almost 4 thousand protocols were received in Smolny under article 8-6-1 against individuals, the Paper was told in the Committee on the Legality of St. Petersburg. Almost two -thirds of them were in the first half of December. During this period, individuals were fined 325 times under the article of the Law of St. Petersburg, the fine amounted to 4 thousand rubles. Part 2 of Article 6.3 of the Code of Administrative Offenses during the same time was punished by 94 individuals, the average fine was 7.5 thousand rubles, they told the “paper” in the united press service of the courts. For a trip to the bar at night, they can also draw up a protocol under an article on non -fulfillment of the rules in the threat of emergencies (Article 20.6.1 of the Code of Administrative Offenses of the Russian Federation). The maximum fine for citizens is 30 thousand rubles.

Is it true that harsh raids are conducting in some bars?

The only such case related to the verification of compliance with restrictions, according to the “paper” , occurred on the night of December 9 on Rubinstein Street: in the Commode bar they said that people were beaten with their feet and batons. Two criminal cases were instituted “on the fact of violations of sanitary and epidemiological norms” (part 2 of article 238 of the Criminal Code of the Russian Federation). This happened shortly after the appearance of the " resistance map ". At the same time, visitors to the Lastochka club near Ligovsky Prospekt also talked about the riot police raid on December 20. According to eyewitnesses, the security forces came to 23:00 and “urgently asked” visitors to undergo a medical examination. Some supposedly even escorted to the toilet. However, there is no data that this raid is connected with the decision on restrictions. The head of the situational center for compliance with safe activity standards, Alexander Sitov said that in bars with the “resistance maps” will continue to check with the involvement of law enforcement agencies and the Ministry of Emergencies “for forceful penetration of objects”. However, there were no more complaints about cases like raid in Commode. In mid -December, the Petersburger, who was a witness to a night check in one of the bars on Rubinstein, told Paper that the security forces behaved politely: “Everyone asked everyone to stay in place, put phones on the table, rewrite their data.” Update from 17:00. How will the catering work in the New Year?

From December 25 to January 10, St. Petersburg cafes, restaurants and bars will not be able to receive visitors after 19:00, and from December 30 to January 3 will be closed. To be in them is also a violation. At the same time, they do not exclude in Smolny that they will weaken the prohibitions: they plan to finally decide on the restrictions on catering on New Year's holidays by December 25. From December 30 to January 10, Petersburgers will not be able to visit museums, theaters, as well as go to concerts, exhibitions and excursions. The Leningrad Zoo will also not work.

When can they remove restrictions?

Governor Alexander Beglov announced his readiness to mitigate the restrictions when improving the situation with coronavirus. The deputy chairman of the Committee on Industrial Policy and the head of the situational center, Alexander Sitov, also said that "there is a great hope for relief." The completely coronavirus restrictions in St. Petersburg will be able to remove when about 50 % of beds will be free in hospitals, the city health committee said .
