In St. Petersburg, the court dismissed the case against the author of the “Vote No!” banner.

The Krasnogvardeisky District Court of St. Petersburg dismissed the administrative case against Vesna activist Valentin Khoroshenin. He was charged with violating actions against amendments to the Constitution. This is reported by the "Apology of Protest".

Khoroshenin's interests were defended by the Apology of Protest lawyer Daniil Semenov.

The police filed a protocol against the activist under the article on violation of the rules for participation in the action (part 5 of article 20.2 of the Code of Administrative Offenses) due to the hanging of the banner “Vote against!” on the Malookhtinsky bridge. The court refused to bring Khoroshenin to administrative responsibility and dismissed the case, citing the absence of corpus delicti.

• On August 15, Khoroshenin was detained in St. Petersburg and taken to the police department to draw up protocols following the picket in defense of small businesses, as well as in connection with the hanging of the banner "Long live Balarus."
• In his presidential address on January 15, 2020, Vladimir Putin proposed amending the Constitution. Later it became known that among the amendments there are more powers assigned to the president, and in addition, in accordance with them, the incumbent president gets the opportunity to run for office again in 2024.
• Amendments to the Constitution were put to the vote as a single package - the opportunity to support some initiatives and oppose others was not provided. Putin promised that the amendments would come into force if they were approved by more than 50% of the voters. According to the CEC, the amendments were supported by almost 78% of Russians. Sergey Shpilkin, a researcher of Russian election statistics, spoke to the independent media Proekt about possible fraud.
