Russian Prime Minister Mikhail Mishustin has signed a decree allocating 487 million rubles ($6.5 million) “for the creation and development of infrastructure” for the Moscow State University (MGU) Innovative Scientific and Technological Center “Sparrow Hills” (otherwise known as MGU’s “technological valley”).

According to the decree, the funds are to be used by MGU’s Development Fund to prepare the design documentation needed to create and develop the technological valley at MGU.

This concept has been under development since 2013. The project is being handled by the NGO “Innopraktika,” which is headed by Katerina Tikhonova — the alleged youngest daughter of Russian President Vladimir Putin.

Moscow State University is planning to set up its technological valley on the property between Lomonosovsky Avenue and Vernadsky Avenue, and the residential areas on Michurinsky Avenue and Udaltsova Street. The valley will consist of several clusters of buildings, each of which represents a separate school of science.
