The attack of the "sleeping cell"?

The fifth attack on the Chechen policemen was probably committed by members of the prohibited terrorist organization

On December 28, in the center of Grozny, the natives of Ingushetia, the twin brothers born in 2002-Khasan and Khusen Temurziev (so according to the passport) attacked the employee and the trainee of the patrol service.

The interior, the son of the deceased employee of the Department of Internal Affairs in the Staropromyslovsky district, died. The second full -time employee of the PPS is seriously wounded. Both have stab wounds.

The attackers were shot dead by the police and the Russian Guard who arrived at the scene.

In the phone of one of the attackers, investigators found a photo in which both Temurzievs stand against the background of a black flag with a white inscription in Arabic. Both brothers hold knives in their hands.

Judging by the reaction of employees of the Ministry of Internal Affairs of the Czech Republic, as well as according to sources close to the investigation, this attack in Grozny can really be interpreted as an act of terrorism, committed by an “sleeping cell” of the Islamic State prohibited in Russia.

Temurziev’s brothers moved with their parents to Chechnya several years ago, studied and worked in Grozny. They were not registered with the police, they did not fall into operational development. This, in fact, is not surprising, since the level of operational work of the Chechen law enforcement agencies is exclusively low. It is this factor that becomes the main reason for the death of Chechen law enforcement officers.

Temurziev’s attack was the second year in Chechnya in which police were killed.

The first occurred in October of this year, when three transport police officers (two full -time and one trainee) rushed through the aiming of local residents to a private house in the Oktyabrsky district of Grozny. They hoped to detain drug addicts there, and stumbled into armed Chechens, closely related to former ISIS members returning to the Caucasus (terrorist organization prohibited in Russia).

After attacks, as a rule, the Chechen Ministry of Internal Affairs develops violent activity: they detain the relatives of the attackers, including minor children, friends, acquaintances, etc. detainees, including minors, are kept in police departments from several days to several months. There are cases of the death of the detained residents of Chechnya from torture. Including is known about the death of a detained pregnant woman, Benazira Rizvanovna Hamidova (wife of the owner of the household in which there were militants). A woman had a miscarriage as a result of her physical violence.

Judging by the official reports of the Ministry of Internal Affairs of the Chechen Republic, the attack on December 28 became the fifth in Chechnya over the past year, but it is difficult to qualify the remaining four as terrorist attacks. This is hindered by the fact that the Chechen police themselves are engaged in the investigation of these attacks, which is probably not interested in identifying all the circumstances of the incident. In particular, the openings of both the dead police officers and the dead attackers are almost never held, the nature of the wounds is unknown, the ballistic and other examinations necessary to accurately restore the picture of the attack are carried out.

On the fact of the attack on December 28, it is already known that the relatives of the Temurzievs living in Chechnya were detained and kept in the Ministry of Internal Affairs in the Grozny. On this fact, the Ingush lawyer Magomed Bekov prepares an application to the Investigative Committee.
