Life in the suburbs at that time was not considered prestigious, as now, but promised inconvenience. In addition to communication, there were no roads, shops, pharmacies and restaurants. Country construction began to develop violently with the emergence of mobile communications. The Vsevolozhsk district in this sense stood out at least tolerant roads, so they, in fact, began with it.

The collective farm shares, with the distribution of which the peasants began privatization in the village, near Vsevolozhsk, were equivalent to about three hectares. Later, the administration of the Leningrad region issued a resolution that limited sales options. But by this time, almost the entire former collective farm land was bought up by those who had money, and its status changed to earth for development.

Land wars

A rush with which the earth was buying up often led to bloody showdowns between applicants for plots. And at some point, the former collective farmers began to lift up prices for share. Assistant to the head of the administration of the village of Sverdlov Igor Trubin was killed in 2009 with a shot in the back of the head. Let us dwell separately on the biography of Edward Chirko. Now he is a municipal deputy in the Vsevolozhsky district. But in 1999, according to media reports (for example, RBC), he served the time for extortion.

There is a law under which a citizen who was involved in a difficult article cannot be elected, and in 2013 Chirko was not allowed into municipal elections. Although he represented a paper , according to which in 1999, extortion was drawn only for medium severity. His criminal record was lifted in 2004, after 2014 he could again go into power, which he did.

Chirko was an eight-time champion of St. Petersburg in boxing. In the 1999 case, they took place with Efimov (banner), it was about the extortion of Lenrybprom shares. Chirko received his five years and two months, but a year later he was free by parole. And six months later, he worked as an assistant to the head of the administration of the Koltush rural settlement.

Plots were sold at market value for development. ”

Later, law enforcement agencies will find out that often the lands formally received even beneficiaries, but in general unknown personalities under fake documents. On this occasion, more than two dozen criminal cases were instituted. But in the summer of 2006, several criminal cases mysteriously disappeared from the investigation department of the Vsevolozhsk police department. The defendants in them were the officials of the Koltush administration. The investigation has died out.

Chirko rose from the assistant to the head of the administration in 2004. He won the election with a huge margin from the nearest opponent. And he joined the election race, barely leaving the pre -trial detention center, where he was sitting on suspicion already in new extortion. This time - 60 thousand dollars in the company, which was supposed to put computers in the stiffs. The case fell apart at the investigation, Chirko was released by the victim of police arbitrariness. But not only this helped him win the elections.

“Edik really helped people,” said the interlocutor of “New”. - He repaired roads, monitored garbage collection, landscaped the house territories, built sports and playgrounds, repair water pipelines and conducted gas. He forced businessmen who built houses in the Koltush volost to hire a tractor to clear the road in winter.

And all because Edik always treated Koltush as his own patrimony. ”

In addition, Chirko arranged noisy holidays in the village - with invited celebrities. Organized grandiose sports events. I spent my own money on charity. So the inhabitants of Koltushi did not want to know about the past of their chosen one, since he takes care of ordinary people. Under such a sauce, Chirko first became the head of the rural administration, and then the district deputy.

Chirko’s political preferences were initially connected with the LDPR, which was generally chosen by the authoritative “Tambov”. However, at the celebration of the 40th anniversary of the head of Koltush, Vladislav Surkov was seen among the guests. And no one was surprised when in 2010 Chirko joined United Russia.

Chirko really cared about the settlement, the locals confirm this. However, there were nuances. When the developers wanted to force Townhai Koltush heights , Chirko warmly supported the activists defending the natural monument. Then in court it turned out that he personally signed documents allowing the development of municipal land.

Native "aspen"

It seems that new events unfold in another settlement of the Vsevolozhsk district - SNT (horticultural non -profit partnership) "Osinka". Lenoblstroy demonstrated excellent working relations with the local authorities here: for several years, according to the public procurement website, it won tenders for garbage collection (by the way, local residents complain). One of the members of the partnership, Arkady Leonov, complains: after he sued the chairman of the board to connect the house to electric networks, he began troubles. And recently, the Osinka SNT unexpectedly “recovered” for 19.9 hectares. It turned out that the lands of the Sertovsky tank training ground belonging to the Ministry of Defense suddenly joined him. It all started with the appeals of Morozov’s military forestry to the police on the fact of illegal deforestation.

“Once I was even invited to be understood when the new deputy chief of the 88th police department in Sertolov decided to react to illegal cutting,” recalls Arkady Leonov. - They did not have time to arrest the equipment, as the chairman of the board rushed and began to yell at the police officer that he was not going into his business. And the deforestation continued. Now the areas where the forest is cut down for sale. ”

The press service of the Western Military District of Novye reported that all the real estate and lands of the Ministry of Defense was governed by the department specially created at the ex-minister of Anatoly Serdyukov (previously headed by the famous Elena Vasilieva), he is directly subordinate to the minister, and representatives of the department-that’s the bad place-may not know where to escape in an unforeseen situation.
