
This is no longer a mysterious telephone conversation like those who have recently been on the Internet recently. This is a monologue of the Deputy Minister of the Interior of Belarus Nikolai Karpenkov. But, judging by the content, the record, published by the initiative of the former BY_POL security officials, was made on October 30 during a meeting with the personnel of the Main Directorate for Combating Organized Crime and Corruption, which headed Karpenkov until mid -November. Because he talks about the appointment by the Minister of the Interior Ivan Kubrakov and that he was "awarded the epaulettes of the lieutenant general today."
Nikolai Karpenkov was appointed Deputy Minister and Commander of the Internal Troops on November 19 last year. And in September, while still the head of the Gubopik, he smashed along with the subordinates of the window of the cafe in the center of Minsk, which let the demonstrators fleeing from the riot police. On his initiative, Gubopik employees went to protest in body armor and balaclava and beaten the protesters with batons. On the day when the record was made and when Kubrakov hung new epaulets, Lukashenko held a meeting with the security forces. So, after that meeting, the head of the Gubopik brought to the attention of his subordinates their new rights and prospects.

At first, Karpenkov says that 100 pistols of Yarygin - “a very powerful weapon into service” were received. Explains that Russian weapons at close range acts in the same way as combat, because "a poor Russian person from Chechen or from some Dagestan needs to protect himself, of course?" It recalls that the Russians go in sheepskin coats, and therefore they need such a powerful weapon.
Karpenkov clicks the shutter, explains to the assembled what needs to be made a “small bond”, and says: “Everyone will have to sooner or later.”
He tells how the day before they experienced a new gun, which the Russians copied from the Swiss Sig Sauer, and experienced: “The box is through and through through. It is clear what the drunkard and moron died, how is it? " He spoke about Alexander Taraykovsky, killed on the evening of August 10 near the Pushkinskaya metro station: “He died, of course, from a rubber bullet that flew into his chest. He stood there in a T -shirt, and I think that on the back of Mike she would not get stuck. ”
Then he instructs how to use a weapon: “How the president said that if you rush to you - use a weapon, it turns out, here is an nonloval one. Point blank: on the legs, in the stomach, in the eggs. To understand what he had done and what he had done when he was conscious. Well, apply him something in this, well, form: either cripple, or mutilate, or kill.

Apply a weapon right in his forehead, right in the face, right there, after which he will never, it turns out, will return to the state in which he was. Well, they pump out so pumped out. He will not have half of the brain - there is a road there. Because basically all those who go to the streets at the moment to participate in a rail war, it turns out that those who block the roads, attack police officers, throw Molotov cocktails, are the same terrorists. These are extra people in our country. And today it was dedicated to a very, very much at that small meeting that the head of state held. ”
Just in case, so that no one doubts, Karpenkov explains that no one will punish anyone for the use of weapons,
Lukashenko personally allowed to shoot by unarmed: “The head of state we are covered from all sides in terms of weapons. Madly, he says, of course, of course, there is no need to peel out of the weapon. It is necessary, he says, to give a person a chance in this situation, so that he realizes. Well, if not, then, it turns out, to shut up so shut up. Because time is such, not a color revolution is a hybrid war. ”
Regarding the use of water -items, the current deputy minister says that at one second the waterometer throws 200 liters of water and can simply smear a person. And that it is necessary to use vodtetes in this way, and still in order to “with paint and gas”. And everyone needs to “smear” everyone by December, because if suddenly the regime does not stand, then the Democrats who came to power "will disband the GUBOP, the internal troops will disband, rust and rusten to their knees."
Lukashenko, however, always scares the security forces in that they will be done with them if power is replaced in the country. Because shooting at unarmed sake for the whim of a retired tyrant, even riot police can once refuse. But for the sake of yourself, for your own freedom, for the sake of well -being and personal tomorrow, is another matter. Not only riot police and "Almazovites", but also Lukashenko, do not think about what will be the day after tomorrow.

True, Lukashenko, according to Karpenkov, will not forget anything and reward everyone. Those who directly participated in the acceleration of demonstrations will go to the Order "For Personal Courage". Those who "steadfastly endured hardships and deprivations" are medals "for the difference in the protection of public order." He promised, if necessary, to sign thousands of award sheets. (On December 30, Lukashenko, by the way, visited riot police and generously distributed awards. Only the fighters who fought on the streets with the people did not get anything: the awards parted through the police chiefs. But Lukashenko himself got a black beret from the commander of riot police Dmitry Balaba: he said that Lukashenko was standing with them in combat order and now he was a full -fledged rossal).
Extra people who will not be shot should be in a concentration camp.
Nikolai Karpenkov explains that those who “hit the second time” will be sent there, that is, they were detained twice for participation in protest promotions: “It is said to develop, make a camp, well, not for prisoners of war, not for the interned even, but a camp for especially“ prisoners ”, such, for resettlement. And put the barbed wire, it turns out, around the perimeter. Two rooms make: the firebox - floor, fed - floor to work. But to keep them there until everything calms down. ”
Former investigator of the IC Andrei Ostapovich, one of the participants in the BY_POL association, who published the record, claims that we are talking about the construction of a concentration camp in the Ivatsevichsky district, on the basis of correctional colony No. 22 “Wolf Nora”.
The idea of a concentration camp, by the way, is not new. Lukashenko has been worn with her for two decades. At the end of the late nineties, the former Minister of the Interior Yuri Zakharenko said that the camp for active disagreements will be created in the Volovshchina at the training ground of the internal troops.
It was planned to be embraced by barbed wire, put a guard towers and several huts - in general, create a normal concentration camp infrastructure. In addition, according to Zakharenko, it was about creating a secret prison where they would bring the most active and which would not belong to the Department of Punishment, nor to the central apparatus of the Ministry of Internal Affairs. Only a few people should have known about such a prison. Yuri Zakharenko was abducted by former subordinates from the college on May 7, 1999 and, unfortunately, will not tell anything else.
But everything coincides: at the end of the nineties of protest, which gathered 40-50 thousand people gathered often.
There were still no murders and disappearance of the opposition, from prisons they came out quite quickly, so people were not intimidated, and the shares, even if not as massive as last year, took place regularly. Only then the Belarusians did not take off their shoes before getting onto the bench, but turned the police cars over during the “Charnobylskag Shlyakh” and disassembled the pavement to the cobblestones during the “march of freedom”. So the thought of sending them all to the concentration camp appeared even then. But she was not brought to the logical end: the murders and abduction of Lukashenko’s opponents turned out to be a quieter and cheap way to intimidate people and get rid of leaders.
So the main thing in the monologue of Karpenkov, secretly recorded by someone from the Gubopik, is still not a concentration camp. Of course, this is more spectacular for headlines. But the main thing is murders. Lukashenko does not just allow to kill - he orders, sets the tasks to “kill, mutilate, cripple” and promises awards for their implementation. Raises the reflex "Money for the Blood" in the security forces. Provides them cover for any crimes. Returns the former commander of the Squadron of Death Dmitry Pavlichenko and promises him to free the "Sobrovtsev", who received life sentences for the murder.
And as before the concentration camp, the god of the horn does not give so a vigorous cow. This zone needs to be dried up so that 97% of Belarusians who are against it fit?
