
The Russian Union of Auto Stores (RSA) did not exclude that in Russia there may be a shortage of operators of vehicle inspection operators who are ready to work according to new rules that will enter into force on March 1, 2021.
According to Kommersant , now a little more than 5 thousand accredited technical inspection operators are included in the RSA register, but 659 of which the license is suspended due to violations. At the end of last year, the RSA sent requests for readiness to work according to the new rules. About 2.5 thousand companies answered it, and 85% of them announced their readiness to work under new rules, but there are no information for other operators. The RSA also sent letters to the heads of all regions of the Russian Federation with a request to check the work of inspection operators.
Recall that in Russia a reform of the inspection procedure has been preparing for a long time. The State Duma of March 31 last year approved the amendments proposed by the Ministry of Economic Development to the law on inspection (TO). Then the deputies changed the frequency of passage and transferred from June 2020 to March 2021 the entry into force of the new law on inspection. This law is designed to eradicate the practice of selling and buying diagnostic cards without providing a car for inspection. The document obliges the operators to photograph the arriving cars, fix the coordinates of the picture and send this data to the traffic police.
“To say that in some region the points will not be enough that the queues will be built to them, and this will not be disturbing the sale of policies, since now there are no such complaints from car owners. But the risk of such a scenario exists, in connection with this, the RSA has turned to the governors. We hope that they will take all measures to prevent the deficiency of the points,” said the deputy executive director of the RSA Sergey Efremov, clarifying that low prices for that can lead to operators deficit. Tariffs differ depending on the regions, but on average the cost is 450-500 rubles, and such a price does not pay for equipment and premises. Last year, the FAS promised to update the methodology for calculating tariffs, but this did not happen.
"The entry into force on March 1 of amendments to the law providing for a comprehensive reform of then will not cause a collapse in the industry and the deficit of operators," the Ministry of Economy said (the department developed the reform of the then). “Over time, new, relevant to the requirements will come to the place of unscrupulous operators from the market,” said Alexander Vdovin, head of the state policy in the field of licensing, control and supervision activities, accreditation and self -regulation of the Ministry of Economy.
According to the chairman of the Board of Directors of the Technostail Group of Companies, Rappa Akheadov, the RSA for several years did nothing to develop the industry. “The Union fears for the interest of auto -insurers, because there will be no, there will be no sales of OSAGO. They are also afraid to not cope with their powers in the RSA, because it will be necessary to conduct an average of 20 outgoing inspections per day throughout the year. For such work, you need a training of trained personnel, we need workplaces, equipment, operations and accounting,” he explained.
In turn, the general director of the Techexpert Union Sergei Zaitsev doubted that a collapse would happen on the market. At the same time, he considers it necessary to exclude RSA from the process of organizing the inspection. “It was thanks to the Union that the market was flooded with a huge number of brokers and agents selling diagnostic cards,” Zaitsev emphasized.
