
The execution of the law on the mandatory pre -installation of domestic applications to smartphones, tablets, computers and Smart TVs that enters into force in April is at risk, since manufacturers can not yet agree with the developers of applications on the conditions of the pre -operation, Kommersant writes.
Recall that the law on the mandatory pre-installation of domestic software to electronic devices sold in Russia was to enter into force on July 1, 2020, but due to the pandemic of the coronavirus, the entry into force of the law was postponed until January 1, 2021, and now it will enter into force in April. On November 23 last year, the government adopted a decree on the procedure for pre -installation of domestic software. The document states that manufacturers or sellers should pre -establish Russian applications to devices. The list of types of software for pre-installation includes programs of 16 classes: browsers, search engines, cartographic and navigation applications, electronic mail application, data for cloud storage of data, voice assistants, messengers, news aggregators, applications that provide access to online broadcasts, social networks, audiovisual services, antiviruses, and officers. Applications, applications for the use of the Mir payment system, applications for access to the public services portal, as well as applications for access to socially significant sites.
The resolution indicates that it will be necessary to prefer all of the listed applications on smartphones and tablets, on PC - browsers, office software and antiviruses, and browsers, search engines, social networks and audiovisual services on smart televisors. At the same time, the document states that the pre -installation is possible by fully loading the application, placing a label, by pressing the user to load the program or through the initial settings of the new device.
In early January, the Cabinet of Ministers approved a list of Russian programs for pre -installation. So, on smartphones and tablets it will be necessary to pre -establish Yandex.Browser, the search engine Yandex, Yandex.cards, Yandex.Disk, mail service Mail.ru, ICQ messenger, Mail.ru News, Ok Live, Vkontakte, Odnoklassniki, Odnoklassniki, Odnoklassniki, Odnoklassniki Mirpay, application of the public services portal, "Moofis Documents", Kaspersky Internet Security and the future applist.ru application for access to socially significant sites.
On a PC, the government was obliged to install only the Moofis Standard Version application, and it is proposed to install Wink, IVI, First, Kinopoisk, OkKO, More.TV, Premier, NTV, Start and Yandex on a smart television.
As Kommersant explains, the resolution forbids the manufacturers of devices to demand a fee for their pre -installation from the owners of applications, but allows you to choose one of three prescribed methods listed above. According to the source of the publication in one of the manufacturers, most companies choose the option of downloading applications when setting up the device, but such a scheme does not suit developers, including Yandex.
"The company insists on installing a hard drive, and requires that its services are located on the main screen of the smartphone along with Google services, which are preinstalled on all devices with Android," he said. Another interlocutor added that in Yandex they are ready to pay manufacturers about 25 rubles for a device with pre -installed software, masking these marketing or other services. Previously, such a service cost 1-5 dollars per device, and for manufacturers, the income separation scheme that Yandex and Mail.ru Group was beneficial from advertising in pre-installed applications for the year.
Yandex reported that the company has long been cooperating with many smartphone manufacturers and constantly negotiating about "new integrations and cooperation formats that are not reflected in the law."
Samsung, Xiaomi and Oppo have refused to comment on the pre -installation of software, and Apple did not respond to the publication's request. The Honor said that the company will not be limited to the methods of pre -installation stipulated by law, and will provide users with access to all necessary applications in various versions.
According to the analyst at Mobile Research Group Eldar Murtazin, Yandex and Mail.ru Group no longer want to share income with manufacturers of devices, and the latter is unprofitable to post 16 applications on the first screen of the smartphone on which they cannot earn. At the same time, the installation of applications through the selection window is unprofitable for developers, since most users will skip this setting stage. As a result, software developers risk not getting benefits from the law if they do not agree with the manufacturers.
