The Ministry of Internal Affairs also warns of liability for calls to participate in the action on January 23. And he claims that “public order during an unauthorized street action on January 23” will be provided. “We have all the legal grounds for this,” said the first deputy head of the Ministry of Internal Affairs of the Russian Federation, Alexander Gorova, at the collegium of the Main Directorate of the Ministry of Internal Affairs in Moscow.
Roskomnadzor did not stand aside. The agency demanded that Tiktok “stop distributing” of materials aimed at “involving minors in the commission of unlawful actions”, and from the VKontakte administration - “stop the involvement of minors in unauthorized rallies”.
The unauthorized protest, announced on January 23 throughout the country, has no organizers. But the appeals of people known in Russia have already been published, which stated that they would not stay at home on this day, because they could not put up with what was happening around Alexei Navalny. In some of these appeals, there are direct calls to participate in an unauthorized action. But these are appeals to adults, to people who can weigh and evaluate all risks.
At the same time, on social networks, thousands of freshly established accounts continue to campaign for participation in rallies precisely youth, and specifically - adolescents, minors.
This phenomenon is clearly organized and similar to a provocation.
And that's why. If on January 23, minors go to the protest, if they are harshly detained in clashes with the police and the Russian Guard, the parents of these children may well apply to law enforcement agencies to prosecute those who called for participation in the protest. And this is not only an administrative fine or arrest under Article 20.2 of the Code of Administrative Offenses. A much more tough script is also possible.

Lawyer Ivan Mironov, who himself spent a year and a half in the 99/1 pre -trial detention center, in a conversation with the “Novaya” recalled the protests of August 2019, when some detainees were charged with participation in the riots (part 2 of article 212 of the Criminal Code of the Russian Federation). This is a very serious article of the Criminal Code, which provides for a punishment of up to 15 years in prison.
Mironov is worried:
- January 23, the duel will actually take place between Navalny and the Kremlin. If the rallies turn out to be small, then the authorities will receive the blessing of society for further reprisal against Alexei. If the performances are massive, then provocations will go into business to use the hardest scenario of overclocking of Navalny's supporters, so that for the highest possible time, stop the repetition of street protests. In the event of even minor skirmishes with the police against the organizers of the action on January 23, criminal cases will be instituted under Article 212 of the Criminal Code (“Mass riots”), and the application of Article 150 of the Criminal Code “involvement of a minor in committing a crime” can also be crowded.

On January 23, it is necessary to keep adolescents by all means from participating in the protest:
- Do not children go to protests. I do not know what madmen came up with and realize it; It is possible that this is some kind of special operation, the purpose of which is to push the supporters of Navalny and pro-government forces. But the participation of minors in protest shares will definitely hit Navalny and the authorities.
A few more interlocutors of the “new”, who are going to go to an unauthorized protest on January 23 (we do not call their names), said that they intend to lock children in apartments and this Saturday not to be released from the house at all.
