The ECHR awarded 1,700 euros in compensation to an anarchist from Kaliningrad

The European Court of Human Rights (ECtHR) awarded 1,700 euros in compensation to Vyacheslav Lukichev, an anarchist from Kaliningrad, who was prosecuted under Part 2 of Article 205.2 of the Criminal Code (justification of terrorism) because of a post about an explosion at the reception of the Arkhangelsk FSB department. This was reported by the Memorial human rights center.

Lukichev’s interests were represented by Memorial lawyer Tatyana Glushkova, as well as lawyer Denis Shedov, who had previously collaborated with the human rights center.

The ECHR stated that Russian authorities violated several articles of the Convention for the Protection of Human Rights and Fundamental Freedoms due to Lukichev’s prolonged detention in a pre-trial detention center.

The court found a violation of the right to a trial within a reasonable time (clause 3 of Article 5 of the Convention) and the right to a prompt court review of the lawfulness of detention (clause 4 of Article 5 of the Convention). Before the sentencing, Lukichev was held in a pre-trial detention center for more than four months.

• In March 2019, Lukichev was found guilty of justifying terrorism and sentenced to a fine of 300 thousand rubles.
• At the beginning of November 2018, Lukichev, who was the administrator of the Prometheus telegram channel, was detained on suspicion of justifying terrorism. He published the suicide note of the perpetrator of the explosion in the FSB building in Arkhangelsk, Mikhail Zhlobitsky, and called him a hero. The lawyer stated that the Kaliningrad anarchist was interrogated for 36 hours and beaten. The channel itself featured a photograph of Lukichev sleeping on a table, allegedly during interrogation, with a caption stating that he had ratted everyone out. Apparently, FSB officers gained access to the channel.
• On the morning of October 31, 2018, local resident Mikhail Zhlobitsky detonated a bomb in the FSB building in Arkhangelsk. Three employees were injured, the young man himself died. A few minutes before the explosion, a message about the attack appeared in the telegram open chat of “Rebel Rebel”. A criminal case has been opened regarding a terrorist attack.
