However, the Minister of Foreign Affairs of Ukraine Dmitry Kuleb the day before in an interview with one of the Ukrainian television channels said: "We should not be fascinated by the bulk from the point of view of Ukrainian interests." Why does Ukraine believe that if, in the perspective of Putin, the president can change, say, Navalny, then in the relationship of Kyiv and Moscow little will change? Correspondent: many Ukrainians support the main Russian opposition in his struggle against corrupt authority. However, many still reproach the policy for his statements about the Crimea, which sounded a few months after Moscow announced the establishment of its sovereignty over the peninsula. Then, in an interview with the Echo of Moscow radio station, its editor -in -chief Alexei Venediktov asked the opposition whether he would return Crimea to Ukraine if he became the president of Russia.
"Crimea is that, a sandwich with sausage, or to return it back and forth? Here I don’t think ... let's not deceive myself. And I also advise Ukrainians not to deceive myself much: he (Crimea) will remain part of Russia and will never become part of Ukraine in the foreseeable future," Alexei Navalny said in 2014.

I don’t see the difference between Russians and Ukrainians at all. There is no difference for me at all: the same people,” said Navalny earlier in an interview with the Echo of Moscow radio station. According to the politician, he is half Russian, and half is a Ukrainian. His relatives live in the village of New Zayzhey in the Kyiv region.
The deputy of the Verkhovna Rada from the ruling party "Servant of the people" Irina Vereshchuk, commenting on the latest events in Russia, emphasized that although she sympathizes with Navalny as a "victim of political repression", but taking into account his old statements in Ukraine, does not see the need to worry about the fate of this Russian politician. At the same time, the leader of the "European solidarity", the ex-president of Ukraine Petro Poroshenko accused Russia of persecution of the opposition, called for the release of Navalny and deprive Russia of the right to vote in PACA. Vitaly Portnikov: The following question arises, which follows from this phrase Dmitry Kuleba: what, in principle, means "not fascinated by the bulk"? It often seems to me that Ukrainians transfer their own political realities to Russian soil when a certain person appears who challenges the authorities (Viktor Yushchenko, for example, or Vladimir Zelensky). This person appears on the body, denounces someone in corruption, and six months or a year later he is already a new head of state or at least the head of the largest opposition faction in parliament. But Mr. Navalny has neither a political party, nor the opportunity to run, to be somewhere chosen, nor even sufficient number of people who go to the streets of Russian cities for him (if compared with Ukrainian protests, this is a tiner). Why is it not appreciated at least this readiness to challenge the Russian authorities in hopeless conditions?
Taras Berezovets: Yes, Ukrainians are used to enduring their own political realities to any example, so the situation with the bulk by many is interpreted as purely Ukrainian. There is a certain president, some power that we do not love (conditionally, Yanukovych or Poroshenko), an honest blogger challenges it. By the way, Vladimir Zelensky actively realized himself in the genre of political satire, but he was also a blogger, his famous "vidosiki" gained millions of views. In such a situation, people, of course, look at Navalny, as a bright person who, in theory, should challenge evil corrupt authorities, to go to parliament with his faction, perhaps become president. But this does not work, because Russian and Ukrainian realities are two completely different things, two different situations that do not intersect anywhere. Hence the excessive expectations in relation to Navalny, a certain romanticism in the perception of his figure and a complete misunderstanding of Russian realities.
Vitaly Portnikov: Talking with Ukrainian colleagues, readers or spectators, I say: why are you even discussing the presidential perspective? You will discuss the very fact that a person exposes Putin and corruption in Russia. But, in my opinion, they really perceive him here, as Yushchenko was once perceived. Tomorrow he will be president - and what, then what Ukrainian interests? And these are not just readers - this is how politicians argue.
Grigory Frolov: On the other hand, despite the fact that Navalny does not have a registered political party, did not hold public positions, in fact in the situation in which we are, Navalny is still a politician number two in the country.
Vitaly Portnikov: There are simply no politicians: there is a number one politician and ... there are no other politicians.
Grigory Frolov: There are no other politicians who are state -approved, and of those who are not approved by the state, Navalny, of course, the first. This also applies to the latitude of the coverage of his audience, and the level of his recognition in the regions, and, of course, his large investigations, which no one else has dares to him yet. I'm not talking about the fact that when Navalny was in the Berlin hospital, an angel Merkel came to him. Oddly enough, for the Russian presidents this is just this way of recognition: if you spoke with Merkel, then you are, of course, a Putin level politician.
Vitaly Portnikov: Then the question arises: maybe it really should be more attentive to the fact that Alexei Navalny spoke about the Crimea, about the war in Ukraine, about the war in Georgia? This may be really important in such a context? He and Merkel can say that.
Taras Berezovets: These meetings take place behind closed doors, unlike meetings with officials. If she communicates with Putin, then there is a printout of their conversations on the site, but we have no idea what she discusses with Navalny and what he says.
Vitaly Portnikov: My acquaintance, Polish diplomat, told me about one of his friends, who was then actually Merkel's level. And this man told him: "Listen, what are you telling me about Ukraine? Volodya says that this is an invented state."

Taras Berezovets: Therefore, it is possible that those statements that Navalny made earlier in relation to Georgia, Ukraine and the peoples of Central Asia continue to reflect the current image of his thoughts. And these statements were either Xenophobic, or were absolutely not consistent with the practices of international law. I had a long conversation with the right hand of Mr. Navalny, the political emigrant Vladimir Ashurbov, and he just asked the question: what could do Navalny in order to smooth out the situation for Ukrainian citizens, including about Crimea? I gave him my recommendations. Nevertheless, in fact, we see that Navalny has never abandoned the words about the Crimea and the referendum, he said: I would conduct a second, honest referendum. Excuse me, what can be the referendum, according to Ukrainian law? Worse, the Navalny team on its official Twitter announced rallies in support of Navalny, where Simferopol in the territory of the occupied Crimea is indicated by his team as the territory of the Russian Federation. How can we relate to him after these words?

Vitaly Portnikov: Taras is obviously looking at it from a Ukrainian point of view. Indeed, what can be a referendum in the Crimea if there are no referenda in any subject of Ukrainian territory, this is not provided for by Ukrainian law? But we can look at this from the point of view of the Russian, especially the opponent of Navalny: what can there be a referendum in the Crimea, in which subject of the Russian Federation can there be a referendum on independence? Ukrainians do not understand that, offering a referendum, Navalny also crosses all the red lines of Russian legislation.
Grigory Frolov: There is one key point here. Very often, in the Ukrainian community, including top experts, patriotic people say: let's lag behind us, how much can it be? Navalny and his team in their public activity profess such a principle that they generally try not to touch the issue of either Ukraine or anything else around Russia.
Vitaly Portnikov: Like Svetlana Tikhanovskaya in Belarus.
Grigory Frolov: There is a small difference. Tikhanovskaya has a separate difficulty: in the situation in which she is located, she cannot quarrel with Putin. In the case of Navalny, they, it seems to me, adopted a specific and very true strategy: they decided that they were political power for Russians and speak with the Russians. The main minus of Navalny is that until recently, he practically did not talk to the European community. He recently began to perform in the European Parliament, and before that he was a man who actually speaks only with the Russian community for whom the Russian regions and the audience there prevails over any audience outside the country.
Vitaly Portnikov: And "Crimea is our".
Grigory Frolov: I do not think that their position on the Crimea is supportive: I do not see this in their actions. At the moment, since in any case they do not have power to solve this issue, they do not want to spoil their communication and talk about the Crimea. Now Navalny is faced with the task first of all to become the very politician who can make decisions.
Taras Berezovets: We started with the fact that Navalny was a politician number two in Russia: he is already a politician. And the politician has the right to make any statements, including those that his fellow citizens do not like, if he leads, and is not a guide, does not follow the mood.

Grigory Frolov: But we also understand that in the Russian community the position in the Crimea is not prevailing. Crimea is a very difficult question. With all the “but” I understand the position of Navalny, when he wants to build a majority coalition around him, and not a small marginal opposition party that can never affect any questions, including the question of Crimea. In this sense, if we imagine a beautiful model of Russia of the future, in which Navalny or its people can make such decisions, it seems to me that the story of Crimea is very simple: this government, unlike the current one, can be talked, but for now, Putin is sitting in the Kremlin, and his people are managing all processes, unfortunately, there can be no conversation about the return of the Crimea, nor about the stop of the war in the Donbass.
Vitaly Portnikov: When all these events took place, the Ukrainians even went to the Russian embassy. This, by the way, is an unprecedented thing when exactly in connection with Russian events, citizens of Ukraine go out to protest: not against the war or the annexation of Crimea, but against what is happening in Russia between its own citizens.
Taras Berezovets: Some citizens have a romantic perception of Russian politics, and in relation to Alexei Navalny. Of course, he has his fans in Ukraine. Suffice it to say that from the general audience of Putin's Palace in Gelendzhik, 10% were Ukrainians. Only 100 million views, which means 10 million views from Ukraine: this is a huge figure. Today, not a single Ukrainian politician is able to collect even two million. Interesting is colossal.
And the fact that people went to the embassy ... There are two components. One is the hope of "anyone except Putin": Navalny will come, we will negotiate with him. And the second part of the people proceeds from the usual reasoning from which Europeans come: rallies go around the world, let's adhere to human rights (what the Western leaders say today), let's hold an honest trial, and this is not this shameful judgment. That is, the fact of political persecution against Navalny is not discussed, it is a fact. Therefore, Ukrainians, of course, go out to protect even Navalny.
Vitaly Portnikov: By the way, there was a conflict between activists. It turns out that not everyone likes it.
Taras Berezovets: Naturally, because the figure of Navalny, to put it mildly, is ambiguous, given his statements, including Ukraine.
Vitaly Portnikov: Gregory, it was not surprised that people came to the Ukrainian embassy with the slogans "Putin is afraid of Navalny", "Let the Navalny?
Grigory Frolov: I was very interested, especially considering that we ourselves decided not to organize the action. We arranged a laser show closer to the evening. I am generally glad that this discussion is. Probably quite bad that an action and contract occurred, nevertheless, Ukraine is such a country, there is an active live discussion here. The guys from the National Guard who guard the Russian embassy are already used to the fact that anything happens there.
Ukraine, like the entire normal Western world, should support the political prisoners, for their liberation
I see a reaction to Navalny Ukrainian experts and activists, and the question arises: let's perceive Navalny in the context of Crimea, or let's perceive Navalny Tom in the context that it is political prisoner, the same as Oleg Sentsov or Crimean Tatars? Ukraine, like the entire normal Western world, should support the political prisoners, for their liberation. But there is a second, parallel plane of this discussion. Many people ask the following question: imagine, now a miracle will happen, Navalny will become president, and what will happen after that? Most likely, the war in the Donbass will end, the question about the Crimea will hang out, because we do not understand its position clearly (Ukrainian society does not understand exactly). But at the same time, apparently, the West will quickly relieve sanctions, Russia will develop quite quickly, because a huge number of those restraining factors that the Putin regime and corruption will simply disappear. In this case, strong Russia, much stronger than now, will begin to grow near Ukraine. Does Ukraine have any plan of integration or de-captain of Crimea in this case? Is there any reasonable plan of neighborhood with such a neighbor that is not under sanctions, not in international isolation? This question is also a lot of who worries now in the context of Navalny. Мы помним, что страны Балтии и страны Центральной и Восточной Европы успели воспользоваться, когда была Россия Бориса Ельцина, этот короткий период в российской истории с 1991-го по 1999 год. Он не испортил отношения с соседями. Формально были многие заявления, в том числе российских дипломатов и политиков, что мы, конечно, против вступления этих стран в НАТО, но реального противодействия вступлению своих соседей ельцинская администрация не чинила.
Сейчас совершенно обратная ситуация, и поэтому, безусловно, тот сценарий, о котором говорил Григорий, для Украины желателен в том контексте, что мы будем понимать, как развиваем отношения со своим соседом. Мы, по крайней мере, будем понимать, что начнется диалог по оккупированным территориям, а не та имитация, которая происходит сегодня в Минске. Он коснется не только Донбасса, но и будет вынужден переходить к вопросам Крыма.
Что касается снятия санкций, здесь я хотел бы уточнить, Запад же ввел санкции не против Владимира Путина, он ввел их за конкретные действия России по оккупации Крыма и Донбасса. Поэтому крымские санкции не могут быть сняты до момента деоккупации – это отдельный кейс. По Донбассу, если там действительно все прекратится, они могут быть ослаблены, а впоследствии сняты. Самое главное, когда в России пройдут честные выборы – вот ключевой вопрос. Не повторится ли белорусский сценарий? Предположим, дикая, фантастическая на сегодняшний день ситуация. Сейчас Навальный идет в тюрьму, у него нет доступа ни к YouTube, ни к каналам, происходит форс-мажорная ситуация, Путин насильственным или иным путем отставляется от власти, Навальный выходит из тюрьмы, идет честная избирательная кампания. А что будут делать в это время люди из окружения Путина? Они же наверняка не согласятся отдать власть Навальному. Если он победит, тогда повторится сценарий Лукашенко и Тихановской, то есть он может выиграть выборы, но проиграть подсчет. Как тогда будет реагировать российское общество?
Виталий Портников: Хороший вопрос, на который, возможно, нужно искать ответ уже сейчас. В украинских реалиях считается: кто выиграл, тот и победил.
Тарас Березовец: Иначе Майдан, иначе 2004 год, Ющенко и Янукович, и побеждает в конечном итоге Ющенко.
Виталий Портников: Вопрос – победит ли Навальный в такой ситуации? Можно ли победить фальсификацию?
Григорий Фролов: По опыту Беларуси было совершенно очевидно, что вся страна против Лукашенко, но протестующим не удалось вбить клин между ним и лояльными силовиками. И это главный момент: получится ли в России по-другому? Ведь глядя на события в Минске, мы видим, что люди в касках вообще из другой реальности, между народом и полицией нет никакой связи. В этом смысле я, например, очень доволен тем, что в России на акциях протеста перестали скандировать "полиция с народом", потому что это было глупо: полиция никогда не с народом, и уж точно не российская. Вопрос про лояльность и про реакцию власти, к сожалению, не стоит. Условно говоря, начнет ли Путин стрелять или применять силу? Точно начнет. Стоит вопрос: а будут ли люди на улицах воспринимать такие приказы? Пока, исходя из того, что мы видим, как только полицейским позволили применять силу жестче, бить дубинками журналистов, они сразу же это сделали.
Применение силы в России началось с чеченского вопроса
Виталий Портников: Тут есть такая серьезная проблема: с чего должна начинать любая оппозиция? Я хочу вернуться к тому, о чем вы уже говорили: Тихановской нельзя ссориться с Путиным, а Навальный может ссориться с Путиным, но не может ссориться с российским обществом, которое поддерживает Крым как идею. И тут вопрос первоосновы, как мы говорили с белорусскими коллегами: Тихановская может не хотеть ссориться с Путиным, но первопричина белорусских бед – это кремлевский режим, а не Лукашенко, это Кремль содержит режим Лукашенко. Точно так же первопричина российских бед, возможно, готовность к применению силы, и даже не только к Крыму. Применение силы в России началось с чеченского вопроса, когда казалось, что территориальные вопросы не решаются иначе, как путем ковровых бомбардировок. После этого мы уже никогда не видели демократической России. И если российское общество не способно это осознать, то, вероятно, оно не может эволюционировать. Может быть, Навальный – плод этого общества, который не хочет этого знать, как Тихановская – плод белорусского общества, которая не хочет осознать, что кощеева смерть в Кремле, а не в резиденции Лукашенко. Как объяснить это людям?
Тарас Березовец: Вернемся к фильму, который снял Навальный. Все его фильмы были очень популярны, расследования на YouTube набирали от нескольких миллионов до десятков миллионов просмотров: например, в отношении той же Симоньян или кремлевского доктора, который работает на канале ОРТ. Но тут реально происходит взрыв: расследование по Путину набрало 100 миллионов просмотров, из них львиная доля – это россияне. Значит, что-то же заставило их смотреть! Если их все устраивало в их стране, если Путин действительно настолько популярен, они плевать бы на это хотели: одним глазком посмотрели, что-то услышали в пересказе НТВ или "России-1" – и зачем смотреть? А если они смотрят, значит, у них появляется потребность, они видят контраст между собственной жизнью и жизнью Путина: "Подождите, нам же рассказывали совершенно другое, ведь наш лидер – "раб на галерах", но на галерах, извините, нет аквадискотеки, шестов и автотрека!"
Виталий Портников: У рабов нет, а у тех, кто прохлаждается "на галерах", все это есть.
Тарас Березовец: Потенциал протеста в России недооценен. He is. Количество просмотров фильма Навального как раз свидетельствует о том, что эта латентная протестность внутри общества существует.
Григорий Фролов: Я совершенно согласен. Сейчас просто наслаиваются еще два фактора. Прежде всего, это фактор борьбы поколений, ведь протест довольно сильно помолодел. За последние несколько лет мы увидели: то поколение, которое выросло при пожизненном для них правлении Путина, оказалось совсем других взглядов, и это очень хороший знак.
Вещь номер два – это продолжающееся расслоение общества, в первую очередь экономическое и социальное. И сам Навальный с момента своей президентской кампании, можно сказать, немножко полевел в этом смысле: все эти попытки построения профсоюзов, приходы в регионы на повестке социальной справедливости… Он как раз очень хороший катализатор для людей, которых достало жить бедно. Поэтому Навальный, на мой взгляд, гораздо интереснее воспринимается в регионах. И на протестах 23-го и 31-го самой интересной была не Москва, а регионы, причем не только Екатеринбург и Новосибирск, но и Владивосток, и довольно маленькие города типа какого-нибудь Липецка, в которых выходили сотни и тысячи людей. Такой широкой общественной мобилизации никогда не было. Я думаю, на волне того же Хабаровска, за которым мы все следили в прошлом году, можно говорить, что регионы потихонечку начинают политически децентрализоваться, дистанцироваться от Путина. Я с трудом себе представляю, что тот же Хабаровск будет находиться в орбите Кремля хоть в какое-то ближайшее время. Он может быть под внешним управлением, под которым он сейчас находится после того, как туда прислали варяга-губернатора, но политически он не будет поддерживать эту власть. Я думаю, мы сейчас увидим, что в России, в том числе в Сибири, появится больше таких регионов. И это как раз хороший знак: протестность нарастет. И Москва тут как раз отстает: это все-таки зажиточный регион, поэтому протестующие в Москве не так активно обороняются от ОМОНа, как в том же Питере, который в два раза беднее.
С российскими гражданами уже общаются так, как раньше общались с иностранцами
Виталий Портников: Украинские журналисты сейчас часто задают вопрос: а каковы следствия, если российский режим действительно займется внутренними проблемами и будет ослаблен? Что это означает: он будет уходить от украинских вопросов или, наоборот, захочет маленькую победоносную войну, повторить Крым, чтобы отвлечь внимание общества от внутренних проблем? Ведь Крым-то начинался, когда рейтинг Путина тоже падал, причем катастрофически.
Тарас Березовец: Исходя из предыдущего опыта, из того, что мы знаем о том, как мыслит Владимир Путин, можно сказать: он всегда решает внутренние проблемы за счет внешних. И в такой ситуации намного выше вероятность этого, особенно на фоне запрета в Украине трех пророссийских каналов, что тоже имеет прямую связь с происходящим в России. Путин не может не ответить на агрессивные действия не просто в отношении этих каналов, а это же вызов его резиденту, человеку, который является идеальным, как он сам сказал, украинским патриотом. Виктор Медведчук – это и есть для него идеальный патриот Украины. Поэтому Владимир Путин не может не ответить на этот вызов, как он не мог не ответить на ситуацию с Навальным. А действовать он может всегда одним способом – увеличением насилия. Поэтому, к сожалению, сегодня, с учетом кризисной ситуации внутри России, истории с Навальным и ситуации, связанной с этими тремя промосковскими каналами, я думаю, вероятность эскалации насилия для Украины, к сожалению, вырастет.
Григорий Фролов: Я не совсем согласен. У эскалации насилия в Украине в данном случае есть очень конкретный предел, потому что линия фронта сейчас достаточно глубокая, и вряд ли мы увидим какие-то серьезные действия. Может быть усиление активности, но не более того. Другое дело, что я вижу обратный тренд: после того, как насилие из России экспортировалось в Украину, Сирию, Грузию и далее по списку в течение довольно долгого времени, то, что мы видим сейчас, – это возврат политики насилия, перенос ее на территорию России.
Виталий Портников: С российскими гражданами уже общаются так, как раньше общались с иностранцами.
Григорий Фролов: Именно так. 11 тысяч задержанных, побитых людей, которых мы видели с вами в течение последних нескольких недель, это как раз начало переноса этой политики насилия с того же востока Украины на всю территорию России.
Виталий Портников: Обсуждая последствия тех войн, которые проводились действующим российским политическим руководством как на своей территории (если вспомнить Северный Кавказ), так и в отношении стран постсоветского пространства, мы часто говорили о том, как это отразится на обычном гражданине РФ. Сейчас, к сожалению, мы видим первые плоды этих войн уже в самой России, на тех акциях, которые мы наблюдаем в последние недели.
