For the second time, the largest enterprise of the military-industrial complex-“Radio Pribor” (since 2016-the production complex of the Dubnensky Machine-Building Plant named after N.P. Fedorov ”). Property is sold from a hammer, employees are dismissed.

Now 406 people work at the factory. 179 of them, during the forced downtime of the enterprise from 8 to 28, were sent to 2/3 of the salaries. What next is incomprehensible.

At Avito, machines - property of the plant have already been laid out. On February 26, bidding were scheduled: Radio Protein assets, premises and equipment, furniture, inventory, office equipment are sold for 1.6 billion rubles in a single lot. This is not the first attempt to sell everything at once - before no one went to bidding, and now there are no people who wish. DMZ lawyer Olga Shakhova claims that no one extended the lease, debts to the creditors of the Vladivostok plant - as many as 4 billion, and Radio Privor did not fulfill the obligations to complete the work. In the team, by the way, another opinion: that the lawyer does not really work with creditors.

Meanwhile, in the assembly hall of the enterprise on February 8, the heads of the Dubnensky Machine -Building Plant and representatives of the regional Ministry of Industry and Trade were held on February 8.

Not everything is so beautiful

The property of the Radio Prix in 2016 was leased to the DMZ, a branch of the Dubnensky Machine -Building Plant was organized in Vladivostok in order to carry out state defense order. The region, of course, hurried with promises. Then DMZ was threatened: do not take it - do not get a state contract, we will find other tenants. And in April 2017, the production complex of the Dubnensky Machine-Building Plant N.P. Fedorova ”in Vladivostok a set of employees began, and the company from the Moscow region received an order from the Ministry of Defense. And then she handed over part of the "radio fact" in the city of Kyshtym of the Chelyabinsk region.

Labor agreements with the team of the former Radio Protece were concluded until November 25, 2020 - practically, like the deadline for the delivery of the order, and the term of real estate lease and equipment. However, the problem arose here: the “head enterprise” at the wrong time, according to employees, paid for the purchase of materials and components, respectively, it was not possible to finish the work on time. The employment contracts renegotted until October 26, 2021. But in December, people first announced that half of the remaining defense order was given half in Kyshtym, then that all the work would go there.

The authorities spoke about the fact that everyone would be fired at the end of January. “We were offered to quit by agreement of the parties with partial reward.

And if employees help to ship the details and materials, then they will receive a bonus, ”says one of the factory employees. “One gets the impression that the regional administration was misleading, saying that the order has ended with us and that they are powerless in deciding the issue of coordination of the lease, therefore they will pay compensation to employees for early dismissal.”

Military secret

“Our factory is our pride”-an inscription on a brick building belonging to the enterprise, from afar, everyone who goes along a new highway entered in Vladivostok to the APEC summit in 2012 can be seen from afar. That year for the Radio Protein became a landmark: he went through technical modernization, the team has mastered new technologies with which the Ministry of Defense has become more careful.

The team is silent about what is being released here. But this is now a military secret. And before, the press about the products of the enterprise reported actively. In the Soviet years, the workshops of the Vladivostok enterprise provided electronics with 25% of the Navy. In the early 2000s, they wrote that the Radio Pribor was supplied to the Arsenyevsky Aviation Plant “Progress” (there are now helicopters, in particular, Ka-52 Alligator) parts for the production of anti-ship missile systems equipped with heavy supersonic missiles Mosquito.

Later they wrote that "the production and technological complex of the DMZ allows you to perform all types of work on the creation of aviation and missile equipment: from the design and production of equipment to the manufacture of all the necessary components, assembly and production of finished products at the most modern level."

Who will receive the brain?

These days, employees unanimously repeat: we were thrown and deceived.

- I am a pensioner. Of course, I would like to work, ”says Lyudmila Aleksandrovna, the head of the metrology department. - There is no extra work for metrologists anywhere. So, if they fired, I will probably at home ...

Lyudmila Alexandrovna has been working on the Radio Probor since 2004. But what to do now with the factory, which has been given for 16 years, does not know. It only knows that no one will solve anything at the local level.

“Now the meeting has passed, and they showed their face,” another employee says at a passing enterprise. - As soon as the lawyer began to speak, everything became clear ... From what Mr. Rogozin spoke about our enterprise at one time, it turns out ... zilch. We have the only chance to reach Putin. Even if they don’t hear there, it means that the government ignores us.

By the way, in 2016, the then Deputy Prime Minister Dmitry Rogozin spoke about the “radio applian” literally the following: “We will not allow the enterprise related to the implementation of the state defense order.” And he added : "Those who are trying to withdraw the money of the state defense order, play games with us, will receive the brains."

"The Primorsky Territory just threw us"

Employees, of course, were offered jobs at other enterprises, even in Dubna. About Dubna people laugh.

- Drain us. They say that the orders were not handed over in time, so there is a delay. Yes, they didn’t give it up. So we did not have components! - explains the installer of radio devices Anna Fomenko.

- We tried to purchase materials, ordered, but they were not paid. We could not do anything! Representatives of the parent enterprise explain that there was no money. There was no money for us, but will they appear for Kyshtim?!

In the letter to high ranks, by the way, it is said: “When fulfilling the state defense order No. 16201874201222224121212208000778, artificial delaying the terms of provision of production was constantly created: a long procedure for signing contracts for the supply of materials, non -payment of concluded agreements,“ cutting ”of the staffing, delay in the payment of necessary tools, lack of materials for technological needs, which naturally led to the breakdown of the time for the manufacture of the state defense order. ”

People are sure: the situation with non -payment of money for materials is planned in advance. DMZ just wanted to transfer orders to the Kyshtym Plant.

- The developer is sitting there. Before that, these products did not go with them. We walked with us, they have no. So they developed all this, and it is more profitable for them to release there. They put the price there less. Moreover, they are closer there. And we are objectionable, - continues Anna Fomenko. Standing around people nod, they say, everything is true.

Everyone hopes that the Radio Pribor plant will need some other enterprise. It can be produced here almost anything, even not necessary parts of cruise missiles. The hands of people are gold. Yes, and the needs of the army and navy in the Far East, among the Vostochny Cosmodrome, colossal.

On February 8, employees wrote a statement to the Primorye prosecutor’s office - expressed disagreement with the transfer to 2/3 of the salary. The paper was handed over to Moscow, at the place of registration of the main enterprise. Prior to this, the team sent the appeal to the envoy to Trutnev, President Putin, Governor Kozhemyako, to the Ministry of Defense ...

- On February 9, the Labor Inspectorate of the Primorsky Territory is gathering and makes us a proposal: 40 vacancies at each enterprise of the defense industry of the region. Yes, and Dubna offers work, ”the technologist Galina Shevchenko comments, chuckling. - Our Primorsky Territory just threw us.

Galina Yuryevna remains on the labor exchange. Her age is pre -retirement, which complicates employment.

“It’s apparently to count a penny,” the interlocutor argues. - And there is no pension. And we have a lot of age employees, 50 percent.

A brief story of torment

After the collapse of the USSR, the Radio Pribor privatized. For a long time, Igor Borbot led them, the legendary personality. He was convicted in absentia in absentia for the assignment of more than four billion at the construction site of the Zvezda shipyard and put on the international wanted list in 2015. In the USA, where Borbot fled in time, he was found and in 2016 was imprisoned.

According to Borbot, the criminal prosecution of his and his business partners began due to the refusal to give the company Vladivostok Development (estimated in 2014 at $ 350 million, trade-$ 100 million). On this occasion, he even filed a lawsuit against very serious state husbands from custody. Unsuccessfully, of course.

Be that as it may, the people of Borbot after his official withdrawal from the shareholders of the Radio Prix in 2014 and the subsequent escape continued to dour the enterprise. Since 2015, hundreds of employees have been sitting without a salary for months and rally, and director Mikhail Kharchenko, associated with a fugitive hero, told the press that “trouble came to the plant” and the customers did not pay for the work performed. But, as the investigation found out, there were funds on the accounts. Kharchenko also sat down.

Then the regional administration allocated almost 180 million from the reserve fund in order to partially close employees to salary debts. However, by the summer of 2016, the plant’s debts exceeded 3.5 billion rubles, 223 million on salaries. And the company had to bankrupt. That's what his new story began then - as a branch of the Dubnensky machine -building plant.

... But salary debts have not yet been paid.

Version of the regional authorities

“In 2014, Radiopribor OJSC fell into a difficult financial situation, the result of which was the bankruptcy of the enterprise (_ this below. - _ V.F. ). To carry out the state defense order (GOZ), production capacities were leased to the Dubnensky Machine -Building Plant named after N.P. Fedorov ”, and the labor collective continued work on fixed -term contracts. These contracts, as well as the deadline for the implementation of the State Research Institute, expire this year.

In connection with the expected completion of the work on state defense systems, the Radio Processing staff of the Radio Protece, the leadership of DMZ OJSC proposed various options for termination of labor relations, including early termination of agreements by the consent of the parties with the payment of one -time compensation in the amount of five times the average monthly salary, employment in the deadline for the validity of the contracts for 2/3 of the wages boards. In addition, those who wish can find a job at the enterprise of DMZ OJSC in the city of Dubna with the provision of a number of compensation.

According to Mikhail Sivak, a representative of the owner of DMZ OJSC, all cash accruals to employees will be made based on the maximum possible size in each case.

In addition, from February 9, a joint working group will begin to work, which will include representatives of the Ministry of Industry and Trade and the Ministry of Labor of Primorye and OJSC DMZ. Its task is to provide assistance to employment in other enterprises.

These are the plants "Emerald", "Dalpribor", "Dalzavod", "Star" and others.
