Auditors found systemic violations in the repair of Novosibirsk roads and illegal expenses

Mass violations were detected during road repair in the Novosibirsk region. There is a threat of disruption of the project to bring the tracks into a normative state. The auditors also found illegal expenditures of budget funds.

The Control and Audit Chamber of the Novosibirsk Region checked the expenses of the regional budget for the repair and construction of roads in 2019–2020. The document was published by the social activist Evgeny Mitrofanov. According to Taiga.info, the report will be considered at a meeting of the Zavozhi transport committee on February 16.

“The length of local roads that do not meet regulatory requirements, according to Novosibirskstat, is 5481.3 km or 37% of the total length of the roads (an increase in the level of January 1, 2019 by 2185 km or 14.8%),” the auditors said.

The data by December 2020 indicate that the planned expenses for the regional project "Road Network" were used only by 82.1%. At 27 facilities out of 40, the deadlines were violated.

“Analysis of the timing of work at facilities [according to the program]“ Safe and high -quality roads ”(BKAD) in 2019 showed significant deviations from obligations adopted in the contracts. For state property, out of 12 construction and reconstruction objects, one termination of the contract occurred, four of the work was violated by four, out of 58 repair facilities, 35 were violated by the duration of work (from five to 146 days), - found out in the KSP. “For municipal property objects, the commissioning of the commissioning has been violated under four out of 42 facilities in Novosibirsk, at seven facilities in Berdsk, one in Iskitim and two in Ob.”

In the KSP, the regional government warned from the breakdown of the project to bring the state of roads to the “normative”. Recall that back in 2018, Russian President Vladimir Putin instructed to bring up to 70–80% of regional tracks to the “normative” state.

“There are risks that an indicator of an increase in the end of 2024 by the share of roads of regional and inter -municipal significance of the Novosibirsk region, which is faced with regulatory requirements, in their total length at least 46%, may not be fulfilled due to the fact that the main amount of funds (57.3%) allocated for the implementation of the BKAD for 2017-2020 was sent for construction and reconstruction roads, while only 42.7% for bringing public and inter -municipal significance to the normative state of the network of public roads, ”the auditors said.

The Control Chamber also checked the targeted nature of the expenses for 10 objects engaged in the regional GKU “Territorial Department of Roads” (Tuad GKU), as well as the Novosibirsk Municipal Institutions “Driving Construction Management” (MKU “UDS”) and “Customer Management for the construction of underground transport structures” (MUE “UzSPTS”).

The Novosibirsk "UDS" ordered the reconstruction of the road along Kedrovka Street in the Kalinin district of Soyuzdorstroy. Due to errors in the project, the maximum contract price was overpriced by 5 million rubles, auditors installed. Moreover, 25.6 million rubles were paid for work that were not provided for by the contract.

At the same time, the lanterns on Kedrova were put right on the sidewalks, the lawn was not made, the anti -corrosion processing of embedded parts of the supports of traffic lights was not done.

Even more claims arose to repair the road on Yadrintsevskaya Street, in the center of Novosibirsk. It was ordered by the MUP "Uzsps". The enterprise, led by Alexander Mysik, as the auditors found out, accepted and paid for actually unfulfilled work for 2.22 million rubles.

Moreover, experts remained unhappy with the quality of the road surface. The total cost of work performed in violation of regulations is estimated at 14.76 million rubles in three city facilities.

The independent deputy of the City Council Natalya Pinus has already asked the mayor to comment on the report of the regional KSP.

“She wrote to the mayor with a request to comment on the situation to the prosecutor's office with a request to realize measures of prosecutorial impact in relation to identified violations,” she said on Facebook.

“An analysis of violations and deficiencies established by independent control and checkpoints of the KSP indicates systemic violations of the work technology for contracting organizations, inadequate control by customers <...> about the acceptance of poorly completed work,” the auditors emphasized.

The KSP also drew attention to the fact that since 2017, at least nine objects ordered by the UDS MKU in Novosibirsk, significant claims arose. The coating was destroyed, the wells were seated, cracks formed on the sidewalks. Under municipal contracts there is a warranty period during which the contractor is obliged to correct the shortcomings at his own expense, but he is limited by four years - after that the repair lies on the budget.

On the roads in the areas of the region that Tuad ordered, pits, ruts, a crushing coating were found, and, for example, in the Moshkovsky district, the signaling columns were broken. In the Kochenevsky district, Tuad opened a movement along the overpass through the Omsk-Novosibirsk railway without the imprisoned conclusion of the inspection of the Gosstroynadzor.
