
For the weekend, as well as a week before, people in uniform, buses of the Russian Guard with a margin of seats and branded, already familiar in the city of bright orange fences, began to tighten in the center of St. Petersburg. A rumor went that the security forces are so preparing for the announced headquarters of Alexei Navalny's walk with hearts laid out with flashlights.

The scale of this preparation can be estimated by the situation in which the Russian Pedagogical University named after Herzen (RSPU) found himself. The university’s trouble is that it is not just in the center of St. Petersburg, but on the mesh embankment, next to Nevsky Prospekt. And just on February 14, the stage of the mathematics Olympiad for schoolchildren takes place there: 350 children (from 6th to 8th grades) will be forced to make their way to the building on the sink by 9 am, and after 17 hours they will want to return home. In order for young mathematicians to find themselves at the Olympics, and not in Avtosak, they were handed out by a copy of a letter confirming the purpose of the passage through Nevsky, from the vice-rector of the RSPU to the head of the Main Directorate of the Ministry of Internal Affairs in St. Petersburg and the Leningrad region. “With an explanation that this can be presented in case of something,” Boris Vishnevsky, deputy of the St. Petersburg parliament, wrote on Facebook, publishing a scan of letters.
“Soon we will all have to walk in the center of St. Petersburg with a confirmation of the goal, why are we going here,” he added in a conversation with the “new”. - I understand that the RSPU has nothing to blame for, they just want to protect children. But this characterizes the situation in which we now live, and paranoia, which has gripped power.

Even earlier, on Thursday, February 11, the vice-governor of St. Petersburg Alexander Belsky, who oversees domestic policy, suddenly stated on the air of St. Petersburg "Fontanka": "I do not see that people light flashlights, nothing bad." The phrase, which they began to quote outside the context, made a splash: Smolny announced the support of the action in honor of Navalny!

- What nonsense! -the vice-governor was indignant in a conversation with the "new" and repeated:-I said that I did not see anything bad in the fact that people are lighting flashlights. I did not speak in support of Navalny, do not interpret this way.
In fact, the vice-governor separates flashlights in honor of Navalny from flashlights on the day of all lovers, “a rather popular and famous holiday”, which someone wants to “attach himself” and “use for their own purposes”.
In a word, the Petersburg authorities reacted to the actions of the entrusted population on the day of February 14 with great suspicion.
True, it is not very clear what events the security forces expect in the city center.
The specificity of the historical part of St. Petersburg is such that in the collar-haired courtyards closed on all sides, you can walk with lanterns, candles, gas burners and any other lighting technology before turning on-this will still not notice this except the inhabitants of the courtyards. Or specially come to see this riot police. Unless someone not familiar with the features of St. Petersburg led the special operation. Or the support of Navalny was expected from those who settled directly on the palace - in the winter or in the building of the main headquarters.
I saw all this Petersburg a week ago, on Saturday and Sunday on February 6–7. Then the detachments of people dressed in the form of the police and the Russian Guard literally paralyzed their lives in the city center, blocking all the trips to Nevsky Prospekt and gloating the center with their fences and auto -zats. Nevsky was impossible to cross even on foot.
These were the first weekend after the shares in support of Navalny, held on January 23 and 31. But now unscrupulous demonstrators behaved even worse: they did not appear at all. And all these unfortunate ones in helmets, with fences and auto -zats, spent in the cold for two days, left the suburbs of sinking inconspicuously.

“The center was blocked, this violated the plans of a huge number of people,” notes Boris Vishnevsky. - At the same time, no one planned any public actions, there was no operational need for ceilings. And it is not known who should bear responsibility for this: the police nods to the administration, the administration - to the police, the envoy to those and others. No organization, including prohibited in the Russian Federation, took responsibility for these floors. Nobody!
It turns out that unknown persons either bought the form of the police in the military, or the unknown person called the police and introduced himself as an assistant to Patrushev?

-As for the law enforcement bloc-I do not know: it is possible that they had some kind of operational information.
The police also indicates the response of the St. Petersburg metro to the request of the Zachs.ru portal: on February 6, 2021, the lobby of the two metro stations were closed “at the request of the Main Directorate of the Ministry of Internal Affairs” in order to “ensure the safety of passenger transportation”.
Formally, in accordance with Article 16 of the Law “On Police”, the police have the right “to decide the head of the territorial body” to arrange a “numbness (blocking) of areas of the area”. In the list of circumstances in which the police are permitted, there are measures "to prevent and suppress the riots and other actions that violate the rights and freedoms of citizens." But the headquarters of Navalny riots did not plan for the weekend, moreover, he asked like -minded people to stay at home. Unless the “operational information”, about which the vice-governor of Belsky speaks, pointed to someone else, for example, supporters of power, and the police stopped disgrace.
The Law “On the Russian Guard” (Article 13) also says that “the military personnel (employees) of the troops of the National Guard has the right to cordon (block) of the areas of the terrain (water area)”. The list of circumstances word for word repeats the article of the law “On the Police”. Only the last paragraph states that the Rosgvardists still occupy the city not on their own initiative, but by decision of the official appointed by the "head of the authorized federal executive body in agreement with the federal executive body in the field of internal affairs." Simply put - the governor or the head of one of his committees in agreement with the head of the Main Directorate of the Ministry of Internal Affairs. Usually, police officers are guided by maneuvers, and the Rosgvardists are moving towards them into operational subordination.
The Main Directorate of the Ministry of Internal Affairs in St. Petersburg and the Leningrad region in response to the request of the St. Petersburg portal “SKS.ru” refused to admit that the overlap was the initiative of the police: “The decision to introduce the limits of the movement of the internal affairs bodies of St. Petersburg indicated in your request.”
At the end of January, the head of the press service of the Main Directorate of the Ministry of Internal Affairs in St. Petersburg and the Leningrad region Vyacheslav Stepchenko claimed that the police and fences in the city were not placed. “I have never seen a policeman with a fence,” he said. Soon, the headquarters of Navalny published a photo with a man in a form of a fragment of a metal fence.
But the streets were cordoned on February 6 and 7, you won’t argue with this, it saw a five-millionth city. And there were people in uniform there. In addition, unknown people took possession of not only gas stations with the symbols of the "Rosgvard", but also snow removal equipment, which was used not in profile - to overlapping the streets.

There are several settings. Firstly, it could be police, who for some reason wanted to have fun on Nevsky Prospekt. Then they urgently need to be charged under Article 286 of the Criminal Code of the Russian Federation on excess of official powers (taking into account the “use of weapons or special means” - up to 10 years of the colony) or, at worst, under Article 330 of the Criminal Code of the Russian Federation on arbitrariness (up to five years).
Another option is that the police really “decisions were not made”, as stated in their response to the request, they pursued a decision of some other authority. The Governor of Beglov did not take responsibility for such a decision. As the “new” deputy Vishnevsky explained, either the Smolny Committee on Law and Law Order, or Committee for Improvement, or the Transport Committee, could initiate the overlapping of transport communications in the city. The Zachs.ru portal sent them requests - and has not yet received a single answer.
Thirdly, these could be attackers, dressed in police officers and Rosgvardists. Then their actions can be qualified under Article 20.18 of the Code of Administrative Offenses of the Russian Federation (blocking transport communications). Boris Vishnevsky believes that the villains should be punished even more strictly - according to the Criminal Code.
“On Monday, February 8, I appealed to the Main Directorate of the Ministry of Internal Affairs in St. Petersburg with a request to institute criminal proceedings under the article of the Criminal Code of the Russian Federation ( “ bringing into the worthless vehicles or routes. ” -I.T. ),” said New Vishnevsky. - Let the investigation find out who did it, why, why it was necessary. I am not so naive to assume that the police and Smolny will support the initiation of criminal cases against themselves. But according to the results of the audit, I may at least find out who ordered to block.

And after a week, before the weekend, in the center of St. Petersburg, metal structures and people in uniform again appeared, and on the network - fresh photos that captured them. Toward evening, Friday found out that the security forces were gathered at the palace to reward. The speaker of the St. Petersburg parliament Vyacheslav Makarov decided precisely at this time and in this place to urgently give them diplomas "for personal contribution to the protection of public order and security of the city." The awarded, apparently, liked it so much that they remained on the square - and on Saturday morning they themselves began to look for which of the passers -by also “reward”, only with batons.
