In Vladivostok, 800 people gathered for an unauthorized event in support of the President - where the riot police “twisted” the opposition on January 31

All political actions in Primorye are prohibited, but some are less prohibited. On February 13, “Charging Champions” and the Flashmob “Putin is our president”, which has all the signs of an unauthorized rally, was held at the CSKA water station in Vladivostok on February 13. According to official figures, about 800 people participated - athletes, social activists, deputies, governor and children, but, unlike January festivities, this did not bother anyone. The same charges and flash mobs with slogans passed throughout the region.

The organizers of the action were activists of the Primorye for Sports movement, which is actively supported by Governor Oleg Kozhemyako. By the way, he often personally conducts charging on the embankment of a sports harbor and is in excellent physical shape. So on February 13, he became the headliner of the event, speaking to the audience from the stage. At the same time, the Government of the region and the administration of municipalities on official resources is described exclusively as “charging champions”, about the rally not a word. But in the field and in social networks, everything turned out to be more than obvious.

Charging, of course, was - with push -ups and jumps.

And after it - a political event with speeches and, so to speak, by a performance.

Participants in the flash mob in Vladivostok stretched a huge tricolor parallel to the earth and shook them, making a wave, under Gazmanov’s song “Forward, Russia”. The organizers said that in this way they supported Putin on the Internet, because there are many attacks on the president recently. And they assured that the audience was observed by the social distance and other restrictive measures. Although a rather cursory glance at any of the many photographs or videos from the rally to understand that this is crawling. Neither one and a half meters, nor masks on faces.

"Duck test" for a rally

Since 2004, the Federal Law “On Meetings, Raits, Demonstrations, Processions and Pickets” has been in force since 2004. Actually, these five types of open, peaceful and accessible public events in the document are described. There is no such concept of “flash mob” in it. Therefore, we will use the most common “duck test”. It will allow us to determine the obvious by external signs. “If something looks like a duck, swims - like a duck and grunts - like a duck, then this is probably a duck.”

The CSKA was taking place at the CSKA water station, and Kryakalo swimming - like a rally, and the speakers pronounced the words in support of the politician (Vladimir Putin).

For example, what the secretary of the Vladivostok branch of the United Russia party, deputy of the regional Legislative Assembly Alexander Shcherbakov, said. We quote from the video posted by him to open access on a personal page on Facebook.

“On the territory of our country are promotions and flash mobs in support of our president.

Moscow Region, Caucasus, Siberia, the central regions of our country have already joined the shares and flash mobs. I suggest that Vladivostok support and join the support of our president. Putin is our president! "

Even its participants do not express any doubts that this is a public event. Shcherbakov on a personal page describes what is happening: “Today in Vladivostok, charging with the governor and a flash mob in support of the President of Russia was held in Vladivostok. Thus, Vladivostok and Primorye joined the All -Russian Promotion of the support of the head of our state Vladimir Putin. ”

Some types of events - concerts, circus programs, sports - are allowed in the region.

Passion does not apply to political actions at the moment, so the flash mob was not and could not be authorized.

Recall that in Primorye there is a direct ban on public events. It is registered in the Decree of the Governor of March 18, 2020 No. 21-PG “On measures to prevent the distribution of a new coronavirus infection in the territory of the Primorsky Territory (Covid-2019)”. When rallies of protest are accelerated on the central square of Vladivostok, the security forces refer, including this document.

Recently, city deputy Natalya Kochugova (Communist Party) submitted a notification to the rally to the Department of Internal Policy in support of the victims of political repression on February 23. Firstly, she was refused, because the central square will be occupied by the holiday in honor of the Day of the Defender of the Fatherland. And secondly, they recalled the recommendations of the governor from this very decree.

Recall that at the end of December 2018, President Vladimir Putin, supported by charging today, signed amendments to the Code of Administrative Offenses. Since that time, the involvement of minors “in unauthorized meetings, rallies, demonstrations, processions or pickets, if this action does not contain a criminal act” is punishable by fines or arrest. 30-50 thousand rubles or 15 days - for citizens, 50–100 thousand - for officials, 250-500 thousand for legal. And indeed - a lot of criticism sounded to the “navalnists” precisely for involving children in politics on January 23.

In the photo from the “charging champions”, represented by the Primorye government on the official website, are children. In the video of Shcherbakov from charging and the so -called flash mob are children. In the same photos and videos from other cities and areas are also children. Both preschool children and junctorships brought to the event for Putin. Olga Romanova and Anna Kuznetsova, from the children's ombudsmen of the Primorye and Russia, was currently not received at the moment.

Although just two weeks ago, any presence of minors on political actions was commented on by them loudly, emotionally and negatively.

Moreover, on the eve of the “sports festival”, requests from coaches came to parental chats so that instead of morning training, children were brought for charge in the open air (at the disposal of the “new” - a screen from the chat section of the karate section).

Deputy of the Legislative Assembly of Primorye, communist Artem Samsonov on January 23 and 31 helped detainees at rallies. A week later, on February 6, he organized a meeting by a person at 100-150 with the requirements to give freedom political prisoners.

Commenting on the flash mob, Samsonov also contrasts the January rallies of today.

Dozens were delayed by people who left the ice. And then the court fined these people for 15 thousand rubles for participating in an unauthorized public event. In people, the police saw the signs of a rally in a round dance around the Christmas tree, but when the United Russia protrudes from the rostrum using the microphone, the police turn a blind eye. Like various kinds of social activists (in quotation marks) turn a blind eye to attracting children to political actions if these shares are held by United Russia. ”

Recall that, according to official figures, on January 23, 600 people visited a rally in support of Navalny, about 70 people were detained, of which 12 minors were detained.

According to the results of an unauthorized political event for 800 people with the participation of minors, no one was detained on February 13. There was no riot police either.
