
The assessment procedure includes verification of the technical (commercial) documentation of the entrepreneur, the study of products in an accredited laboratory, and when checking serial production, also an inspection of production. Such actions are designed to prevent harm to the health of consumers and misleading them with unscrupulous businessmen.
The profile technical regulations 007/2011 prescribe that new (previously not worn) clothing for children, which is issued in the EAEU markets, is subject to mandatory verification of conformity. This rule applies to products from the following types of material:
natural fabrics and synthetics; non -woven material; genuine and artificial leather and fur.
The requirement for a mandatory evaluation also applies to shoes and leather products.
Checks are not carried out in relation to goods that are designed specifically for athletes or theatrical performances. They are not required for the sale of used products and products sewn on an individual order (for example, private tailors).
In the course of assessment procedures, the documentation of the entrepreneur is studied. Manufacturers provide technical conditions, STO or GOST (if it acts for these products). The suppliers require an import contract with applications. The examination of the goods in the laboratory is necessarily conducted. During the testing, the composition of the material, the migration of toxic components, the presence of smell, biological and mechanical safety indicators are checked.
The passage of inspections is a prerequisite for legal marketing in the customs union of domestic and foreign goods. His non -compliance entails administrative responsibility for the violator under Art. 14.43 Administrative Code of the Russian Federation. The entrepreneur is fined, additional punishment measures are possible: the confiscation of products and the “freezing” of the company for a period of up to 90 days.
The type of document that is required for certain wardrobe items for children depends on their functional affiliation and age of consumers. These parameters are determined by the manufacturer in regulatory documentation. The following options for confirming conformity of goods are possible:
For products 1 layer.
This category includes things that are directly in contact with the skin of the consumer: T -shirts, T -shirts, underwear, etc. If they are made for children from 3 years old, then a certificate is issued for them. Otherwise, the entrepreneur undergoes state registration and declaration.
For clothes 2 layers.
This class includes goods that are worn on 1 layer, with a lining share of no more than 40%, for example, jumper, trousers, skirts, etc. In relation to such items, for all age groups, mandatory certification is provided.
For products 3 layers.
These are things with a lining share of 40%, which have minimal contact with the skin of the child (down jackets, coat). If they are intended for users up to 1 year, certification is carried out, in other case, mandatory declaration is provided.
In addition to compulsory documentation, the entrepreneur has the right to issue a voluntary certificate. It confirms that the company complies with the requirements and standards that are recorded in its technical documentation. Its receiving the company helps to stand out among competitors, declare its advantages, gain access to wholesale contracts, or start cooperation with large retail chains.
The certification process is built in the following order:
The client sends an application to the selected certification center. During the consultation, the necessary documentation is determined, a certification plan is determined, an agreement is concluded. Further, the entrepreneur sends the requested information to clothes and its manufacturer, organizes the exit to the production for the audit (required when evaluating serial release) and the selection of goods for examination in an accredited laboratory. After the measures carried out, test protocols and acts of production control are drawn up, on their basis, a conclusion is drawn on the degree of compliance with the products with the established standards and standards. With positive results of the audit, permits are drawn up and recorded.
A compulsory certificate (declaration) for clothes for children is issued for serial production (from 1 year to 5 years) or for one batch (the period of its action is not set). The SGR is issued for five years. Documents are accepted throughout the EAEU space, and not just in the country of receipt. A voluntary certificate is provided for a period of 1-3 years and is valid only in Russia.
