The head of Chechnya, five years ago, “punished” the prisoners-sades from IK-1. And they don't know

The Chechen News Agency "Grozny-Inform" revealed the name of the hero "Torturing Video", obtained by lawyers of the Public Verdict Foundation (included by the Ministry of Justice in the "Register of Foreign Agents") and published by the "New" this week. An interesting detail. In their publication, Grozny-Inform emphasizes: “People who illegally tortured a native of the Chechen Republic were punished precisely because of the intervention of the head of the Czech Republic”-thereby making it clear to their readers that there are those people who are torturing natives of the Chechen Republic on quite legal grounds.

The New Gazeta is forced to disappoint the readers of the Grozny-Inform agency. Firstly, torture is illegal a priori, whoever performs them. Secondly,

None of the torture participants against their fellow countryman TsAGALAEV still has been punished for participating in this crime.

We are closely following the events in IK-1 of the city of Yaroslavl, we know the names of all participants in the event regarding Tsagalaev, as well as their fate after that record. Most of them continued to work in correctional institutions of the Yaroslavl region. None of them became a defendant in the criminal case after what happened. Moreover, the lawyers of the “Public Verdict” claim that even no inspections - including at the request of Kadyrov - by the investigating authorities for this event. What casts into question the very fact of a request from the Chechen chapter regarding the fate of Adam Tsagalaev. The hope that the jailers would receive deservedly appeared only now that after the publication of the recording, the Investigative Committee opened a criminal case.

“The journalists of the Grozny-Inform agency called me, asked some kind of childhood questions.

“Why did you decide to turn this matter when five years have passed and Tsagalaev himself did not ask for this?”;

"Can Tsagalaev count on compensation?" I replied that the crime recorded in that record is a socially dangerous act that it should be investigated, regardless of whether Tsagalaev himself considers it necessary to investigate it. To initiate a case for such a crime, even a statement of the victim is not necessary. As, for example, there are no statements from relatives of the murder murdered case to investigate. Although Tsagalaev himself, by the way, was not against the investigation, he only asked to hide his face and change his name in the publication. As for compensation, then it is possible only after a court decision, if it is indictment. None of my words "Grozny-Inform" took into his publication. "

Recall, on February 23, “New” published two previously unknown records from the IK-1 DVRs of the city of Yaroslavl. Records dated 2016 and 2017. The hero of one of the notes was Adam Tsagalaev, whose name now sounds open. In the second entry, the jailers are trying to be a Georgian citizen Vazha Bochorishvili. He died less than a month after the torture experienced.
