
In the 90s of the XX century, Angus Maddison published its famous tables: the British statistics brought data on the gross product and the population since 1820 of all the available statistics of the countries of the world. Data aggregation showed that there are two trajectories of countries - trajectory A and trajectory B, resembling the first and second cosmic speeds. Of course, all countries are moving and developing. But some go on a low pace, if you look at long periods, and although they can make big jumps, but then - the same large falls. And other countries, perhaps not distinguished by high annual pace, develop significantly faster. And the gap between the countries of the trajectory B along which the majority moves, and the trajectories A, where there are about 35 countries, is increasing all the time.
Researchers of North, Wyingast and Wallace conducted a deep comparative study of the history of England, France and the United States of America, which are storage countries, countries that have reached a special development trajectory. Maybe the most important conclusion of this study is the discovery of boundary conditions - criteria that separate one social order from another and with a change of which 50 years of pure time, leading to a high trajectory begin.
There are three such boundary conditions.
First. In countries of the so -called open social access, the elites write laws for themselves, and then extend them to the rest. In countries of limited social access, everything happens the other way around - elites write laws for others, and make exceptions for themselves.
Second. In open access countries, the elites do not make organizations for themselves, neither political, nor commercial or non -profit. And in the countries of limited access, the organization, as a rule, is personalized and “sick” and “die” along with their creators.
Third. The question of the control of violence, always the most important for elites, is decided differently: in the countries of open access, the elites collectively control the instruments of violence, and in the countries of limited access, elite groups divide the instruments of violence among themselves, thereby turning them into instruments of political and economic competition with each other.
The picture of the formation of the effect of the ruts, the problems and the possibility of overcoming this effect are reflected in historical and interranial research of economists, for example, asemoglu and Robinson (Acemoglu, Robinson). In general, the picture can be presented like this: most likely, the moment of the appearance of two trajectories of world economic development is associated with the shock crisis of the XIV century. “Black Death” - the catastrophic epidemic of the plague in Europe - led to the loss of almost a third of the population, mostly urban, and put a number of European countries, including our country (the plague came to Moscow in 1353), to the brink of death. In search of the release of the elite in Western and Eastern Europe, various institutional solutions were found. It was at this moment that the situation of institutional choice arose and errors of institutional choice were made.
In Western Europe, based on the fact that the human resource is scarce, and frightened scattered people should be somehow involved in work, persuaded to engage in agriculture and other types of activities, the institutions of the institutions laid the economic logic of stimulation: the provision of a field, or part of the crop, or some rights and freedoms.
In Eastern Europe, not only in Rus', but also in Romania and in the eastern lands of Germany, they found another institutional decision: by the power of the state, to secure a scarce human resource for non -combined land resource. And in this way the institutional couple “autocracy - serfdom” formed, which, of course, ensured economic activity, but also created serious obstacles to subsequent economic development.
Renaissance, a new time, industrial revolution and modern capitalism, later grew out of the first decision. From the second, the trajectory has formed in which there are now a large number of countries. And it turned out that jerks on this path are possible, but they do not lead to a sustainable result and often end with a decline and return to the point from which efforts began.

But back to the Russian situation. The consciousness that Russia fell into this kind of historical and economic trap was naturally connected not with an understanding of the mechanisms, but with understanding the consequences of the country's lag. Institutional reactions to the growing lag, to the need to catch up with the leading countries, so as not to lose the share of sovereignty or sovereignty in general, in our country were manifested in three ways. From the point of view of institutional theory, this is best described using the curve of the institutional capabilities of Simeon Dyankov, where the left side of the curve is associated with one type of costs (dictatorship costs), and the right one - with a different type of costs (costs of disorder). Various options for institutional attempts are somehow located on this curve.
The first option is a breakdown option. A jerk that is based on the accessible tools, and

At the same time, he built industry in the Urals, founded not on hired work, as in Western Europe, but on the attributed fortress peasants. It was with the use of these tools, having restored the consolidation of people in the collective farm system twenty years after the remnants of serfdom were canceled in the Russian Empire, the USSR made a mobilization and modernization breakthrough, which led the country to one of the most prominent provisions in the global situation.
These jumps were performed with the help of the symbiosis of autocracy and serfdom. The object of an economic jerk is the two most elastic factors: labor and land. The exhaustion of a person and the supervision of land resources, including all types of natural resources, including minerals, becomes a way to jump into a high trajectory. But as a result, as a rule, the most subtle and most valuable resource - human potential. Each time, such a jerk leads to a fall in the population. And the assault ends on this, mobilization is replaced by demobilization. Often, the country begins to slide after that, losing the results that were achieved during a jerk.
The second option, which, in fact, we must talk about the efforts of Mikhail Sergeyevich Gorbachev and perestroika. This is an attempt to go through another part of the curve of institutional capabilities, moving away from the institutions of autocracy and serfdom, and using a person not as an object of coercion and super -operation, but as a subject. Of course, this is fraught with an increase in the costs of the disorder, including the loss of some of the usual institutions, and sometimes the loss of the state. There were several such attempts throughout Russian history.
The first of them is very important - these are the “great reforms” of Alexander II, which the main, turning point had the abolition of serfdom, and then a series of institutional transformations, which eventually gave very good economic effects in the end. The political effects were more contradictory.
The second attempt is the post-Stalin transformations carried out by the leadership of the USSR, led by Nikita Khrushchev, where again the turning of the prisoners from the camps and the condemnation of the cult of personality became the turning point. Within the framework of this attempt, there were also undoubted achievements, because often the seeds are often sown before in the conditions of liberation: the first satellite, the first cosmic flight of a person, success in other technological directions, the impressive take -off of culture, the transformation of the USSR into a social model for many states, which was also reflected in the phenomena of the Cuban Revolution. All these facts are manifestations of the results of the second attempt.
The third attempt is perestroika, 1985-1991. In all three attempts there are some common features. Undoubtedly, there was a turning point in a social point related to the liberation of the peasantry or prisoners of camps, or with the democratization and liberation of people from ideological restrictions. Of course, there were attempts at institutional transformations, sometimes strange. For example, the zemstvo, which now seems to us a natural phenomenon, is unlikely to recognize the same in the 19th century: an enlightened Englishman would go crazy with this attempt to combine autocracy, estate and civil society. But this was done. Because on the way to an unknown one often has to use unexpected tools, and the modern institutional theory understands them as intermediate institutions. But not any intermediate institution brings success.
Gorbachev time. Cooperatives, a strange election system (the first free elections, and, I think, over the past decades-the most free elections) into the Supreme Soviet of the USSR-this is also a kind of institutional search on the basis of the idea of freeing people and attempts to turn a person from an object of pressure from autocratic and consumer institutions into a subject of creative and economic activity.
If you return to the curve of institutional capabilities, then the risks associated with both the first version of the jerk and then the undermining of the human potential, and with the second option with complex and strange transformations fraught with riots, dictated the possibility of the third option, which, generally speaking, is prevailing in Russian history. The vast majority of Russian rulers should be attributed in modern terminology to the leaders of "stagnation". They proceeded from the fact that “the curve will take out” that random circumstances - turns of world history, changes in prices for certain resources - will allow Russia to maintain its significant position in the world, and to them to maintain its power. Back in the XVIII century, Field Marshal Minich expressed this idea extremely clearly, saying that there is no other explanation of the existence of Russia, except that God directly controls this country. True, the answer to this maxim was the famous phrase of Peter Chaadaev, said 50 years later, that God came up with this country in order to show the others how to live ... But we will not discuss the crafts of God and return from the many rulers of stagnation to those attempts that were committed seriously. Because, besides these attempts, falsestarts were also seriously. For example, in Catherine II and Alexander I. Catherine II began with reforms and a “set commission”, but after the peasant war, known as the “Pugachevshchina”, she turned onto the stagnant line. Alexander I repeated the movement of his grandmother and, starting with the projects of Mikhail Speransky, after a collision with Napoleon returned to the usual congestive line.
Why did Mikhail Gorbachev not decide on imitation and Falstart, not on the usual role of the leader of “stagnation”, but on an extremely risky historical turn? And the risks, we recognize now, were really very serious and led to serious consequences. Is it possible to assume that he accidentally found himself at the head of the country during this historical turn? I don't think this is so because
The decreasing resource of the USSR made it possible to continue the “stagnant” management for a long time. We can say that oxygen, if not moving, would have been enough for a couple of decades.
But if you make a breakthrough, then, of course, there was not enough oxygen. And Gorbachev repeatedly said that this is an object of conscious choice, and the choice, which, in my opinion, was at the level of the best ideas of his time.

For me, the fact reported by Mikhail Sergeyevich in his biographical books is that when he went to the dormitory of Moscow State University in Stromynka to the room where Raisa Maksimovna and three other girls lived, three more people went to the same room: Mamardashvili, Zdenek Mlynarzh and Yuri Levada. Young Mikhail Gorbachev, a rural machine operator, who reached graduate school of the Faculty of Law, was in competition with the three largest future intellectuals in Europe. And when I asked Mikhail Sergeyevich about this, in my opinion, a very important fact, the president was very revived and told me:
“Do you know how the girls burned with the girls when Mamardashvili told them about Marx's“ Capital ”?” I thought: "I will read it all and understand!" And then I realized that they read forbidden books, and began to read forbidden books.
Apparently, it was then that the human potential was manifested, which was then realized in the captain of perestroika. And Raisa Maksimovna, in this participant in competition, saw a person who is able to become the first president from the last Secretary General.
Now it's time to talk directly about the third attempt, and what is possible and what could not be done within the framework of this phase of historical turn. If you use what has been developed by the current institutional theory and that the participants in the perestroika in the 80s did not know, then some of the prerequisites were quite good. For example, if we look at the boundary conditions of the social order mentioned above, the three boundary conditions that separate one order from another and denote a long exit path to high growth results, then two out of three were provided to Gorbachev.
The USSR was a country of depersonalized organizations. Lenin died - the party lives, Stalin died - the party lives. And also trade unions, Komsomol and so on live. This did not arise thanks to someone's good thoughts, but became the reverse side of the repressions of the 30s. When the head of the organization can be removed from the office at any time, it is hardly worth personalizing the organization and adapting to the personal properties of the head. And this has become the norm. The norm, which, from the point of view of institutional theory, is useful for movement.
Control over violence is the achievement of post-plain times, when members of the Politburo realized that it is extremely dangerous to provide their competitors with any power services in personal control. That is why the Marshal of the Victory Zhukov was completely eliminated from public and political life, because one person should not have such an influence on the Armed Forces of the Soviet Union. That is why a system was created briefly described by the phrase “the Central Committee does not duplicate, the Cheka does not chip”, and I must say that this system worked at all levels. Because in order to arrest a party member, it was necessary to solve the party committee. Thus, the second boundary condition - in a specific Soviet version - was not observed. By the way, now we do not have this achievement, as well as the first condition. In today's Russia, neither one nor the other is provided. However, in the 80s, these conditions existed, and Mikhail Gorbachev, in essence, had to solve the problem with the third boundary condition: to start writing laws for himself in order to spread them to the rest. It seems that this was very good for them, and the attempt to hold congresses of people's deputies, when the whole country listened and discussed the adoption of new laws for itself, was very close to the goal that is now seen, 35 years later, as a correctly set goal. From this point of view, the starting conditions were correct, it seemed correctly determined the direction of the main blow. Why didn't it work?
Here we must return to the question of the resource of historical time, because in the theory of institutional changes, the solution to this problem - the problem of the track - requires significant historical time. The resource of historical time can be ensured either by material savings or the presence of a spiritual resource. By that time in the USSR, the material accumulation was already quite bad. The optimal points for transformations were missed-first in the 60s, then in the 70s. Именно в 60-е годы, в момент лидерства нашей страны в мировом технологическом развитии, можно было приступать к институциональным преобразованиям и совершать поворот. Но это не было сделано: косыгинские реформы были отвергнуты, ставка была сделана на ренту от самотлорской нефти, и страна ушла в глубокий убежденный застой. Но в 70-е годы была совершена еще одна ошибка, потому что мировая конкуренция с Соединенными Штатами Америки была проиграна, на мой взгляд, в результате того, что СССР не реализовал тот симбиоз с растущей китайской экономикой, который был возможен, а США реализовали этот симбиоз. С середины 70-х годов и до середины нулевых в мире практически действовала симбиозная американо-китайская экономика. Финансовые и инновационные ресурсы Америки были приложены к трудовым ресурсам и гибкому авторитарному управлению Китая. Одолеть этот тандем СССР не мог ни при каких обстоятельствах. Поэтому экономическая гонка к 1985 году была проиграна, и этого ресурса для организации поворота не было.
Теперь о ресурсе духовном, ресурсе доверия. Третья попытка в этом смысле, по сравнению с первой и второй, начиналась в чрезвычайно трудное время. У Александра II был значительный запас легитимности. У Никиты Хрущева был значительный запас идеологии, которая еще не была полностью отвергнута страной. Тот же Дуглас Норт отмечает, что идеология является чрезвычайно важным культурным ресурсом, который позволяет решать так называемую проблему безбилетника (уклонения человека от участия в общих делах), облегчает достижение консенсусов и так далее. Это было в 50-60-е годы, но уже не было в годы 80-е. Поэтому доверие не могло быть обеспечено накопленным культурным ресурсом, легитимностью самодержавия или коммунистической идеологией. Его нужно было искать во взаимодействии реальных стейкхолдеров.

Михаил Сергеевич Горбачев в течение семи лет показывал, на мой взгляд, чудеса искусства политического маневрирования — находясь практически непрерывно в меньшинстве,
он обеспечивал все же определенную линию движения страны. Но основную проблему с элитами и населением — проблему доверия — Горбачеву решить не удалось. Важно понять почему, потому что это относится не только к его личным неуспехам. Поскольку в преодолении эффекта колеи не меньшую роль, чем создание промежуточных институтов, играет культура, то важно понять специфику культуры, в которой приходится действовать реформаторам.
В России почти никогда не существовало консенсусного проекта будущего. Россия 200 лет разделена спорами западников и славянофилов, социалистов и либералов по поводу того, кто такой «русский человек»: общинник или развивающаяся личность, индивидуалист или коллективист. Мы теперь можем говорить о некоторых основаниях решения этого спора. Исследования последних лет — как мировое исследование ценностей World Values Survey, так и наши собственные исследования Российской венчурной компании, Института национальных проектов и Центра стратегических разработок, — позволили дать ответ на этот вопрос. Россия находится на мировой медиане между индивидуализмом и коллективизмом. При этом это не сочетание индивидуализма и коллективизма — в каждом из нас.
Полевые исследования показали, что страна разделена на индивидуалистов и коллективистов. В мегаполисах преобладает индивидуализм, за Уралом преобладает индивидуализм, нарастающий к Сахалину. В Поволжье, в Южной России, Центральной России, за исключением мегаполисов, — зона коллективизма.
Коллективизм и индивидуализм имеют свои особенности, свои плюсы и минусы. Но они генерируют практически противоположные запросы к власти, потому что индивидуалисты хотят свободы, демократии, предпринимательства; коллективисты хотят гарантий, стабильности и социальной справедливости. Причину такой двухъядерности российской экономической и политической культуры, которую великий Самуэль Хантингтон (Samuel Huntington) считал результатом петровских реформ и того, что после них страна стала «разорванной», на мой взгляд, надо искать гораздо глубже. Потому что тот же Хантингтон, определивший Россию как стержневую страну византийской цивилизации, правильно отсылает нас к более глубинным основаниям цивилизации, потому что противостояние Новгорода и Москвы — это допетровская история. Соединение восточных культур с римскими институтами не имеет никакого отношения к деятельности Петра Великого. Эта линия чрезвычайно давняя, долгая, и противостояние индивидуализма и коллективизма создает очень трудные, а иногда невыполнимые условия реформирования, потому что часть общества требует немедленного преобразования, а часть общества его совершенно отвергает. Именно поэтому медленный темп преобразований, попытка действовать «медленно, но неуклонно», как выражался Александр II, привела к тому, что именно Царь Освободитель был убит представителем свободомыслящей публики.

Думаю, что политическое чутье позволяло Михаилу Горбачеву видеть эту проблему. И план некоторого социального контракта, то есть обмена ожиданиями между властью и группами населения, был предложен Горбачевым. Фактически это социал-демократия: сочетание свободы и справедливости. Свобода была бы принята крупными городами, а справедливость — достаточно устойчивая ценность в стране. Но ведь важно не провозгласить идею, а ее операционализировать. Мне кажется, главный неуспех Перестройки состоял в том, что у нее, в отличие от предыдущих двух попыток, не было плана. Первая попытка, попытка Александра II, была совершена на основе длительного и хорошо подготовленного плана, об этом прекрасно написал Яков Гордин, упоминая «героев поражения» — ту часть элит, которые, переживая поражение своих друзей и товарищей во время Декабрьского восстания 1825 года, тридцать лет готовили реформы, которые были вручены после смерти Николая I его наследнику.

Там не было столь длительной подготовки плана трансформации, но там было общее осознание послесталинским Политбюро необходимости перемен, оно возникло еще при Сталине и вытекало из кризиса ГУЛАГа. Неслучайно именно Лаврентий Берия стал основным автором и инициатором достаточно радикальных реформ, которые Никитой Хрущевым были реализованы, видимо, в гораздо меньшем формате, чем предполагались.
В годы, предшествующие Перестройке, элиты не подготовили никакого плана трансформации. Что, скорее всего, объясняется полным выветриванием идеологии. Тем, что Дуглас Норт считал настолько же закономерным, как и положительное воздействие идеологии на развитие на предшествующих фазах.
Не было и хороших предложений по промежуточным институтам. Нынешние упреки в том, что Горбачев мог применить и не применил то, что в это же время делал Дэн Сяопин в Китае, мне кажутся очень малоосновательными: украсть чужой план преобразований невозможно по причинам историческим и культурным. Во-первых, Китай совершал совершенно другой переход — от аграрного общества, от большой деревни. Этот переход был совершен при Хрущеве, а не при Горбачеве. В этом смысле Политбюро ЦК КПК реализовывало идеи советского производства, следуя тому, что предлагали противники Сталина в Политбюро ЦК ВКП(б) в 20-е годы: «ситцевую индустриализацию» и призыв к крестьянам: «Обогащайтесь!». Рыков, Бухарин, Угланов, Томский — вот авторы некоторых китайских реформ. Китай прекрасно изучил опыт СССР, нашел правильную линию, которая не была реализована в Советском Союзе, и ее реализовал. Но невозможно в этом смысле учиться у Китая, потому что он проходил фазу, которую мы уже неправильно прошли в предшествующие времена. И, конечно, важны культурные особенности. Потому что, если бы мы применили промежуточные институты вроде пожизненного найма, как в Японии, чеболей, как в Корее, или поселкового предприятия, как в Китае, вряд ли мы имели бы не то что успех, но хотя бы понимание, что это такое. Это достаточно точно выразил один из идеологов горбачевских экономических реформ, академик Абалкин, который на предложение использовать китайские методы реформирования, сказал: «Где же мы вам найдем в Советском Союзе столько китайцев?!».
Фактически исторические условия для успеха поворота были, ресурса — и прежде всего ресурса исторического времени — не было,
и что из этого получилось? Михаил Михайлович Жванецкий в конце Перестройки сказал очень мудрую вещь, которую, может быть, тогда мы и не понимали: «Те, кто хочет получить всё и сразу, получают ничего и постепенно».
Исторический поворот упирается в проблему: необходимо одновременное изменение культуры, политических и экономических институтов и наличие исторического времени для такого изменения.
Что остается от попыток поворота, которые исторически должны считаться неудачными, поскольку страна возвращается в колею? Можно ли сказать, что они были совершенно бесполезны? Нет, конечно, потому что от первой попытки остались земства и суд присяжных. От второй — острое и могучее чувство вышедшего в космос человека из страны, которая рвется в будущее, что отражено и в книгах, и в фильмах, и в картинах. От третьей — ощущение, что глобальный мир на Земле возможен, что можно жить без страха войны, страна может быть свободной и даже может быть справедливой.
Конечно, попытка достичь этих целей и ее результаты есть ответственность автора идеи, лидера Перестройки Михаила Сергеевича Горбачева. И те издержки беспорядка, которые привели к потерям, в том числе к потере Советского Союза, это тоже ответственность Горбачева. Он пошел на риск большого и необходимого стране поворота, и поворот не удался.

На одном из юбилеев Михаила Сергеевича мой покойный друг Арсений Рогинский, глава «Мемориала», любимый ученик замечательного ученого Юрия Лотмана предложил нескольким людям, присутствовавшим там, друг другу высказать, за что мы уважаем Горбачева. Каждый из нас высказался, и я тоже, но важно то, что сказал Арсений: «Я не знаю другого такого исторического примера (а в знании истории мало кто мог тягаться с Арсением Рогинским), чтобы крупный государственный деятель жил в потоках ненависти и клеветы, упорно дожидаясь признания своих результатов в своей собственной стране».
Это очень правильно и очень важно. И я думаю, что общественное признание к автору Третьей попытки великого исторического поворота должно прийти. Иначе о четвертой попытке не стоит и мечтать.
