About 600 large families in the Samara region are ready to defend their right to the promised land plots

Since 2019, the administration of the Krasnoyarsk district of the Samara region distributed land to large families in the village of Kirillinsky. Two years later, the families found out that they could not use the sites, since they fell into the seventh zaerodrome zone of Kurumoch airport. Despite the prohibitions, large families are not going to give land.

On February 27, a meeting of the initiative group was held in the village, which was attended by local media and assistants to the deputies of the Samara Provincial Duma from the Communist Party Azat Tuimasov and Alexander Sorokin. After the meeting, officials sent an appeal to the governor of the Samara region and State Duma deputy Leonid Kalashnikov.

On March 2, the Investigative Committee of the Samara Region took up a preliminary investigation on the fact of violation by the administration of the Krasnoyarsk district of the rights of large families.

The correspondent of Novaya Gazeta visited the meeting of the initiative group in Samara.

"We will not give our land"

Yesterday morning in the Samara branch of the Communist Party, a meeting of the initiative group with the deputy of the Samara Provincial Duma Alexei Leskin and his assistant Azat Tuymasov was held.

“Two years ago, the administration of the Krasnoyarsk district began to distribute land in the village of Kirillinsky,” said Marina Bochkareva, a representative of the initiative group. - We calmly designed all the necessary papers, began to be built. Money invested considerable in their plots. The documents stated that there were no encumbrances because of the Aerodomonnaya Zone. Only in February of this year did we find out that our sites fell into this zone. We learned about this by accident - from the neighbors who were refused to register the site.

According to the audience, a special commission worked, through which people themselves chose plots. From 2019 to 2020, everything took place without problems, for a month the MFC issued a statement of property.

“In February 2021, without warning, they made us hostages of the situation,” Tatyana Yuldasheva, a member of the initiative group, says sadly. - Not only large families were injured, but also those who bought plots.

- Our neighbor was then invited to the architectural department of the Krasnoyarsk district. At the meeting, the phrase sounded:

"You are building, and then we'll see." And this says an official! - Bochkareva is indignant.

The audience is sure: the district administration does not seek to solve the problem or offer an alternative, does not come to contact with families. To the question about the actions of the authorities, people react emotionally.

“At first, officials said that the issue is being resolved,” explains Marina Bochkareva. - But we were not informed of any terms, responsible persons and decisions. March has come, there is still no official answer.

“First they give out the land, and then they say to sit quietly and not to inflate the scandal,” adds Rumiy Zzhigin, a mother of many children.

Bochkareva recalls that there is a federal law of July 2017 (135-ФЗ) related to the Aerodrome zones. The administration had to take it into account. It turns out that three years after the adoption of the law and the establishment of zones to large Samara families, plots were still issued. Have you slept the law?

Representatives of large families are afraid of fines and demolition of built houses due to the negligence of the district administration. They ask the same question: what to do? Where is the support of large families promised by the state?

- And if we started to be built? For three years, we need to register plots, get a building permit, otherwise there will be fines? - asked Marina Bochkareva.

- Not only fines, the administration will easily demolish all buildings. It will be celebrated as self -building, and all on this, ”answers the deputy Leskin.

“For example, we have a bathhouse,” the woman says nervously in a gray jacket. - Until 2020, they received papers for her.

But what to do with the house? Invested millions of rubles. There are 600 large families. Where is the support? Why then were gas and electricity partially carried out in the village?

The gathered emotionally support her, this is the headache of each of them.

Large families decided to contact the prosecutor’s office, while waiting for the results of the audit of the Investigative Committee. It is clear that they will not retreat just like that - they put too much into a dream of a house for a large family.

- Maybe we will contact the Federal Air Transport Agency? - Tatyana Yuldasheva offers hope with hope. -Someone must answer us! We are building for children. We invest a lot of money in the ground, because there is responsibility and understanding that we are primarily parents.

“If we had not wanted to live in Kirillinsky, then we would have gone without problems,” the woman in a gray jacket complements her. - But since they chose this place, let the administration understand that we need this land. We will arrange a rebellion for them, but we will protect our right.

Azat Tuimasov evaluates the prospects of requests not so optimistic: he is sure that there will not be a chance to agree with the Federal Air Transport Agency, but there is no chance of obtaining a building permit. This situation can only be changed at the legislative level.

The meeting is completed. Participants from the initiative group are congratulated on the upcoming International Women's Day. But will there be a holiday for them on March 8, if their families are threatened with fines, and the houses - demolition? This year they are waiting for gifts more serious than traditional appeal from the governor.

Land plots formed and provided within the framework of the State Program of the Samara Region “Formation of land plots for providing citizens with three or more children in the Samara region for 2015–2021” fell under the restrictions of the Aerodrome zones, within the boundaries of which the construction is prohibited or limited depending on its purpose and technical parameters.

In some regions, entire cities and settlements fell under the restrictions of the seventh zone, making it impossible to build housing not only on the outskirts, but also in the center of cities. It is worth noting that at the level of the federal Cabinet, they are aware of the acuteness of the problem.

In the Samara region, a regional Ministry of Transport on the issue of the Aerodrome territory held joint meetings with the Volga MTU of the Federal Air Transport Agency, the Ministry of Construction of the Samara Region, and the administrations of the Krasnoyarsk and Krasnoglinsky districts. Based on the results of the meetings, an appeal was sent to the Kurumoch International Airport to amend the project of the Samara Aerodrome (Kurumoch) in terms of reducing the area of ​​the Aerodrome territory.

To date, the Kurumoch International Airport has concluded an agreement on adjusting the project of the Aerodrome Territory. A package of documents for making changes to the technical task is being prepared. ”
