In early February 2021, the employees of the Department of Military counterintelligence (DVKR) - one of the most classified departments of the FSB - set the task of "identifying the real picture of support" of the opposition policy Alexei Navalny. At the end of February, the protesters summary, which included the DVKR calculations, began to circulate in the FSB of Russia. Typically, such newsletters concerned the achievements of the special services in the fight against terrorism or extremism, but the new document was devoted only to the events of two days in January, when promotions were held throughout the country in support of Navalny.

Earlier, several employees of the Ministry of Internal Affairs have already announced in social networks about their support for protests.
