
Moscow became a leader among the Russian regions in the number of identified cases of bribery last year, in an interview with RIA Novosti said the head of the department for the implementation of the legislation on counteracting corruption of the Prosecutor General Baldin. Among the leaders in corruption were also Tatarstan, Stavropol Territory, Moscow Region, Bashkiria and Krasnodar Territory, Chelyabinsk and Rostov regions, the Republic of Dagestan and the Perm Territory.
According to Baldin, the least bribes in 2020 were registered in Chukotka, in the Jewish Autonomous Region, Mari El, Adygea, Ingushetia, Tuva and Khakassia, as well as in the Murmansk, Kostroma and Magadan regions. He noted that in corruption reports "the regions will always lead the regions where the appeal of financial assets", the adoption of economically significant decisions, are located federal authorities and large industrial centers. At the same time, corruption crimes often have a hidden form, and statistics may indicate their active identification by law enforcement agencies.
Having touched on the topic of small bribes, Baldin noted that more often than others they are taken by police representatives, teachers and employees of the penal system, engaged in the prone of prohibited items and creating privileged conditions for prisoners.
The representative of the Prosecutor General also noted that in 2020, Russian courts issued over 8 thousand convictions against 9 thousand people who were charged with corruption crimes. About 18%of convicts were sentenced to real deprivation of liberty, 35%to conditional deprivation of liberty, and 40%to a fine. “As a rule, as a rule, deprivation of the right to take certain positions or to engage in certain activities and a fine is applied as an additional punishment. Confiscation of property was applied to 1,318 convicts last year,” Baldin added.
Earlier, the chairman of the Investigative Committee, Alexander Bastrykin, speaking at a meeting of the departmental board, spoke about statistics on corruption crimes committed by persons with special legal status. According to TASS, in 2020 criminal cases were sent to the courts against 15 prosecutors, 38 investigators and heads of the investigative bodies of the Ministry of Internal Affairs, 17 investigators of the TFR and their leaders, as well as 7 judges and 68 lawyers.
Most often, the chapters of municipalities (130), deputies of local self -government (116) and members of election commissions (48) became defendants in corruption cases from among special -subjects (48).
At the same time, the total amount of the arrested property of the accused in corruption cases for the last year amounted to 10 billion rubles that 3 billion rubles more than in 2019 in only 2020 more than 18.5 thousand criminal cases of corruption crimes were instituted. Of these, more than 9.9 thousand - on the facts of bribery. The number of such cases increased by 5.5% compared with 2019. Over 9.5 thousand people were held accountable for corruption in 2020.
Last summer, the Prosecutor General’s Office also compiled a list of the most corrupt regions. Then the top ten included Mordovia, Chuvashia, Kamchatka, Arkhangelsk, Bryansk, Magadan, Novgorod, Orenburg, Saratov and Tyumen regions. The smallest level of corruption was observed in Ingushetia, Khakassia, the Altai Territory, the Vologda, Moscow, Murmansk, Penza regions, St. Petersburg, Sevastopol and the Yamal-Nenets Autonomous Okrug.
International experts note that systemic opposition of corruption in Russia is replaced by point criminal cases , and existing anti -corruption instruments do not receive proper development. In addition, Russia did not ratify the Convention on civil liability for corruption. This agreement of the Council of Europe orders the Member countries to take a number of measures to combat corruption, including introduce the opportunity to receive compensation from the state for a person who has suffered damage from corruption.
