"Freedom of movement was limited again"

The official website of the OSCE special monitoring mission in Ukraine also posts daily and operational reports. They are concise, designed in neutral vocabulary, with a refrain, repeating regularly: "The freedom of movement of the mission was still limited." The presentation of current events is neutral to the impossibility of understanding which of the parties prevents representatives of the OSCE from performing their functions. But the materials according to the results of 2020 stated: “The mission was almost 850 times faced with restrictions on freedom of movement, which were not related to the presence of mines and unexploded ammunition. About 96 percent of such restrictions occurred in the regions of the Donetsk and Lugansk regions uncontrolled by the government. ” The trend is unlikely to change.

Sometimes members of the monitoring group resort to formulations, which give reasons for the conclusion: everyone was hardened. The report number 48.2021 of March 1, in particular, says: “... In the summary of the OOS for the same number, which is about a series of "explosions of unknown origin", it was noted that the militants for five hours in a row did not let the OSCE patrol into the provocation area until it returned to Donetsk.

Last year, judging by the schedules published by the mission, the number of violations of the ceasefire along the line of contact decreased by 55%compared to 2019.

Most of the violations were associated with the conduct of combat firing, 77% of which occurred in regions not controlled by the government, 13% in controlled.
