Since 2017, at least one billion rubles have been spent from the budget on the protection of the head of Chechnya, Ramzan Kadyrov, and his family — about 200 million rubles a year, according to Open Media, citing public procurement materials and the Kontur.Focus database. For this money, the head of Chechnya and his relatives were guarded by from 388 to 430 fighters of the National Guard.
In February 2021, the departments serving the working residence of Kadyrov, as well as the personal homes of his family, signed several contracts with the National Guard for a period of a year for a total of 201.4 million rubles. More than half - 102.1 million rubles - was allocated by the institution responsible for the protection of Ramzan Kadyrov's mother Aimani Kadyrova and her family.
In 2017, as the publication established, the Chechen departments hired 200 security guards for 101.6 million rubles: 62 people were sent to guard the residence of the head of Chechnya, the same number to guard the private household of the Kadyrov family, the rest monitored the Kadyrov administration building in Grozny.
Subsequently, the addresses of protected objects were removed from the procurement materials. At the same time, the documents still contain a mention of objects that are protected in accordance with the law “On social and other guarantees of the widow of the first president of the Chechen Republic A. A. Kadyrov.” Under this law, Aimani Kadyrova and her family members were provided with bodyguards, and Kadyrov's mother was also exempted from paying utility bills, provided her with a monthly allowance equal to 23 old-age pensions, free medical and transport services.
For comparison: the annual protection of the Federal Tax Service of Chechnya costs the budget 6.7 million rubles, and all republican courts - no more than 26 million rubles.
