Part 2. How Arkady Rotenberg became the main owner of the Crimean resorts
On one of the summer days of 2017, the Fizruk of the Golden Loza children's camp in Praskoveevka on the Black Sea coast near Gelendzhik left the gate of the camp for a run. He ran almost every day before raising children. Having reached the sea, Fizruk rushed up the road to the forest. Along the way, he met two checkpoints, and on the third people were already waiting for people in uniform. They twisted a physical school and took them to the local police station to clarify the individual. Igor in the camp, the “project” does not call the real name of Physruk, but this story was confirmed by three interlocutors who worked in the camp, returned only in the evening. The former counselor of the Golden Loza says that the case with the physical school was no longer single: since 2013-2014, people in the form caught in the forest the children or the counselors. Already in 2004, FSO and border guards appeared in these lands. But this was not always the case.
The pioneer camp in this place has existed since 1968. Then it was called the "Golden Polyana" and was a departmental recreation center for the Research Institute SNIIP, which was engaged in nuclear instrumentation. In the 2000s, the camp was renamed the Golden Eve, and SCNIIP became part of the Rosatom State Corporation.

Nothing pointed out that the days of the camp were numbered: in 2011, nuclear holders had overhaul and even intended to start building new buildings.
True, even then, the children and counselors began to understand that they had an important and troublesome neighbor, they tell five children and counselors who were resting in the camp. “In 2009 or 2010, rumors went for the first time” that they were building a summer house for Putin, recalls Sofya Bragina, who in childhood came to the “vine” every year: “First, vineyards appeared there, who began to constantly patrol. We had a football field next to the vineyards, the danger was that the ball did not fly to their territory. ” When a helicopter flew over the camp, they said “Vova flew in”, recalls another “pioneer”.
In the summer of 2017, after lunch ended in the Golden Loza, 13-year-old Nastya and her friends went to the Dzhanhot river flowing along the camp. The day before the end of the second shift, the girls gathered on the shore to make a ritual. They held hands and threw a five -ruble coin into the river, having made it again to end up in the Golden Loza next year - Nastya herself told the “project” about this. The mystery did not come true.
The first sign of approaching changes was that the vineyards who surrounded the camp on both sides gained a new owner. When a fence grew up at the beginning of the tenths around the vineyards, the owner of the Lazaran Berry became the owner of the land. This name was first famous in 2010 after a letter from businessman Sergei Kolesnikov then President Dmitry Medvedev. In a letter, Kolesnikov was the first to say that a giant palace for Putin was being built in Praskoveevka. After the scandal that followed the owner of the “palace” and “azure berry”, businessman Alexander Ponomarenko, close to Arkady Rotenberg, declared himself, and in July 2011 Boris Titov bought a “azure berry” for a while. As a result, the owners of the “berries” were the authorized friend of the President Gennady Timchenko and the son of another of his friend, the late Peter Kolbin, Vladimir Kolbin. They own the "berry" now. The owner of the company is the Association "Development of Agrarian Initiatives", whose only co -owners Vladimir Kolbin and Gennady Timchenko.

The last children's shift in the “vine” fell in the summer of 2017, when 13-year-old girls threw a coin into the river. At that moment, the children were not announced to turning the camp. “Project” discovered messages from the beginning of 2018 in VKontakte groups related to the camp: children ask if it is true that the camp will no longer open. “The base is sold,” one of the counselors upset the children.
If you look at the documents, it turns out that SNNIIP put up the “golden vine” for sale in early 2017 - as a non -core asset - Rosatom really actively sold its assets to reduce expenses. The camp annually demanded 1-1.5 million rubles of investments, which the institute did not have, says a person familiar with the camp economy. SNNIIP himself indicated in the reports that the reconstruction of Loza in 2013 cost him 3.5 million rubles, and in 2016, with a revenue of 35 million rubles, the camp brought a loss of 0.5 million. At the same time, Rosatom himself, whose former leader, and now the chairman of the Nabsum Sovetor Sergey Kiriyenko now serves as the deputy head of the presidential administration, the lack of financing is not financing. He experiences: he regularly receives multi -billion dollar subsidies from the state. In 2013-2015 alone, budget allocations at Rosatom were about $ 150–155 billion, in 2016–2017 - $ 77–76 billion. The revenue of SCNIIP himself for 2017 also increased by 15% and amounted to 4.5 billion rubles. The organization spent almost 800 thousand rubles for sending children to children's camps.
The then director of SNIIP, Igor Burtsev, insists that the camp was a non -core asset: "I do not know a single tears and complaints, I hear the first time." In response to the request of the “project” to comment on the sale of the “Azure Berry” camps, Burtsev said that the auction was open: “Whoever wants, he goes out, and who bought was bought.”
However, everything was not so simple with bidding.
Property of the camp (more than 70 real estate objects and land right) was sold to nuclear holders for 66.4 million rubles. The only participant in the first trading was businessman Dmitry Yuzhik. He was subscribed to the Rosatoma postal newsletter about the sale of non -core property and so found out about the auction, Yuzhik himself recalls. Yuzhik was going to make a children's resort from Loza, investing 100-120 million rubles in the project. Before the auction, he personally examined the camp several times and negotiated with SNIIP.
However, Yuzhik failed to buy a camp. SNNIIP annulled the first auction and launched a new procedure. Yuzhik made several attempts to find out the cause from the nuclear holders and, without having achieved a clear answer, refused to buy. In total, SNIIP, as follows from the papers, initiated bidding four times and each time recognized them as failed-by law, in any case, he was obliged to do this due to the lack of participants. So far, on December 19, 2017, a proven buyer has not finally appeared at the camp. On December 19, 2017, the SENIP was signed by the Sales Agreement - “On the basis of a shareholder decision”, which was adopted on May 11, 2017, follows from the company's report.
The new owner was the same “azure berry”, which by that time had already turned into one of the companies, which recorded numerous assets of the Putin Palace. Alexei Navalny in his investigation connected the “azure berry” with the palace.

The children's camp went for the start of 66 million rubles. In addition, the “azure berry” rents a land plot of 4 hectares around the camp until 2054. In September 2018, the Azure Berry tried to transfer the site to property, but the Federal Property Management Agency refused her. The company challenged the decision of the service in court, the first instance supported the plaintiff, but the next two sided with the Federal Property Management Agency. A little later, the “azure berry” also got the second section of the “vine” - with a checkpoint, barn and a workshop. The second victorious for the “berries” bidding took place in September 2018, and sellers were not embarrassed that the vinogers were the only auction participants.
Why did it take almost everyone to buyers who, already in the area of Cape Idokopos, have to take a children's camp? In order to understand this, it is necessary, firstly, to look at the map of local possessions related to Putin’s environment and attributed to the president. Around the main palace - the FSB lands, which the company "Komnos" is rented by Putin's friends until 2068. The camp adjacent directly to the forest guarded by border guards, in which Igor Physrucus once detained. In addition, the camp of the camp wedged into the grape lands associated with the palace of the “azure berry”, in fact, dividing them into two parts. Perhaps the camp of the palace was needed, so that its perimeter was surrounded only by “their own”, and football balls would not fly into the vineyards.

Another goal of buying a children's camp will be understandable if you go to the place and understand how the new owners decided to use the property received. The first buildings of the camp were demolished by the “berry” shortly after the purchase, says the former counselor of the Golden Loza. Former employees of the camp, parents and children tried to protest - they complained to the Gelendzhik administration and the Ministry of Education, as well as, comical, wrote a petition in Putin, collecting a thousand signatures under it. The last director of the camp, Sergei Mikhailov, having heard the questions of the “project”, grinned:
“Here you would have to put these questions two years ago when it was put on an auction. And to shake the air now just a useless thing. ”
He is probably right, because the camps, apparently, are already physically not. The territory is surrounded by a fence - along its perimeter, the plates “Private territory are installed. Photos and video shooting are prohibited, ” - and a construction boils inside.
You can discern a well -protected construction site only from the hotel opposite. Ironically, the hotel is called the "Paradise Garden", although it will not work to take a walk in the garden - right at the hotel, the protected possessions of companies related to the presidential palace begin. You can’t even take pictures of the vineyards: the guards demand to immediately remove the pictures and not even walk nearby. Nevertheless, from the highest point near the hotel it is clear that the roof of four houses under construction appeared on the site of the camp, one of which is especially large.

The builder confirmed that the chalets, vineyards and the main “Putin’s palace” on Cape Idokopos are the same object. According to him, the same brigades of builders work on one or another facility inside a vast territory. Each object has its own names: the main palace is “nulevka”, and the former children's camp is “spot”. The "spot" is being prepared for surrender in a few months, the builder claims. According to the worker, 15 thousand plants have already been brought to the territory and hung the chandelier “thousands of 800”. Builders are forbidden to change their phones under fear of dismissal, and in order to get to this work, people are waiting for a “check from the FSO” for several months, says the interlocutor of “Project”: “They check everything, for example, the presence of criminal records”. When the Project correspondent asked the worker for whom all this is being built, he only smiled: "A very big question." One of the contracting organizations at the facility is the St. Petersburg Construction Company "360 Construction", the builder said. The co -owner of the company Dmitry Beloboblotsky did not answer the request of the “project”. Boris Titov, who owned the “azure berry” at the time of the purchase of the camp, also did not answer questions. In the Association of RAI, which owns the “berry” now, having heard the question of the “project”, they threw the phone. Rosatom also did not respond to the request of the editorial office.
Near the former camp, the HSA Parus house has only recently been built, and now apartments are sold in it - one -room apartment with a view of the presidential vineyards can be bought for 3 million rubles, a “three -piece” on the top floor - for 8.5. “Project” called sellers and asked how to live when such a neighbor is at the side: “And what about a neighbor? Good neighbor, always under supervision. Protection, the road will be excellent, the beach will be good, with such a neighbor, as they say, you will not be lost, so don’t even think about a neighbor. ”
