On March 5, I visited a meeting of the VAK Presidium, who agreed with the arguments of the applicants from Dissernet, who asked to deprive 13 candidates and doctors of medical and biological sciences. But the case No. 14, which was not related to the “disserter”, deserves special attention. The applicant in this case was the doctor of medical sciences from Orenburg Sergey Stanislavovich Makshantsev.

The case concerned the Doctor of Biological Sciences Ramil Rakhmatullin, who received his scientific degree in 2014 in the dissertation council D 208.055.01 at the Federal State Budgetary Institution “National Medical Research Center for Transplantology and Artificial Academician named after Academician V.I. Schumakova ”by the Ministry of Health of Russia - for a work that describes a brilliant achievement - a kind of“ biocolate ”which can be used to close skin defects, for example, in burned ones.

A special brilliance to the applicant for a doctoral degree was given by scientific publications in co -authorship with leading metropolitan specialists, enthusiastic reviews of academicians from medicine, certificates of testing and implementing technology in clinics of different cities of the country. The scientist and inventor long before this became the hero of regional television, the favorite of the provincial power, he met in the presidiums. Local newspapers published an interview with him, in which he told how he saved the children. Even the governor of the Orenburg region, Yuri Berg, decided to nominate Rachmatullin to the Council of the Federation of the Federal Assembly of the Russian Federation.

Dr. Sergey Makshantsev is a business person, with the experience of the head physician and deputy work. He took up the hero thoroughly, sending dozens of requests to different organizations, where the drug was supposedly investigated and where it is used. It turned out that Roszdravnadzor in 2015 really issued permission to use the drug. What he was guided by is difficult to install. Perhaps the same statements and publications of the inventor.

But ... "The Ministry of Health of the Orenburg region did not give permission to subordinate organizations for clinical studies of the bioplastic preparation" GIAMITUCS "and" JI-Derma ". Information on the use of the drug <...> in medical organizations of the Orenburg region, the ministry <...> does not have. " The railway hospital in the links also replied that they did not use bioplastic material, but the dissertation, by personal agreement, applied it to treat individual patients, which, however, had nothing to do with the hospital’s work.

The medical university found traces of the Treaty for the test, but it was not possible to establish that it was carried out, and there is no mentioned in the same links of the ENT clinic at the university.

Institute of Surgery. A. Vishnevsky replied that they do not use drugs, do not purchase. The Military Medical Academy said that drugs do not know and do not use. The Far Eastern Center FMBA said that they also did not use and do not use drugs.

Naturally, Rakhmatullin had articles in magazines. S. Makshantsev, who took them from reading them, found that the articles contain a description of the work that could be performed only by doctors, but neither Rachmatullin nor its co -authors who could be the employees of these medical institutions are, moreover, these work was performed using the drug that was not yet resolved, and plus the work as the work was described as work as work as the work was described as work made with one drug, and in the dissertation - as made with another.

Moreover, all the main doctors of the hospitals that Rakhmatullin referred to have noticed in writing that such studies and treatment of patients were not carried out. And the co -authors of Ramil Rakhmatullin from Orenburg said that they did not know anything about the article and are not co -authors. Like “co-authors” from St. Petersburg, they were surprised to find their names under work, they asked the editor-in-chief of the magazine “Surgeon” to withdraw the article as unfair. I must say that the editors of the magazine turned out to be almost as flexible in matters of authorship as Ramil Rachmatulin - the article was not withdrawn. But Ramil Rachmatullin also has a patent! And in it there are also co -authors who reject their participation in “discoveries”. Alas, Rospatent was as impenetrable as the editors of the magazine "Surgeon".

Of course, it is amazing how, it turns out, academic institutes, Roszdravnadzors and Rospatents do not care about verification of documents. Even where it comes to the health of people. For more than ten years, the Orenburg Genius developed its violent activity, and not a single state or public institution stopped it. Only Sergey Makshantsev professionally drew attention to the Orenburg Celebrities, and if Rachmatullin behaved a little quieter? His “scientific works” would continue to be listed in the archive of science, and the university would pay him a salary as a doctor of science.
