
Recently, Dissernet managed to once again excite the seemingly already accustomed scientific community. Ivan Vasilievich Lobanov, who got rid of the unpleasant prefix “and. O." To the post of rector of REU named after Plekhanova (in the colloquial - “Pleshki”), turned out to be (Roskomnadzor, help!) “The borrower”. In the sense - we do not use the word “plagiarism” - that in his dissertation there were many pages borrowed from previously protected dissertations. And in case it seemed to someone that the dissertation written off and protected in 2000 is, perhaps, a mistake of youth, the public's attention is offered a very fresh publication of 2020 in a predatory Peruvian magazine-a literal translation of someone else's article into English [ 1 ].
Details of the creativity of the newly formed rector are described in the Facebuchi post by Sergey Parkhomenko [ 2 ]; We will not repeat ourselves. I will only explain why this is important. There is a very simple chain: the development of the country is determined by the development of science; Personnel for science supply universities; At the head of the university is the rector. The rector with a written -off dissertation is a complete disgrace even by the standards of scammers: at least for money, you could buy a quality dissertation for yourself? The leader who has not managed to control even his own “literary blacks”, in addition to the features of thieves, has obvious incompetence. Such a rector will not raise scientific personnel: he will feed himself and his close associates and lick his nursing boss. According to Dissernet [ 3 ], today, 73 rectors of Russian universities are written off dissertations; The Ministry of Education seems to be completely satisfied.
Are there any questions about the future development of the country?
Let us return, however, to the close -ups of the scandalous rector. “The fish rots from the head” is not just a figure of speech: a rotten head spreads rot around him, that is, in our case, an unscrupulous rector surrounds himself with persons close in spirit and, in addition, he himself turns out to be dependent, because he can’t dismiss anyone for violation of the norms of academic ethics (except, of course, students). Confirmation of this consideration was immediately found. Ksenia Valerievna Ekimova, appointed a year ago, the vice -rector of the “Pleshki”, turned out to be the same “borrower” as her boss [ 4 ]!
However, upon closer examination, the vice -rector of the case was even more serious than that of the rector.
Ekimova’s dissertation contains incorrect borrowings of four other people's dissertations, and at least one of the sources of borrowings (dissertation by V.V. Yurchenko) himself contains incorrect borrowing from two previously protected dissertations [ 5 ]. Well, the cycle of dissertations in nature in the "disserte" has long been used to it. But the scientific consultant of the dissertation is Professor SPbGEU Vyacheslav Vasilievich Buzyrev causes trembling for each experienced disserter: 35 cases of participation in linden protection! (33 of them - the scientific director!) You can accidentally stumble once - overshadowed it, a cunning graduate student came across - but 35 times, it seems, it seems that it is time to make a diagnosis (paralysis of both legs or what doers offer us?). Now try to guess who was the supervisor of the dissertations that served as sources for Ekimova? It is so simple that it is difficult to believe: in all five cases - Professor Buzyrev!
Translated plagiarism is a new fascinating topic of our investigation: it is on the data collected by the “disserter” that the report of the RAS Commission on predatory magazines and translated plagiarism is based [ 6 ]. And the Venezuelan magazine Espacios , in which Wekimov and his colleagues published under their own shifts a translation of a fragment of someone else's dissertation, is well familiar to us - just the study of predatory foreign magazines began with it. Today, Espacios identified 38 publications of Russian authors with translated borrowings, in addition to multiple publications and articles with mysterious authorship.
According to the publication in the Journal of Legal, Ethical and Regulatory Issues , you can trace how bibliographic links are falsified: a literary review in the article completely coincides with the borrowing source. In addition, the article is interesting with the composition of co -authors: six people from the vastness of our vast homeland - Moscow, Krasnodar, Altai Territory. Moreover, the author from Altai is Ksenia Evgenievna Kovalenko [ 7 ] - one of the disserternet champions in the number of translated plagiarism in a variety of configurations of co -authors from various cities and universities.
Two more publications in co -authorship with colleagues in Moscow universities - in the famous Dissernet Journal of Applied Economic Sciences and the new MEASUREMENT magazine for us - are a standard translated into an English fragment of someone else's dissertation, previously protected. Well, the publication in the journal "Media Education" at the Taganrog Institute. Chekhov is something special, because it is not even a foreign magazine. Among the co -authors of Ekimova - his own person, director of the Institute named after Chekhova (Anton Palych, sorry!). The Russian source of borrowing is compilation from the works of two Taganrog authors. One thing can be said almost for sure: it is unlikely that Ksenia Valerievna herself was engaged in compilation. It is only incomprehensible whether this is a mitigating circumstance.
Typically, participation in linden protection as an opponent is not considered a very great sin: nevertheless, the opponent is not a supervisor, it may miss something by carelessness. Just tell me how you can miss the fact that the opponent dissertation from the first to the last page is written off from the dissertation of the scientific leader, secure seven years earlier?
And here we approach, perhaps the most important thing. The fact is that K.V. Ekimov is not only the vice -rector of REU named after Plekhanova, member of the Expert Council at the Bank of Russia and expert Rosobrnadzor, but also the deputy chairman of the Expert Council of the Higher Attestation Commission for Economic Sciences! It was in this capacity (as a chairing) that she participated in two shameful decisions of the ES VAK, who justified the clearly written -off dissertations. However, the problem seems to be deeper than participation in these two specific decisions and even than vice in one of the leading universities in the capital. Can a person with a written -off dissertation, participation in linden protection and repeated co -authorship of publications with translated borrowings be the deputy chairman of the expert council of the highest certification commission of the country? Is there a contradiction here?
Of course, if you look at the number of defendants in Dissernet in this ES [ 8 ], you will probably say that another Ekimova will add little here - but let me disagree with you. The composition of the council really looks terrible; But, firstly, mind you, not one of these people, except Ksenia Valerievna, came across to write off their own dissertation and few people found a translated plagiarism-except for the co-authorship of Ekimova under the article in Media Education and even professor at Stavropol GAU Sklya, an amateur to be published in a predatory Montenegrin magazine. And secondly, the deputy chairman is not an ordinary member to you! For example, V. M. Filippov once even substantiated his regulations that contradict the third term of the Higher Attestation Commission of the Higher Attestation Commission, which is precisely the Sacred Position of the Chairman, to which restrictions for commoners, excuse me, ordinary members do not apply.

There were good news. Two directors of branches with decommissioned dissertations - Nina Timofeevna Arefieva [ 10 ] and Anton Alexandrovich Kofanov [ 11 ] - lost their posts, and Arefieva first lost its degree. We do not know whether it was the usual personnel of the personnel, or someone concerned the prestige of the organization, but in any case we welcome such changes. Among the current directors of the branches of the defendants, Dissernet was not. Now I would like to take care of the head university with its image of the plugiat champion.
